Inter Risk, the US security company which was banned in Pakistan, paid millions in bribes to Pakistani officials and one staffer close to a minister has confessed that he received these bribes to issue 138 prohibited bore weapon licences.

The PS of the state minister for interior has already landed in jail for allegedly receiving the kickbacks to facilitate the issuance of 138 weapon licences to the Inter-Risk, the private US security company on contract in Pakistan, through his boss. The companys licence was revoked some months back.

Sources say the ministry high-ups have withheld all the record wanted by the FIA for further investigations into the case. Qadir Nawaz, the PS hailing from the State Minister Tasneem Qureshis home district, has been sent to the Adiala Jail after his confession before the FIA that he received bribes in millions from the Inter-Risk.

This company was hired by DynCorp, a US contractor also working with the Pakistan Army Aviation. Qadir, together with the owner of Inter-Risk, Captain (retd) Zaidi and
Jamil Abbasi, a Pakistan Tehrik-e-Insaaf activist, who was a middleman between Zaidi and Qadir, are in jail now.


A Sessions Court has rejected their bail requests. Although, the ministry has cancelled the licence of Inter-Risk, the weapon licences granted in return for hefty bribes are intact. The minister of state for interior confirmed that his PS was behind the bars in the Adiala Jail. He also confirmed that PS Qadir Nawaz hails from his constituency and was in the Pakistan Telecommunication Authority (PTA) and he had brought him to the ministry.

But Qureshi said his PS was deliberately implicated in the case. As far the FIAs request for provision of record is concerned, the minister denied any record had been withheld.Yet it is now more than two months that the FIA has been writing to the ministry, requesting the handover of records as the agency wants to dig deeper into the scandal to reach the real faces behind the case.

A number of reminders have been sent to no avail, an FIA source privy to the developments confirmed. Interior ministry officials in knowledge of this case informally confirmed to The News the FIAs repeated requests and said the provision of record required an official nod from the top.

As many as 138 prohibited bore weapon licences were issued by State Minister Qureshi. The issuance of such licences is the prerogative of the prime minister, who had delegated the power to the state minister.

The FIA, sources said, has sought the full record relating to the issuance of these licences and how and under what rules they were granted.The subsequent reminders, instead of expediting the provision of desired documents, virtually froze the inquiry. We want to determine that either the licences were fake or genuine; in the latter case how the genuine licences were issued and under what rules, an FIA official said.

In October, the minister had confirmed that he ordered the issuance of licences after receiving a letter from Gerald M Feierstein, a senior US diplomat in the Islamabad Embassy, but denied that it was part of the US Embassys influence on him to proceed accordingly.

Qureshi had said that he issued the licences without referring the matter to the Foreign Office or the security agencies, as it was a routine affair. He had also said that the Inter-Risk was a registered security agency and the US Embassy wanted prohibited bore licences to beef up security of its personnel and interests.

The state minister had further stated that he was never informed about the fact that the Inter-Risk was a local partner of the American security company, DynCorp. He also did not know about the fishy affairs connected with the Inter-Risk.

However, the fact remains that the relationship between the DynCorp and Inter-Risk was clearly mentioned by the US ambassador in her letter addressed to Interior Minister Rehman Malik dated March 30, 2009, a report in The News by Ansar Abbasi on October 4, had reported.

The FIA sources said the agency was also investigating how the caches of banned weapons made their way into Pakistan and who was helping in the import. The Inter-Risk allegedly bribed the government officials to allow the shipment of banned weapons into Pakistan.

As far as the money invested on the controversial issuance of prohibited bore weapon licences is concerned, DynCorp handed $2,000 for each licence, totalling $276,000 for 138 weapons. As the money changed other hands before landing in the pocket of state ministers PS, it has not been precisely established what amount went to Qadir, the PS. But he told the FIA the bribe rate fluctuated, it was low in the beginning and rocketed in later stages.

Just goes to show how MQM is paranoid with PTI and Imran Khan - It wasn't Altaf Hussain who won us the World Cup, it wasn't Altaf Hussain who made the largest Cancer research Hospital of South Asia (...which is free by the way), it wasn't Altaf Hussain who is making the Knowledge City, first of its kind in Pakistan, Imran Khan is the true son of these lands where as Altaf Hussain and his followers came here as Indian agents and even after three generations can not change their attitudes I think you people should just use your Pakistani cradentials and go settle in UK or USA and stay there as you are not needed here - SHAME!!!

