Intelligence report: Punjab seminaries fanning radicalism identified

LAHORE: An intelligence agency report also forwarded by the Punjab Home Department has revealed that certain religious seminaries in Punjab were actively involved in fanning radicalism, adding that there had been a visible increase in the activities of the institutions in the last six weeks, The Express Tribune learnt on Tuesday.
The report entitled Madrassahs (seminaries) fanning radicalism was forwarded by the Punjab Home Department to the Inspector General of Police Punjab and other senior police officers, including divisional commissioners, highlighted the dire need to regulate mainstream madrassas to ensure protection of civil society from radicalisation and sectarian polarisation. The seminaries included in the report were Madarassa Usman-o-Ali in Bahawalpur, Al-Noor Markaz Muridkey Goraya in Sialkot, Madrassa Daral uloom Khatijatul Qubra Lil Banat (Deoband) in Multan.

The report also suggested measures that could be taken to regulate the madrassas involved in fanning extremism in the province. The students and teachers belonging to these seminaries may be entered into a database maintained by Law Enforcement Agencies (LEAs) and kept under surveillance, the report proposed, adding that the authorities concerned would be forwarded the names of seminaries that were undoubtedly involved in promoting radicalism to shut them down.
The report suggested that the standard operating procedure (SOP) pertaining to the registration of madrassas may be improved and strictly followed, adding that unregistered seminaries may be shut down immediately. Technical representatives of LEAs may be allowed to inspect the construction of certain madrassas to assess their present and future usages, the report added.
The report suggested that the matter be discussed in the meeting of the divisional intelligence committee to implement the appropriate mechanics to restrict the banned organisations from breaching the Anti-Terrorism Act of 1997.
Another intelligence report revealed that 3,270 students from tribal areas were enlisted at 209 seminaries in the Punjab.

Lt Gen Mahmood Ahmed, who at that time was head of the Directorate of Inter-Services Intelligence or ISI, Pakistan's intelligence agency. Ahmed was removed from the ISI on October 8, 2001. Ahmed opposed the invasion of Afghanistan. He has since joined the Islamist group Tablighi Jamaat, which has links with the Taliban and which tried to stage a coup in Pakistan in 1995.
Mahmood Ahmed has since been accused by Indian intelligence agents of involvement with the funding of Mohammed Atta, one of the 9/11 terrorists. Ahmed was not the only ISI member to support both the Tablighi Jamaat and the Taliban. Javed Nasir was already a Tablighi member before he was made head of ISI from 1990 to 1993. During the Bosnian war, he approved airlifts of arms which were sent to the Muslim side. Nasir was later to become a key figure in establishing the Taliban in Afghanistan.


The Lal Masjid (Red Mosque), in Aapara area in the city center, stands less than a mile from the parliament building. It is close to the headquarters of ISI. This agency has become notorious for its furtive activities, and it is claimed that the ISI assisted Pakistan in its illicit acquisition of nuclear weapons technology. It has been reported that several members of the ISI regularly worship at the Lal Masjid. A cadre of former ISI members, including Javed Nasir, have also been named as being behind the agitation of lawyers. They also have been supporting the Pakistani Taliban in Northwest Frontier Province.

Pointing Madrassah as main cause of problem is not true, not just, not wise.

Our so intelligent agencies seems helpless infront of american agents, in pointing out main criminals in bloodshed of Karachi, in case of baluchistan.

As Madrassah is easy target, they could show their muscle on them only.

If our agencies are soooooooooooooooooooooo active, soooooooooooo efficient, why Karachi problem still unsolved ?
why in baluchistan all enimies agencies working freely ?
why usama in pakistan ?
