Fresh start: K-P set to rebuild ‘City of Flowers’

The pre-feasibility study of Peshawar Uplift and Beautification Programme was approved after a high-level meeting held with Chief Minister (CM) Pervez Khattak at CM Secretariat on Saturday.


On the occasion, the participants were briefed about the programmes chalked out for the beautification and development of the provincial capital, stated an official dispatch. Widening of main roads on the model of Islamabad and Lahore and launching 26-kilometre long mono-trains and bus services under the proposed mass transit system have been approved, among other mega projects for development of the metropolis.


Similarly, a number of projects such as construction of roads, bridges, parks, walking tracks, multipurpose sports stadiums, supply of clean drinking water, drainage, streamlining traffic, plantation, and rehabilitation of cultural heritage of the city are in the pipeline. The programme also includes a number of measures aimed at security enhancement of the city and installation of security gates with sensors at all major entrances to Peshawar. Practical work will be started after the final feasibility report is completed within a couple of weeks, said the handout.


Khattak said the projects might cost trillions of rupees, but funds will be made available for it and, hence, scarcity of resources will not be a hurdle. The CM said Peshawar was always the ‘City of Flowers’, stressing its historical glory must be revived at all costs.


Focal Person of the Peshawar Uplift Programme, Coordinator Mega Projects and Adviser to CM Ziaullah Afridi, Adviser to CM on Investment and Economic Development Rafaqatullah Babar, Secretary Local Government Hifzur Rehman and senior officials of Peshawar Development Authority, Municipal Corporation, divisional and district administration were in attendance.

پٹواری کی نیب کو دو کروڑ سے زیادہ کی پیشکش



پاکستان کے صوبے خیبر پختونخوا میں ایک پٹواری نے اپنی رہائی کے لیے قومی احتساب بیورو کے حکام کو دو کروڑ تیس لاکھ روپے مفاہمت کے طور پر دینے کی پیشکش کی ہے۔

حکام کا کہنا ہے کہ صوبے میں مزید پٹواریوں کے خلاف بھی اس وقت انکوائری جاری ہے۔

نیب حکام نے بتایا ہے کہ پٹواری کو چند روز پہلے احتساب عدالت میں پیش کیا گیا تھا جہاں نیب کی درخواست پر عدالت نے انھیں مزید 10 روز کے ریمانڈ پر نیب حکام کے حوالے کر دیا ہے ۔

نیب حکلام کے مطابق پٹواری سعید خان کی جائیداد ان کے وسائل سے کہیں زیادہ ہے جس پر ان کے خلاف انکوائری شروع کی گئی اور حراست میں لے لیا گیا تھا۔

ایسی اطلاعات ہیں کہ ان کے ملکیت میں بنگلہ اور زرعی اراضی ہے جبکہ ایسی منقولہ اور غیر منقولہ جائیداد بھی ہے جو انھوں نے دیگر لوگوں کے ناموں یا فرضی ناموں پر لے رکھی ہے ۔

پٹواری سعید خان کے بارے میں ذرائع نے بتایا ہے کہ انھوں نے ایک درخواست میں نیب کو دو کروڑ 30 لاکھ روپے واپس کرنے کا کہا ہے لیکن نیب حکام اس وقت یہ انکوائری کر رہے ہیں کہ ان کے پاس ان کی منقولہ اور غیر منقولہ جائداد کتنی ہے۔

نیب حکام کے لیے یہ ایک حیران کن امر تھا کہ ایک پٹواری اتنی بڑی رقم خود واپس کرنے کو تیار ہوگیا ہے۔

نیب حکام نے بتایا ہے کہ چار مزید پٹواریوں کے خلاف انکوائری جاری ہے اور جیسے ہی کچھ شواہد ملیں گے تو پھر انھیں بھی حراست میں لیا جائے گا ۔

قومی احتساب بیورو خیبر پختونخوا میں دیگر محکموں کے بدعنوان افسران کے خلاف بھی انکوائریاں جاری ہیں۔

خیبر پختونخوا میں تحریک انصاف کی حکومت نے ریونیو کے محکمے میں پٹواریوں اور دیگر عملے کے خلاف محکمے کی سطح پر بھی کارروائیاں کی ہیں اور ایسی اطلاعات ہیں کچھ پٹواریوں کو معطل کیا گیا ہے جن کے خلاف سرکاری سطح پر بھی تحقیقات ہو رہی ہیں۔ ریونیو کے محکمے کے حکام کے مطابق اس مرتبہ مالیاتی وصولی کا ہدف وقت سے پہلے حاصل کر لیا گیا ہے ۔

#KPKUpdates: The accused Saeed Khan, Patwari was arrested on 3rd April, 2014 by NAB Khyber Pakhtunkhwa on the allegations of assets beyond means. During the investigation it was proved / surfaced that the accused has accumulated illegal assets of worth Rs. 22.380 Million.
During the physical remand with the NAB Khyber Pakhtunkhwa the accused accepted his guilt and requested that he may be dismisse...d from service and pensionery benefits and all other perks and privileges may also be forfeited and the illegal money to the tune of Rs. 22.380 Million may also be deposited in National Exchequer. As per NAO, 1999 the accused Saeed Khan, Patwari is deemed convicted. He will face all the repercussions of offence except imprisonment.

