KP local govt polls in three phases proposed

ISLAMABAD: After getting an order last month to delay the local government elections in Punjab and Sindh, the Election Commission of Pakistan (ECP) again approached the Supreme Court on Friday, suggesting that the polls be held in three phases in Khyber Pakhtunkhwa.

The Khyber Pakhtunkhwa government said the authorities would be able to notify the delimitation by Feb 15. It said it was doing its best to ensure a transparent and fair completion of the delimitation process to avoid disputes and litigation.

The provincial government, ECP and the National Database and Registration Authority (Nadra) were thinking of utilising a biometric system in the local government elections, the application said. The system and equipment suggested by Nadra were tested in Peshawar and Islamabad on Dec 28 and Jan 11.

It recalled that the local government elections in 2001 and 2005 were also held in phases in the province.

There are 26 districts and 74 tehsils in the province and the government has proposed around 3,200 village and neighbourhood councils.

[h=1]Centre ignores Afghans’ voluntary return plan[/h]PESHAWAR: The federal government has failed to evolve a mechanism for the implementation of the multi-year Solution Strategy for Afghan Refugees (SSAR), which was approved in 2012 to ensure ‘voluntary and dignified’ repatriation of refugees from Pakistan.

In background interviews, officials told Dawn that despite reservations of the Khyber Pakhtunkhwa government, the federal government had given two years extension to the stay of the registered refugees in the country but ignored the strategy.

“The provincial government has formally opposed the grant of extension to refugees and asked the centre to work out plan for the early repatriation of Afghans,” said a source in the home and tribal affairs department.

Bro, I really appreciate if you do not pass comments which is not adding any value to the thread. It's a " read only" thread. Everyday, someone open thread on KPK, please feel free to comment there.
I have started this thread with the intention to pass on the information about KPK Government.
This thread is already too heavy with lots of information. I would like readers to go through post quickly rather reading unnecessary comments.
Thanks for your support and I do appreciate your understanding in advance.

thanks for the warning. I DID NOT know that this was a read only

Suggestions:

1. Request MODs to make it a 'Read only', they should be able to do it. They will mark it as 'closed' but only you will have access to update this thread.

2. Make this thread a sticky one.

You will serve better if you do the above two

jazakAllah

also: name this thread PTI's KPK Government Achievements - 1

start a new one: PTI's KPK Government Achievements - 2

Not a warning, just a humble request. As you might have observed readers don't comment. I am investing my time, not wasting my time. Sometime, you should pick up things on your own. Siasat.Pk web style helps me maintain a topic in order which could be preserved for ever and people could benefit without reading ordinary comments which may not help them. The whole idea is, get everything in one thread...rather searching the entire Google. I can bet, No one has this much information about PTi's KPK Government then this thread. I hope you will not take this personally. I appreciate for yours and other member patience.
Jazak Allah

Chairman PTI Imran Khan & KP Chief Minister address launching ceremony of ‪#‎GreenKP‬

