I agree that it is purely possible. Dr.Ata seems to be biased and has started blowing up the whole thing without even analyzing it. He's blaming that a battery is being used to run the car which is incorrect. The battery is being used just to initialize the electrolysis process. From there on, it's hydrogen which has been given energy by GOD which is used as a fuel. Just like petrol or gasoline.
The only chance of doing a fraud is in two cases:
i. may be that this person has hidden some other energy source inside his own car
Solution: This can be solved by starting the car, then removing the water kit from the car when car is started. And see if the car stops and engine goes off, that will prove that the only source of energy is the water kit. Secondly, the kit should be used to run some other person's car. If the kit works fine, it's genuine. Otherwise it's false.
ii. maybe there is some material or chemical used inside the water kit which is either producing the gas or at least increasing the chemical reaction. This way, if the kit costs 60 thousand rupees and becomes useless after one month's use or so. Then it's a useless thing and can be categorized as a fraud.
Solution: This will require a guarantee from the engineer that the kit will not become useless after a certain time. Also a qualified team of physicians and chemists need to analyze it and come with their findings.
