No, it was the moral issue. Having affair with a staffer in Canada is not a legal issue. You are right though regarding the public‘s expectation of some moral conduct of their servants.

That shows a lot how a democracy should be. he left a city who has $15bn annual budget ( bigger then so many countries of the world) he is a famous man still he is out without any resistance .. one must ask WHY ! the only reason is a morally upright press and regulatory bodies i.e bureaucracy, and all sorts of other institutions . he knew that he will be asked and judged with no favors by any side...... May ALLAH Karim help Pakistan to be on right path where our moral values are far more important then nepotism and unfairness.
