Stop wall-chalking: KMC issues warning to all paint firms

KARACHI: All paint manufacturing firms have been directed to refrain from wall chalking of all sorts on the city’s assets. According to a press statement from the Karachi Metropolitan Corporation (KMC), deputy mayor Dr Arshad Vohra has directed the technical services director-general Niaz Soomro to issue notice to all the firms who have been defacing the walls of the city. He warned that all the

companies, which were painting their advertisements on flyovers, underpasses and bridges, must refrain from doing so otherwise necessary legal action will be taken against them. The deputy mayor said the paint companies have been using this way of advertising after the ban from Supreme Court on the installation billboards in the metropolis.

KMC issues notice to K-Electric for outstanding dues

KARACHI: In a move to get dues cleared, the Karachi Metropolitan Corporation (KMC) has issued a notice to yet another utility service provider – K-Electric (KE) – after issuing a notice to the Sui Southern Gas Company (SSGC) last month.

The KE failed to clear its municipal dues, despite having been given a deadline for seven days by the KMC on October 30. The KMC, which is already in a financial crunch, recently issued a recovery notice for Municipal Utility Services Charges (MUCT) worth Rs36,408,000 to the KE. The KMC had introduced the MUCT from January, 2009, by replacing fire tax and conservancy charges for the maintenance and development of municipal services.



Last week, the Sindh High Court restrained the KMC authorities from sealing the headquarters of the SSGC to recover a defaulted amount of Rs150 million in municipal services tax till November 15. A letter addressed to the KE managing director by the KMC MUCT senior director Syed Raza Abbas Rizvi, a copy of which is also available with The Express Tribune, said that the company is directed to clear the outstanding dues within seven days after receiving the notice in order to avoid any adverse action and legal proceedings.

The letter also mentions that the bills of MUCT have been issued to the KE from January, 2009, till date, but the company failed to pay the amount that has been accumulated to Rs36,408,000 against their grid station number 74.

The MUCT department had published a public notice in various newspapers for payment of the municipal utility charges. However, the company did not pay the bill. The amount in question is being notified as arrears under the Land Revenue Act, 1967, which shall be recovered by way of arrest, distress of sale moveable as well as immovable property in question or any other property belonging to them.

Rizvi said that they will soon send a second notice through magistrate to the KE. He said that if the power utility provider has any queries and objections on their billing, the KMC is ready to sit for reconciliation. However, Rizvi added that they can take action against the KE and can even seal the KE buildings as a last resort if the company does not pay the dues.

On the other hand, the KE communication director maintained that this matter is of technical and legal nature. He added that currently, they are reviewing its technical aspects and will respond appropriately after consideration and evaluation.

Power struggle: Government cancels transfer orders issued by Arshad Vohra


KARACHI: In the ongoing struggle for power between the Sindh local government department and the Karachi Metropolitan Corporation (KMC), the Sindh government has cancelled posting orders by deputy mayor Arshad Vohra.

On October 17, the metropolitan commissioner, Badar Jamil, with the approval of Vohra had ordered around 10 transfers and postings of different KMC officers of grades 18 and 19.

Taking exception to these postings and transfers, the local government department on October 18 wrote a letter to the KMC’s metropolitan commissioner – a copy of which is also available with The Express Tribune – stating that deputy mayor acted without the approval of administrative department or competent authority.

The letter said that the competent authority has taken serious consideration of the situation and has cancelled/withdrawn the order of the transfer and posting with immediate effect. Resultantly on November 2, Jamil withdrew the transfer orders through another notification.

Vohra is upset with Jamil for cancelling his order and carrying out the orders of the Sindh government, said a KMC official, requesting anonymity.

Karachi not receiving fair share of revenue, says deputy mayor

Karachi Deputy Mayor Dr Arshad Vohra has said the municipal problems in the city increased due to absence of local government representatives during the last several years, however with the arrival of elected representatives in the last two months, citizens have begun to feel the change.

Despite being an economically significant port city, Karachi does not get the financial share it deserves as per its needs, said the deputy mayor while giving a briefing to the participants of the 22nd mid career management course in the National Institute of Management, Lahore. The delegation visited the KMC head office on Wednesday.