Government of Pakistan need to, and hopefully will, pass a law soon about anyone and everyone who talks against Pakistan or says anything about breaking it should be tried for treason and minimum penalty should be death and Altaf Hussain should be the first to be stringed...

Islamabad police who had caught a local private security agency -- InterRisk -- carrying on anti-state activities in the service of Americans have handed over the investigations into the case to the Federal Investigation Agency (FIA) on the orders of the Interior Ministry.

Though not formally announced, Dawn has learned that the reason given was that the nature of charges makes it the responsibility of FIA to probe the case which incidentally has all the makings of Blackwater covert operations in Pakistan under new names and with local partners.

The investigation was assigned to the FIA as some big shots, including officials in the Interior Ministry, were allegedly involved in arranging the licences of the prohibited bore and granting permission to the US embassy to import prohibited weapons.

Shortly after the orders, the two accused -- Capt (retd) Syed Alija Zaidi, owner of InterRisk security company and Jamil Abbasi, a facilitator who arranged the prohibited bore licences -- were handed over to the FIA. The two accused were arrested by the Kohsar Police during a raid on the house of the retired captain on September 19 and recovered weapons and forged licences.

The police handed over to the FIA the records recovered from the house of the main accused. The FIA has got physical remand of the accused from the court of a magistrate.According to sources during preliminary investigation, it was revealed that the two accused had established contacts with some officials of the interior ministry and a foreign diplomat through internet asking for money to make licences of prohibited bore and to import arms.

Sources close to the investigation revealed that the accused demanded Rs100,000 for arranging the licences of prohibited bore. They also received a hefty amount for importing weapons for Americans illegally.

Police high ups in a report sent to the government, said that Capt Zaidi also owned a company, Care and Craft, operating in Rawat. The company, along with an American private security company, DynCorp, imparted training to retired security personnel of the Special Services Group (SSG) for the security of US installations and diplomats in Pakistan.

The report further said that another security company, Walkinhut, owned by one Dr Iqtadar, is also providing security to the US diplomats and its installations in the capital. The US embassy or diplomats have hired over 240 houses on rent at different locations in the federal capital, where nearly 500 foreigners from the US and Asian countries were residing.

However, sources close to the investigation said that the number of houses had reached to 329, located in capitals urban as well as rural areas, including Tarnol, Golra, Sihala, and Kural. The houses were hired at Rs70,000 to Rs300,000 rents per month.

Some 70 houses hired by the US embassy were vacated when the Pakistan security agencies spotted them, the sources said, adding that it raised the suspicion that something illegal was going on there.

The InterRisk provides security to different foreign installations and diplomats in Islamabad. It is owned by Capt (retd) Syed Alija Zaidi who served in Artillery Regiment of the Pakistan Army and forced to get premature retirement.

In 2008 the interior ministry, on the Gen Musharraf governments recommendation, allowed the American private security company, DynCorp, to operate in Pakistan for a year from January 2008 to January 2009. InterRisk entered into an agreement with DynCorp to provide security to American installations, diplomats and security personnel.

The company trained security guards in anti-terrorism skills. The InterRisk company, in this regard, was asked to recruit security guards, especially retired SSG personnel for DynCorp and arranged a location where they would be trained in anti-terrorism skills. An advertisement was also published for the recruitment of security guards against Rs34,000 salary. InterRisk received $2,000 per recruit. Its sister company Care and Craft recently provided training to 200 personnel and deployed them with the DynCorp stationed in Islamabad and elsewhere in Pakistan. The two companies continued their operations with DynCorp even after the expiry of the permission period granted by the government.

Some months ago, DynCorp asked InterRisk companys owner to arrange licences of over 130 foreign made prohibited bore weapons -- Rifle M45.56 and SMG-7.62 -- but he showed reluctance. Later, Jamil Abbasi, who hails from Murree and is affiliated with a political party, arranged 134 licences for Rs100,000 each for InterRisk with the help of Asadur Rehman who has links in the interior ministry.

