Yes, it was narrated in Saheeh al-Bukhaari (581) and Saheeh Muslim (831) that it is forbidden to pray after Fajr prayer until the sun has risen above the horizon to the height of a spear, at the time of noon when the sun is at its zenith, and after the time of ‘Asr until the sun is fully set. The Prophet (peace and blessings of Allaah be upon him) told us that the sun rises and sets between the two horns of a devil, at which time the kuffaar prostrate to it.
Shaykh Sa’d al-Humayd
There is nothing in the hadeeth to say that the jinn pray to the devils at that time, rather the devils (shayaateen) are the evil ones among the jinn.

m not 100% sure but jahan tak m jaanta hoon , 3 times hain jab namaz nahi parhni chahiye, jab soooraj taloo ho raha hoon , jab exact sar pe ho aur jab ghroob ho raha ho aur choon k dopehr k 12 bje k aas paas takreeban sooraj sar pe hota hai issliye uss time nai parhni chahiye baaki raat k 12 bje koi masla nai hai namaz parhne m , bal k 27ven ramzan to takreeban har masjid m raat 12 bje log nafal namaz parh rahay hotey hain, history yeh h k sooraj k pujaari inhi 3 timings m sooraj ki pooja kartey thay aur shayd sajda b kartey they sooraj ko, issliye in timings m mana kiya gaya hai , aap kisi aalim se yeh confirm zroor kar lena

نبی کریم نے مسلمانوں کو نہ صرف عبادات میں بلکہ زندگی کے ہر کام میں غیر مسلموں سے مشابہت رکھنے سے منع فرمایا ہے
اسی طرح وہ اوقات جب خاص طور پر غیر مسلم عبادت کرتے ہیں اور وہ بھی غیر الله کے ان اوقات میں مسلمانوں کو اپنی عبادت سے منع فرمایا
کفار سورج کی پوجا کرتے تھے اور جب سورج طلوع ہو رہا ہوتا ، جب سورج اپنے عروج پر ہوتا اور اس کے غروب کے وقت
لہذا ان اوقات پر مسلمانوں کو نماز پڑھنے سے منع فرمایا اس کے علاوہ اور دوسرے کاموں میں کوئی حرج نہیں
یعنی قران پڑھنا اور کوئی اور کام کرنا جایز ہے
ہم دنیا میں چند دنوں کے فائدوں کے لیے تو برسوں محنت کرتے ہیں اور اپنے وسایل خرچ کرکے تعلیم حاصل کرتے ہیں مگر اپنی ابدی زندگی کی بھلائی کے لیے ہمارے پاس فرصت نہیں ہے ، ہمارے دینی علم کے حصول کا واحد ذریع سنی سنائی باتوں پر ہوتا ہے ، ہم خود سے کوشاں نہیں ہوتے اور نہ ہی اس علم کو حاصل کرنے کی کوئی جستجو کرتے ہیں

This does not looks authentic Hadees Shareef, no matter where ever it is written.
The purpose looks like to be only this that say Zuhar when sun starts declining.... means in the second half of the day.
But u could do salat (Nafal ) and Quran and Zirk , irrespective of time.....

It is forbidden to offer Salaah (Sunnah) at the following times:When the sun is rising.
When the sun is at the highest point, zenith.
When the sun is setting.
This is in accordance to the Hadeeth related by 'Amr bin 'Absah. I asked the Apostle of Allah about Salaah and the Apostle said:
"Pray morning prayer, then stop praying until the sun has risen, for it rises between two horns of Shaitaan (the devil); at that time, the disbelievers prostrate to it. Then pray, for the prayer at this time is witnessed and attended to by (the angels) until the shadow is on the side of a spear (that is when the shadow of things is equal with it), then stop praying for at that time, the hell-fire is fuelled. When afternoon comes, pray, for prayer at that time is witnessed and attended to by (the angels), until you pray 'Asr, then stop praying until the sun sets, for it sets between the two horns of Shaitaan, at that time the disbelievers prostrate to it." (Ahmad/Muslim)

However, the majority of the scholars agreed that it is permissible to make up the missed Fard prayers at any time, be it after the Subh or after the 'Asr prayers, because the Prophet said:
"Whoever forgets about a prayer, should offer it whenever he remembers it." (Al-Bukhaaree/Muslim)

One clarification ...
U cannot offer shaoqiya Nawafil. If U wake up exactly at sunrise for Fajar prayer then U don't have to care for sunrise. U must offer prayer even on sunrise.
Another clarification is that its not 12 at night its SUNSET in evening.
Same is for sunset i.e. if U begins Asar prayer right before suset & sun begins setting down it will not nullify your prayer. U have to remember, its ony nawafil not farayz which are forbidden at sunset or sunrise & thats due to differenciate from the sun worshippers. They use to prostray at these timings.
Nawafil R also foridden between Asar & Maghrib.

Allah muaaf kery .. na bro .. just had a lill thought about it .. I missed Isha time and wanted to pray and recite holy Quran .. It was 11:40 in the night and Could not do all of it in one go. So did recitation after 12:10 .... had something in my mind but I was not sure. So thanks [MENTION=27076]khan27[/MENTION] and everybody else .. One question here? Is this the same for 12 am??? Anyways just as a precaution I waited 20 minutes 11:50-12:10 in the night cuz I wasnt sure about it

Saaiduna Uqbah Bin Amir Radiallahu Anhu said that the Prophet of Allah Sallallahu Alahi Wasalam used to forbid us to pray or bury our dead during three times. When the Sun begins to rise until it has completely risen, when the Sun is at its height at midday till it passes the meridian and when the Sun draws near to setting till it sets.
(Sunan Abi Dawud)
With regards to your question Zawal means the time when the Sun moves away from its peak and this is when Zuhr time starts. Istiwa is when the Sun is at its highest peak at noon and that is when to read salah is impermissible. (Raddul Muhtar p.31 v.2)
To calculate Istiwa it is half of the time between Sunrise and Sunset. The time when the Sun is at its peak is for a momentary period; therefore it is difficult to pinpoint the exact moment. Hence the jurists out of caution have said five minutes before and five minutes after Istiwa time one should refrain from reading any salah. (Aapke Masaail p.144 v.2)