Municipal commissioner Dr Badar Jameel, financial advisor Khalid Mehmood Shaikh, Sr director MS Masood Alam and other officers were also present.

Referring to the importance of Karachi, the deputy mayor said the corporate and industrial hub of Pakistan provided livelihood to millions of people who come and settle here in search of better prospects.

He said the solid waste management had been a major issue in Karachi. “Unlike Punjab where separate solid waste management boards have been formed for seven cities, only one solid waste management board has been established here which has been assigned the work of the whole province,” he said.

Vohra said no one could imagine progress without taking on board the local people therefore the present leadership of Karachi should make sure to consult the local people in every sector of the public life.

He said the KMC was also giving priority to the public service works and the fire brigade being developed on modern lines. “With the induction of two latest technology fire vehicles recently which we got as a gift from Japan, we hope our fire brigade system will do better in future.” After the meeting, the delegation also visited the historical KMC Council Hall.

KMC’s revenue collection declines by Rs 2.28bn

KARACHI: Karachi Metropolitan Corporation (KMC) has received Rs 4.28 billion against target of Rs 7.68 billion, down by Rs 2.28 billion, set for four months of current fiscal year 4MFY17, KMC Finance Department said.

In a report submitted to Municipal Commissioner Karachi, KMC's Finance Director said that Sindh Government did not make full payment during July to October, 2016, on the head of Octroi, Zila Tax and Grand-in-Aid.

According to KMC, the budget of entity including Rs 3.98 billion revenues of Karachi Development Authority (KDA) stands at Rs 26.789 billion.

The KMC will not receive the budget amount of KDA and Sindh Building Control Authority (SBCA) that stands at Rs 6.488 billion, including Local Tax. The said amount is distributed among six District Municipal Corporations.

The report further stated that Karachi Electric owes KMC's Rs1.78 billion. Revenue receipts of parking fee at Hawksbay Truck Stand, Aquarium Clifton and KMC Information Technology Department stand zero as these departments remained inactive in their respective official obligations.

According to finance report, KMC's Food Department collected Rs 450,000 during July-October 2016, declined by 86.73 percent. Amount collected by other departments are: Transport and Communication gathered Rs 894,000 (-78.84%), Enterprise and Investment Promotion Rs2.11 million (-93.51%), KMC Medical and Health Services Rs4.05m (-98.88%), Store and Procurement Rs1,000 (-99.85%), Municipal Commissioner Secretariat Rs26,000 (-95.98%), District Medical Services Rs 21,000 (-98.88%), Works and Services Department Rs1.921m (-65.95%), Finance Department Rs 38.235 million(-50.56%), Parks and Horticulture Department Rs4.958m (-60.35%), Veterinary Department Rs1.821 million (-94.61%), Culture and Sports Complex Rs2.681 million (-73%), Karachi Zoo, Landhi & Korangi Zoo Rs18 m (-90.49%), Safari Park Rs 4.295 m (-57%), Alladin Park Rs11.5m (-37.31%), from sale of tenders and graveyard income Rs1.792m (-49.37%), Solid Waste Management Rs8.861m (-50.18 %), Fire Brigade Rs1.93m (-42.57%), Municipal Utility Charges' tax Rs34.792m (-89.68%), Land Revenue II Rs36.706m (-90.77%), Project Director Orangi Rs5.564m (-91.55%), Katchi Abadis Rs3.237m (-80.79%), Estate Department Rs34.23m (-86.41%), Charged Parking and Toll Tax Rs17.656m (-66.43%), and KMC Enforcement Department received Rs10.733m (-68.15%).

The annual revenue target set by the KMC is Rs 22.80 billion for the current fiscal year out of which Sindh government will pay Rs 18.58 billion. The body has received Rs 4.05 billion, against Rs 6.26 billion, during 4MFY17.

However, the income from KMC's own resources was estimated to be around Rs 4.21 billion.

Opposition leader decries sorry state of Karachi’s municipal affairs

The leader of the opposition in the Sindh Assembly during Monday’s proceedings again expressed serious concerns of his party, the Muttahida Qaumi Movement, over Karachi and its institutions not being given their due fiscal share by the government.


