why she didnt talk about eliminating corruption and going after tax thieves and money launderers? Because Pakistan's India, Afghanistan, China, America policy isn't made by tax thieves. Why didn't the army do the reforms since civilians are so bad? How do reforms happen in country of 180 million by the way? do they happen overnight? Is Obama able to get the tax raise for the rich in his 6 year rule? Has Obama been able to reign into the defense spendings? How easy was it for him to get the healthcare reforms? I mean Pakistan Army is certainly not stronger, or powerful, or as advance as the American Army. But the difference between a civilized nation and uncivilized nation is the respect for rule of law and constitution. Pakistan's future lies in democracy, elected governments. Army dare not intervene. And nobody siting in America has the right to lecture Pakistani civilians to get their act together. Army should get its act together first.

Military doesnt step in to fix bad policies. They step in to make up for non-functional or dysfunctonal institutions (which happen to be a hallmark of civilian govts in Pakistan. US and India have well functioning institutions)

You are comparing apples and oranges...oranges that grow on a different planet.
Army doesnt come in to conduct reforms. They simply come in as a stop gap measure, to supposedly root out corrupt elements, in order to give civilians a fresh start (that doenst always happen, and as i said, military rule is never good, but an evil necessity at times).
Finally, comparing Pakistan to US is absurd. You are comparing policy matters with institutional matters. Policy matters fail and succeed everywhere in the world. Institutions dont fail everywhere.
Even a country like India has a very strong institution system. The electoral commission is extremely strong.Anti corruption department has teeth, and works without fear of the govt. That is why the military doesnt have a need to take over governance.
Its all about establishing institutions. ANd as far as family parties like PMLN and PPP are concerned, they do not have it in their interest to reform institutions. Even with a simple majority, PMLN hasnt taken a lick of a step to reform punjab police in decades. Nothings been done about ECP over the past 2.5 years.
