Even if Karachi doesn't pay 70% of revenue, it does pay the most of the revenue. The NFC award should be based on revenue NOT population. Infact, if population is NOT generating revenue, its a serious problem.

Yes, if the companies offices were out side Karachi,
then it would consider the income of that city.

Same, type of argument was given when East Pakistan (Bangladesh) was the part of Pakistan. Although Bangladesh was in majority in population. But, then, it was said, distribution of fund should be on PARITY BASIS, rather than POPULATION BASIS. Because, it will create disharmony between East Pakistan (Bangladesh) and West Pakistan (Current Pakistan). At that time East Pakistan (Bangladesh) showed magnanimity, and agree on this formula.

But, since West Pakistan (Current Pakistan) was able to get rid of East Pakistan (Bangladesh). Since the criterion of distribution of fund is Population.

Even though, we can not undermine the trade and business importance of Karachi. Why all the corporate head offices are in Karachi ? because Karachi has the largest port and that is a back bone of our import and export business with the international market.
Corporate sector has to establish its head offices in Karachi. This is not their choice, this is their compulsion.
Revenue generates in all over the country, but it flows out from Karachi, that's due to the largest trade activities in Karachi. That flow of cash coming out of Karachi market is being spreaded in all over the Pakistan. This cash flow is about 70% of the total of Pakistan's economy. For sure.
It is a simple matter of wise thinking.
