This answer is not easy.
Army are to be blamed because for decades they have supported corrupt leaders and have boot kissed US. Look at the history of generals most of them are boot polishers.
PDM most of them all are corrupted and incompetent to perform.
Lastly the judicial system of country. 130 out of 139 in the world. Enough said.
All three are as crap as each other. And responsible for the where Pakistan is today.
