His point is that Rijal does not "only" mean just men, and similarly, Nisa does not "only" mean just women. Rijal can be men and women and Nisa can be men and women as well.I just said there is context where rijal can mean people which obviously include women as well, but rijal can never mean women only i.e is not interchangeable. You cannot say rijal when you are only talking about women and you cannot use nisah when talking about men.
Thats my take.