The PTI led coalition Government of Khyber Pakhtunkhwa launched the “Green Growth Initiative” or Green KP program in Peshawar at a ceremony chaired by Imran Khan, the PTI Chairman. This is a flagship initiative aimed at greening the growth and development of KP province and follows up on the party’s promise of greening the economy made with the people before the general elections.
The details of the KP Green Growth Initiatives were presented by Malik Amin Aslam who is the Chairman of the Expert Group on Green Growth and also the Central VP of PTI as well as the VP of the International Conservation Union (IUCN). During the presentation, Malik Amin Aslam stated that this initiative would focus on certain important sectors and will be led by quantifiable and measurable 5-year targets that the KP Government is committing to achieve.
Imran Khan in his speech said that PTI is a party with a 21st century vision which is not only going to adhere but also deliver what it promised in its manifesto. The Green Growth initiative of KP will be torch bearer of the clean and green revolution in Pakistan and will ensure that we provide a better quality of life to the citizens of KP, create thousands of decent and clean job opportunities for the youth and also provide means for social uplift and poverty eradication in the province. KP will create a model green economy for Pakistan and for the rest of the world. The Chairman also announced a logo competition for the Green Growth initiative and said that this is an initiative for the youth’s future and they should come forward and own it. He promised to personally meet with the final contestants.
In his speech the KP Chief Minster Pervaiz Khattak committed to the “green growth” targets and stated that both his party and his Government of KP will ensure that the province is turned into the “green” leader in the country and can pave the way for others to emulate and follow.
Earlier Amin Aslam deliberated that the five sectors in Green KP included the forestry, protected area, national parks, clean energy, climate Resilience, water/sanitation and waste Management. After expert deliberations and research the 5-year targets for the first three sectors were announced in the initiative launch while the other sector targets will soon follow.
For the first time in the history of Pakistan, the forest area in KPK would be enhanced from 20% to 22% by 2018, which would entail converting, at least, 30000 hectares of additional land every year into forests through massive afforestation drive. In addition, through enrichment planting, the tree cover in existing forests would be increased from 20%-30% by 2018 and this would entail gap plantations in, at least, 27000 hectares each year. These ambitious targets would be achieved through a massive 5-year “Billion Tree Tsunami” afforestation campaign, which would be launched in end of February. A “youth nurseries” program to create decent and green jobs for the youth of KPK would complement this. This would be augmented by establishing rules for REDD+, an innovative financial instrument that gives carbon value to existing forests. Under this mechanism private sector entities would be invited, in an open and transparent process, to invest in KPK forests and become partners in its preservation. The Government of KP would place a complete ban on cutting and felling of trees in the reserved forests of KP by converting, in a phased manner, all these state owned forests into a “Forest National Parks”. Through these revolutionary measures, the KP Government will not only commit to reverse the high rate of deforestation but also shift the current philosophy of treating forests as a “revenue” machine towards preserving them as a valued “natural capital”. In this regards, the KPK Government will also table a constitutional bill in the National Assembly to identify and capitalize the natural capital in all provinces. All it will be monitored through independent and scientific third party monitoring techniques to ensure compliance with what has been committed.
Similarly the KP Government commits to preserving and valuing the natural heritage of the province especially its wildlife and biodiversity. In this regards, National Parks act as the repositories of biodiversity and wildlife and KP govt will ensure that these parks are not just “paper parks” but properly preserved and managed national parks. A high powered and autonomous “National Parks Authority” will be formed in KPK for which the legislative bill is in the final stages and will be tabled soon. Under this authority proper management plans for each National Park will be made and a special “Youth Park Management” force will be trained to act as nature’s guards. The KP Government would double the National Parks in the province through consultation with the indigenous people who are historical custodians of these national parks. It will also commit that the area under protected areas goes from 11% to 15% of its area by 2018. This would surpass the MDG commitment made by Pakistan. A recreational “Wildlife Park” would be established in each district that will provide awareness and also sensitize the public to this natural heritage.
KP will commit to a “Zero Carbon” growth by 2018 which would entail a high dependence on renewable energy and carbon sequestration through its vast forest area. By 2018, KP will expand its energy base by adding an additional 3-4000 MW but will remain committed to clean energy by ensuring that, at least, 80% of its power generation is based on clean renewable energy namely hydro and solar energy. In the year 2014, KPK will bring online 356 community driven small hydro projects amounting to 35 MW. These small units would provide direct job opportunities to communities as well as clean off-grid energy. A plan is being developed for starting a “Solar Roofs” project in Peshawar as well as a “Solar tube wells” projects for the farmers of KPK. Both will generate green jobs. Carbon credits generated by this huge commitment to renewable and clean energy will be captured and capitalized through the international carbon market.
Being the most climate vulnerable province of Pakistan, KP govt will take the lead in developing a detailed vulnerability mapping and adaptation plan for the province. The EIA and PC-1 development rules will be changed to ensure that all future infrastructure development is not only climate resilient but also captures and capitalizes the carbon credits. The entire existing infrastructure will be climate proofed to ensure that it can withstand the impacts of climate change such as floods and changes in weather patterns. Commitment to “Zero Carbon” growth by 2018 will be met with detailed carbon accounting.