Later, many sophisticated weapons of prohibited bore were imported illegally with the alleged connivance of some government officials.

It maybe mentioned here that only the Prime Minister can issue licences of prohibited bore. Private security guards are allowed to carry only non-prohibited bores. However, those guards who patrol dangerous areas threatened by robbers and terrorists are allowed to carry prohibited bore after getting the licences from the competent authority. The sources further said that the InterRisks investigation was taken away from the city police as they were reluctant to take action against the big shots.

On a number of occasions the US diplomats were found freely moving in the capital with illegal arms. The security personnel from the US were also involved in a kidnapping attempt of a senators nephew. However, no action was taken against them as they enjoyed diplomatic immunity.

Sources in the police department said that the US diplomats frequently met with senior police officials to strengthen mutual cooperation.

ISLAMABAD: Top leaders of the Muttahida Qaumi Movement, including its chief Altaf Hussain, Parliamentary Leader in the National Assembly Dr Farooq Sattar, Federal Minister Babar Ghauri, Sindh Minister Shoaib Bokhari and a number of former lawmakers, are among the beneficiaries of the National Reconciliation Ordinance, according to the list sent by the National Accountability Bureau to the government on Thursday.

According to the list, eight cases were registered against Altaf Hussain in Mirpurkhas, Zaman Town, Kalakot, Brigade, Quaidabad and Nazimabad police stations between 1986 and 1995.

One case was registered against Dr Farooq Sattar in 1992 in Korangi police station, while four in Quaidabad, Aziz Bhatti, Landhi and Korangi police stations in 1994.

Six cases were registered against Shoaib Bokhari in Nazimabad, Orangi Town, Korangi, Mominabad and Zaman Town police stations.

Five cases were registered against MNA Waseem Akhtar in Korangi, Quaidabad, Zaman Town and Aziz Bhatti police stations.

Khalid Murtaza was a leading trade unionist of the Pakistan Steel Mills. He was paralysed in alleged firing by Rangers in early 90s and is currently working in MQMs Khidmat-i-Khalq Foundation.

The names of former MNA Shaikh Liaquat Hussain, who passed away recently, former MPA Afzal Anwar, who expired some 4-5 years ago, and former MNA and member of the Rabita Committee Hassan Musanna Alvi, who died last year, are also on the list.

Other NRO beneficiaries belonging to the MQM are former president of the Karachi Bar Association, Amin Lakhani, and Liaquatabad town nazim Usama Qadri, the NAB said.

By the way who said on this forum that all cases other than against MQM should have been removed against some ordinance. Why not fight them out in the court. Why didn't they do it during their regime which continues until now. Go to the courts and make cases against those who initiated these cases. Same is true for other parties. Whetehr they were 1-2 or 8000 whether it was world record or whatever. Justifying with these biased self praised video will don nothing. By the way, what action has been taken by the city district government against the person with arms on 12 May whether they were from PTI or any other party. It would be nice to have the list of names of all the persons because everything is traceable in Karachi.

Imran kHan supporters have also not been slaughtered in thousands of numbers as it has been done with MQM supporters, but you are blind and deaf to this as contrary to your name of "INSAF", you people are most non-Insafi people.

But question is you went to England in Case of MQM, but upon these big Incidents in Pakistan you are not asking for any Court Findings, you are not taking any rallies out, but merely trying to fool people by opening lips and yelling one line statement that you condemn these Killings too.

Mr. Imran Khan, this is not Justice, but this is Munafiqat. You went to England not for the Justice but in order to get the cheap popularity. Your sense of Justice awakes only when it comes to MQM, but when it comes to Taliban then you are ready to forget all of their crimes and bloodbath and want to make peace with them and No One is there which could bring those Talibani Animals to Justice.

Remember, contrary to Taliban, MQM is complete Positice Force if used positively.

Question for Imran Lovers:
Tell us how it was possible for Musharraf to bring Peace and Prosperity to Karachi for complete 8 years without firing a single bullet? (including 4 years of Jamat-e-Islami Rule in City=?)

While previous 4 Democratic Eras saw only bloodbath in Karachi.

But Musharraf used MQM as Positive Force and not for getting cheap popularity as was done by previous Benazir and Nawaz and at moment is done by Imran Khan.