Speaking on a point of order, Khawaja Izharul Hassan reiterated his party’s concerns over the pressing issues of Karachi and those of its civic agencies.


He took up the issue of the Karachi Development Authority’s 200 dismissed employees, who were supposed to be reabsorbed into the Karachi Metropolitan Corporation.


Instead these former KDA staffers have not been paid their salaries for the past five months and are yet to be taken back by the KMC.


The opposition leader said the situation regarding civic affairs of the city had deteriorated to the extent that the KMC did not have sufficient funds to pay salaries and pensions to its employees regularly.


He said the situation had become so alarming that the employees of civic agencies were being compelled to kill themselves or start dying after remaining in a constant state of depression.


He noted that one former employee of the KMC had recently killed himself by jumping off the Civic Centre building while one aggrieved ex-staffer of the KDA waiting for his due salary of last several months had died of brain haemorrhage.


He said the widow of the deceased former staffer was running from pillar to post but was yet to receive the pension and other entitled dues of her late husband.


He said that Sindh chief minister should take notice of the sorry state of affairs of the city’s civic agencies as in case another aggrieved employee died in the future under similar circumstances, his party would not sit idle and join the protesting employees on the streets to agitate.


He said the KMC deputy mayor had realised the severity if the situation and moved a summary for a grant of Rs742 million to pay off pensions to the ex-staffers of the municipal authority. The opposition leader said that government was collecting Rs80 billion in taxes from the residents of Karachi and in return the latter were receiving nothing.


He said the provincial government was compelling the KMC to increase its revenue collection from the city to improve its financial position but neither the corporation would levy any new tax nor the government would be allowed to increase the tax burden on the citizens of Karachi. He said the provincial government had revived the KDA through a bill but the government was not serious about running the civic agency in a smooth manner.


He said it was high time that the issue of the 200 dismissed employees of KDA should be resolved as they could no longer survive without their salaries.


Responding to the point of order, local government minister said the situation of the city’s civic agencies was in disarray because of overstaffing in the past that was meant to serve political interests.


He said during previous regimes, the KMC staffers were promoted on undue basis in total disregard of the rules.


He said that KMC was the first municipal agency in the province which had received a special grant from the provincial government in view its special needs and status. He said that provincial government in addition to the monthly share in lieu of Octroi Zilla Tax, had given a special grant of Rs500 million to the KMC but despite that, the municipal authority was unable to solve the issue of salaries and pensions.


He said the provincial government had recently given a grant of Rs170 million to KMC-run hospitals for the procurement of medicines and another grant of Rs500 million for removing encroachments on storm-water drains.


He said the Sindh government was bearing the cost of development projects in the city as otherwise it was primarily the task of the KMC.


He said the same political party which was raising hue and cry over the civic and municipal affairs of Karachi was involved in encroaching public parks for setting up its offices.


The minister said irrespective of political differences, the provincial government would fully support the KMC so that it could serve the municipal and development needs of Karachi and for this purpose he had been maintaining close coordination with the deputy mayor of the city.


Earlier speaking on another point of order, the opposition leader said the provincial government’s departments concerned were delaying work related to the drafting and notifying of rules on the legislation of public interests after their passage by the provincial assembly.


He said because of the undue delay in the framing of rules by the provincial government departments concerned, the bills being passed by the provincial assembly on a frequent basis had no public utility at all.


He said that some of the important bills passed by the provincial assembly including those related to compulsory education and neighbourhood watch system had yet to be made effective and implemented in the province.


He said that departments concerned should be given a timeframe by the assembly for drafting and notifying rules on the laws passed by the provincial legislature.


The opposition leader also expressed his resentment over the delay in the introduction of the proposed government’s bill to start fresh registration of religious seminaries in the province.


Hassan said on one hand the government could not fully act on the National Action Plan against terrorism while on the other, the presentation of such important bill in the assembly related to peace and security was being unduly delayed.


Provincial Minister Dr Sikandar Mandhro said the provincial government was trying to create consensus on the issue of conducting a fresh drive for the registration of religious seminaries among religious scholars and the administration of madrasas in the province before the introduction of the bill.





