KMC gets magisterial powers for MUT recovery

KARACHI: The government of Sindh has given magisterial powers to KMC for the recovery of MUT and a notification in this regard has been issued.
Secretary Board of Revenue issued the notification. (DD(E&I)/HQ/BOR/ 2016/269) on October 31st. It states: "In exercise of power vested in Board of Revenue Sindh under sub-section 16 of Sindh Land Revenue Act, 1967 and on the reference made by the Municipal Commissioner KMC, vide his letter Secy/MC/KMC/265 October 13, 2016, powers have been assigned".
The magistrate would be called as Assistant Collector. Financial Adviser/Assistant Collector of (Grade-1) under section 79 of Sindh Land Revenue Act, 1967 would exercise his powers.
Khalid Mehmood Shaikh, Financial Adviser KMC, has been named for this role. He has powers to seal properties and take legal actions against the MUT defaulters.
The MUT is a tax KMC collects for providing services of fire-fighting, civic amenities, ensuring cleanliness, dumping of garbage at landfill sites, street lights' maintenance, disposal of offal during Eid-ul-Azha, greening main roads/streets of Karachi, elimination of air pollution, spray of insecticides to control dengue and malaria, running polio campaigns, deployment of city wardens for smooth flow of traffic, rescue services, life guards at beaches, expansion and maintenance service of main roads, bridges and underpasses, pedestrian bridges, slaughter houses services, construction of parks and hospitals for general public.
The arrears since January 2009 in this regard are up to Rs 2843.932 million and this amount in 2016-17 would touch the Rs 4 billion mark.
Khalid said KMC plans to recover MUT through gas bills on monthly basis, while registrars of Karachi through a letter have been directed to first ask the buyers and sellers to take clearance of MUT from KMC.
"A plan is under consideration that in case of full payment of MUT the buyers and sellers of lands would be given 30 percent rebate on transactions," added Khalid. The recoveries of the land revenue arrears shall be made in accordance with procedure laid down in Sindh Land Revenue Act, 1967, under Chapter-VII under caption Collection of land revenue, within the local limits of KMC, according to notification.
A large number of government, private, and corporate sector units are defaulting on Rs 32 billion MUT.