[h=1]سمارٹ فونز کے ذریعے اساتذہ و طلبا کی نگرانی

[/h]پاکستان کے صوبہ خیبر پختونخوا کے سکولوں میں سمارٹ فونز کے ذریعے اساتذہ ، طلباء اور طالبات کی حاضری کو یقینی بنانے کے لیے ایک نیا منصوبہ بنایا گیا ہے۔

وزیر اعلیٰ پرویز خٹک نے کہا ہے کہ تعلیم کے شعبے میں گھوسٹ سکولز اور گھوسٹ اساتذہ (کاغذوں تک محدود سکول و اساتذہ) کی نگرانی ، پراکسی اساتذہ اور طلباء کی نشاندہی سے معیارِ تعلیم کو بہتر کیا جا سکے گا۔

صوبائئ وزیر تعلیم محمد عاطف خان کے مطابق ان کی حکومت نے چھ سو سے زیادہ اساتذہ کے خلاف کارروائی کی ہے جن میں کچھ ایسے ہیں جنھیں نوکریوں سے برحاست کر دیا گیا ہے جبکہ ایسے اساتذہ بھی ہیں جن کے خلاف محکمانہ انکوائری کی گئی ہے۔

KPK had the highest %increase in tax collection this year (7months)

Khyber Pakhtunkhwa collections rose by a whopping 3.9 billion rupees - from 1.8 billion rupees to 5.7 billion rupees

According to a Business Recorder exclusive, the sum total of provincial tax collections during the first seven months of the current year rose to 87 billion rupees in comparison to the 70 billion rupees collected during period of July-January 2012-13. Punjab witnessed a rise in collections of 9 billion rupees - from 36 billion rupees last year to 45 billion rupees this year with a major increase attributed to stamp duty (one billion rupees) and urban property tax (one billion rupees). Sindh collections rose by 4 billion rupees - from 32 to 36 billion rupees with excise and stamp duty the major contributors to the rise. Khyber Pakhtunkhwa collections rose by a whopping 3.9 billion rupees - from 1.8 billion rupees to 5.7 billion rupees and Balochistan witnessed a rise of 370 million rupees - from 483 million rupees to 853 million rupees. In percentage terms Punjab increased collections by 25 percent, Sindh by 12.5 percent, KPK by 216 percent and Balochistan by 76.6 percent. Hence in percentage terms KPK performed a lot better than Sindh and Punjab with Balochistan performing the second best in terms of increasing the provincial revenue generation in percentage terms.

In their defence, the governments of Punjab and Sindh would no doubt point to the fact that they have been proactively engaged in enhancing revenues over and above those that accrue to the provinces from the federal divisible pool and hence their capacity to further enhance revenue is limited especially if taken in conjunction with the revenue generated by the insurgency-ridden KPK and Balochistan provinces. There is no doubt that the government of Sindh, followed a year or so later by Punjab, were extremely proactive in setting up their own revenue boards which then began collecting sales tax on services, a provincial subject as per the constitution. This, in turn, enabled the two provincial governments to credit the money directly to their coffers instead of first being diverted to the federal divisible pool that would then have been distributed according to the agreed National Finance Commission formula. It also ensured that they did not have to pay the Federal Board of Revenue (FBR) the 2 percent collection fee. However, few would agree that the provincial governments of the two richest provinces have exhausted all potential avenues of generating tax revenue particularly with reference to farm tax collections.

Past and incumbent federal governments - be they led by military dictators or civilians namely the PML-N or the PPP - have shown no will to amend the constitution that would have enabled the FBR to commence collecting taxes on all sources of income equally. Thus farm income continues to be exempt from tax and the rather illogical justification given by our parliamentarians with heavy representation from the farm sector is that the constitution stipulates that it is a provincial subject. And while provincial governments do tax farm income yet it is hoped that they begin to tax the income of our rich landlords at the same rate as that levied on other sources of income including the productive sectors and salaried class. Equity demands that income from whatever source be taxed equally and it is unfortunate that Punjab Chief Minister Shahbaz Sharif deemed it appropriate to levy a one off-tax on urban property which may or may not generate income while exempting the rich farmers.

KPK has established a revenue board this year and that may well account for the massive rise in its collections. However, more proactive steps would be required to meet its potential, which include ending the law and order problems that afflict the province today. Balochistan too has increased collections this year, however, the realisation of its potential is linked to the end of insurgency that would enable exploitation of its rich natural resources. However, this requires provincial as well as federal initiative to deal with the socio-political issues that have plagued the province for decades.