Three resolutions


The Sindh Assembly unanimously passed three resolutions: One to pay tribute to the services of senior leader of Pakistan People’s Party Jahangir Badar, who passed away on Sunday night, for democracy and politics in the country.


Another resolution moved by culture minister Sardar Ali Shah and other lawmakers paid homage to famous Sufi Poet Shah Abdul Latif Bhittai on the occasion of 273rd urs of the Sufi saint.


The resolution moved by Nand Kumar, a lawmaker of the Pakistan Muslim League-Functional, paid tribute to Baba Guru Nanak, the spiritual leader of the Sikh community, on his 548th birth anniversary.

Provincial health minister Dr Sikandar Mandhro informed the House during question hour that the government had decided to settle the issue of the proposed provincial level medical and dental council in the province through the relevant forum of the Council of Common Interests after the federal government’s objection to over the move.


He said the bill to set up a provincial medical and dental council would again be moved in the provincial assembly after the issue was resolved at the CCI meeting in light of the 18th Constitutional Amendment.

DAWN: Karachi being ignored despite paying Rs80bn tax: opposition

KARACHI: Leader of the Opposition in Sindh Assembly Khwaja Izhar-ul-Hasan has said that Rs80 billion taxes are being collected from the people of Karachi without any return in terms of facilities, because everything appears fine to the people in power who live in places such as the Defence Housing Authority and Clifton.

Demanding due share from the taxes collected from the city, the Muttahida Qaumi Movement leader announced that the Karachi Metropolitan Corporation, where his party had a majority, would not impose any new tax on the people.

Drawing attention of Chief Minister Syed Murad Ali Shah and Local Government Minister Jam Khan Shoro towards KMC affairs, the leader of opposition said hundreds of KDA employees had been dismissed while some of them had been told to join KMC which didn’t have funds even to pay pension to its retired employees. Only a few days back, an employee killed himself in the Civic Centre while another officer suffered haemorrhage, he said. The KDA had refused to pay any pension nor dues to the employees, he said. The Sindh government did not even take notice of the protest staged against it following the death, he said, asking the chief minister to take immediate notice of the KMC and KDA affairs.

Mr Hassan also drew attention of the house towards a private channel report about China-cutting of three parks by the KDA. He said the KDA was involved in China-cutting not only in the three parks but also in 70 other parks.

MQM Parliamentary Party leader Syed Sardar Ahmad said according to the rules of property tax, the government was entitled to keep with itself only two per cent for its collection but the present government was taking keeping 17pc share. After Octroi tax was annulled in 1999, the government had committed to pay 76 per cent of the amount to the KMC and 16 per cent to Hyderabad district municipality but they had been left high and dry, he added.

Responding to the statement of the leader of opposition, Sindh Minister for Local Government Jam Khan Shoro said the leader of the opposition ought to tell who was behind over-staffing. In the past, he said, employees in grade-7 were promoted directly to grade 20 without any DPC or rules . “We are implementing the orders of the Supreme Court and after the KDA and the MDA, the KMC employees would also be transferred back to their parent departments.”

He said the 200 employees were transferred back to the KMC as they were originally KMC employees and payment of salaries to them was the responsibility of KMC deputy mayor.

Mr Shoro termed the private channel report fake and baseless.

According to the minister, the fact of the matter is that more than 100 MQM offices set up on the KDA plots were demolished during anti-encroachment operations. He said it was everyone knew those who had occupied the government land and involved in China-cutting of the parks.

Mr Shoro said the Sindh government was paying special grant of Rs500 million per month as OGT share to the KMC but even then the issue of paying salaries and pensions to the employees was not solved.

He said KMC was the only metropolitan corporation in Sindh being given special grant. Recently, he said, Rs170 million special grant was also given to KMC hospitals to purchase medicines. Besides a special grant of Rs500 million was given to remove encroachment from storm water drains and mains were also being looked after by the Sindh government though it was the responsibility of the KMC, he added.

Bills

Earlier, the house, which was called to order at 10.30am with Speaker Agha Siraj Durrani in the chair, was adjourned till Thursday at 2.33pm. During its over-four-hour deliberation, the house was informed that the governor had given assent to the five bills – The Sindh Mass Transit Authority Bill 2014, The Karachi Institute of Technology and Entrepreneurship Bill, 2015, The Sindh Sacked Employees (Reinstatement) Bill, 2016, The Sindh Arms (Amendment) Bill, 2016 and The Zulfikarabad Development Authority (Amendment) Bill, 2016.

