Yes, it was narrated in Saheeh al-Bukhaari (581) and Saheeh Muslim (831) that it is forbidden to pray after Fajr prayer until the sun has risen above the horizon to the height of a spear, at the time of noon when the sun is at its zenith, and after the time of ‘Asr until the sun is fully set. The Prophet (peace and blessings of Allaah be upon him) told us that the [HI]sun rises and sets between the two horns of a devil, at which time the kuffaar prostrate to it.

There is nothing in the hadeeth to say that the jinn pray to the devils at that time, rather the devils (shayaateen) are the evil ones among the jinn.

This does not looks authentic Hadees Shareef, no matter where ever it is written.
The purpose looks like to be only this that say Zuhar when sun starts declining.... means in the second half of the day.
But u could do salat (Nafal ) and Quran and Zirk , irrespective of time.....

around 12 pm usko zawal ka time kehte hein when the sun is at its highest point and when the prayer isn't valid...and i think u can read Quran but agar sajda a jae Quran mein phir us waqt sajda nahi kar sakte