Also, two of the three bills on the agenda introduced were pertaining to Sindh food authority and Sindh livestock breeding which were referred to the standing committees concerned with the directives to report back with its recommendations to the assembly within a week.

The third bill, Sindh Zakat and Ushr (Amendment) bill, was deferred on the request of Health Minister Dr Sikandar Mandhro, who has tabled the bills in the absence of Minister for Parliamentary Affairs Nisar Khuhro.The house adopted three resolutions.

One of the resolutions, which was tabled by Senior Minister Nisar Ahmad Khuhro and supported by a number of lawmakers,expressed profound grief over sudden demise of senior PPP leader Jahangir Badar and paid rich tribute to him by recalling his services for the restoration of democracy and facing countless atrocities of dictatorial rule for his commitment.

The other resolution, which was tabled by Minister for Culture Syed Sardar Ali Shah and supported by scores of legislators across the house, pertained to 273 annual urs of Shah Abdul Latif Bhitai. Paying rich tribute to the saint, the lawmakers said he was not only a poet but a social thinker whose subject of poetry was humanity and love. By practising his teachings, peace, unity and affinity atmosphere could be attained in Sindh, they added.

The assembly by the third resolution paid tribute to Baba Shree Guru Nanik on his 548th birth anniversary.

The privilege motion of Mehfoozyar Khan and adjournment motion of Nand Kumar were withdrawn by the movers. Senior Minister Nisar Ahmad Khuhro while responding to the call attention notice of leader of the opposition Khwaja Izhar-ul-Hassan informed the house that the land utilization department of the revenue had not leased out any land to Bahria Town. It was possible that the Bahria Town had purchased the land from private parties, he added. As far as the charges of commercialization of the land was concerned , there was a laid down procedure of paying fee for it, he said, adding that the 14,000 acres mentioned by the leader of the opposition were not leased out by the government.

At the outset of the proceedings, oath was administered to Imtiaz Ahmed Sheikh who was elected in 2013 elections on the PML-F ticket but resigned and returned to the assembly in the recent by-election on the PPP ticket.

Expected to be granted bail in the last of 39 cases against him; MQM-P
says a rally would be staged to greet Waseem Akhtar on his release

Imprisoned Karachi mayor Waseem Akhtar is likely to be released on Wednesday (today) after a court is expected to grant him bail in the last of the 39 cases against him.

The last case pertains to the mayor’s alleged involvement in the treatment of terrorists at the former petroleum minister Dr Asim Hussain’s hospital.

Akhtar was arrested on July 19 at a court where he attending a hearing.

Muttahida Qaumi Movement-Pakistan spokesperson Aminul Haq told The News on Tuesday that Akhtar would be accorded a rousing welcome on his release and a rally would be staged headed by party chief Dr Farooq Sattar .

Haq said Akhtar would first be taken to the Mazar-e-Quaid where he will lay a floral wreath and then to the MQM-P’s temporary office in PIB Colony.

He added that the rally would be attended by MQM-P legislators and local government representatives.

During his court hearings, Akhtar had said that Karachi was being treated unfairly.

When the Sindh High court chief justice had visited the central prison, Akhtar had told him that he wanted a quicker trial process so that he could be released and serve the citizens.

Akhtar’s wife had also held a press conference demanding her husband’s release.

The Karachi Metropolitan Corporation spokesperson told The News that deputy mayor Dr Arshad Abdullah Vohra will receive Akhtar.

The KMC is currently facing a severe financial crisis and is unable to pay the salaries of its staff. The corporation has almost 29,000 employees.

All major departments of the KMC are now working under the provincial government – the fire brigade being the only exception.

The departments of education, health and taxes have already been devolved and are now with district municipal corporations.

The spokesperson said mayor was likely to work at the old KMC building as the Civic Centre had been taken over by the Karachi Development Authority. The major offices of the KMC have been shifted to old KMC building on MA Jinnah Road. The spokesperson for the KDA said the mayor should work at the old KMC building as the Civic Centre no longer fell in the corporation’s domain. “The KDA has been restored after 15 years,” he added.

Karachi mayor to move court for Mayor’s, KMC’s official powers

KARACHI: Mayor of Karachi, Waseem Akhtar is intending to go to the courts against preempting him to use his powers and to designate the local government officials under Karachi Metropolitan Corporation (KMC) departments.

He will also pray to the court for restoration of local bodies system in Sindh which is in contrary to the system currently in practice by the three other provinces.

Waseem Akhtar said that he will go to the Sindh's Chief Minister and also to the Provincial Minister for Local Government for the restoration of local body rights .

The lawyers for the Mayor told Daily Times that they were giving final touches to details of the case to be filed in the court.

"We have not decided till now whether to go to the Sindh High Court (SHC) or to the Supreme Court of Pakistan (SC) for our petition to be filed under article 180 of the Constitution of Pakistan," they said.

Local Body elections were held on the directives of SC while delimitations were also furnished on the SC's orders and after LB elections, the court has removed hurdles created by the Sindh government in the way of LB system, they added.

"Credit goes to the SC that Sindh government's decision to select Mayor and Deputy Mayor by simply raising hands was repelled and election was conducted through secret ballot instead," lawyers asserted.

They said after Sindh government's decision, the official role of Mayor and Deputy Mayor had literally been seized in official matters of Sindh Building Control Authority (SCBA), Karachi Water and Sewerage Board, in the affairs of Karachi Development Authorities (KDA, MDA, LDA) and in the Master Plan Department.

"There is no role left for the mayor of the city in the affairs of Sindh Solid Waste Management Authority," they regretted.

The Sindh government is still confronting official duties of elected members to LB system which is against the law, lawyers said.

Sindh government through an unfair procedure have handed over the right of handling the collection of milching fee, authority of issuing animals' health certificates and the animals' entry fee into the city to the District Municipal Corporation Malir, which is against all laws while the National Accountability Bureau has also asked GoS in a written order to handover these powers to the KMC.

A Development Secretariat has been set up to look after the affairs of development works in the city, which is against the law as the real powers are to be given to the elected LB members including the Mayor and Deputy Mayor.

In absence of a Provincial Finance Commission for the last eleven years, distribution of LB funds are being run on adhoc basis, they informed .

The Octroi Tax and the Zila Tax of KMC have not been revised since 18 years besides the delay in releasing the funds for employees of KMC has caused financial constraints and they are suffering hardships.

Those local bodies which are facing funds' deprivation include KMC, 28 District Municipal Corporations, 108 Tehsil Councils and 1,128 Union Councils of Sindh.

Sindh govt exceeding constitutional powers: Waseem Akhtar


KARACHI (Dunya News) – Mayor of Karachi, Waseem Akhtar has said on Saturday that government of Sindh was exceeding the limits the Constitution of Pakistan has given leaders of the province.

Akhtar inaugurated an MRI facility in a private hospital in Karachi and while talking to the media afterwards, he rhetorically questioned why Sindh government was dealing with affairs of local bodies.

He complained that the government did not take him in confidence over agreement of importing Chinese machines to maintain cleanliness in the metropolis. Akhtar said that the government was responsible for provision of education and medical facilities to the people.

Waseem Akhtar was released from prison earlier this week after he was granted bails in all 39 cases against him, not simultaneously though.

MAYOR KARACHI INAUGURATES CLEANLINESS DRIVE IN ORANGI

KARACHI: Mayor Karachi Waseem Akhter inaugurated the 100 day cleanliness campaign in selected union councils of district West on Friday.

On this occasion, people and leaders from political parties including ANP, PTI, Peoples Party and JUI (Fazl-ur-Rehman) were also present.

While talking to media, Mayor Karachi said we had begun this campaign in three districts of city and today started cleaning work in the selected union councils of fourth district of Karachi, said a statement.

He said we all have come together here with the objective to bring betterment in Karachi and our unity would prove this.

All elected representatives will now be on roads. We have to work for our future generations, he remarked.

He said he requested all elected representatives of city, bureaucrats and other officers to get united for solution of public problems in Karachi.
