Punjab police so used to excessive protocol for VIPs + their families', that they couldnt believe Chief Minister KP plus 3 Ministers were in car minus without any protocol exiting Lahore.
Punjab police stopped Chief Minister's car and then they identified themselves, police first refused to believe and then asked for bribe for their langar. shocking!

PTI govt flayed for failing to enforce accountability bill
|MARDAN: Qaumi Watan Party chief Aftab Ahmad Khan Sherpao on Friday criticised the Khyber Pakhtunkhwa government for failing to enforce accountability bill even six month after its passage in the provincial assembly.Addressing a public meeting in Jhanday area of Takhtbhai tehsil, Mr Sherpao said the provincial government had failed to fulfil even a single promise the ruling PTI had made to voters before general elections.
He said PTI chief Imran Khan had promised to hold local body elections in the province within 90 days of coming into power but the promise had yet to be fulfilled.

Comparisons: ‘Punjab allocated less funds for health, education’
Sindh and Khyber Pakhtunkhwa (KP) governments allocated more funds than the Punjab government for health, education and social welfare sectors in the 2013-14 budget, said experts on Thursday.
“The Punjab allocated Rs 85,048 million, Sindh Rs 101,654 million and KP allocated Rs 86,600 million for programmes related to children’s needs,” they said at a consultation organised by the Child Rights Moment Punjab.
“Of the total education budget in 2013-14, 89.64 per cent was allocated for children specific programmes, projects and activities. The allocation in 2010-11 was 77.65 per cent of the total education budget.”
They said the Punjab had allocated “extremely low” amount for children specific health initiatives and programmes in 2010-11. This has gradually increased in the subsequent years; it was 15.13 per cent, 17.85 per cent and 15.58 per cent in 2011-12, 2012-13 and 2013-14, respectively.

According to a Business Recorder exclusive, the sum total of provincial tax collections during the first seven months of the current year rose to 87 billion rupees in comparison to the 70 billion rupees collected during period of July-January 2012-13. Punjab witnessed a rise in collections of 9 billion rupees - from 36 billion rupees last year to 45 billion rupees this year with a major increase attributed to stamp duty (one billion rupees) and urban property tax (one billion rupees). Sindh collections rose by 4 billion rupees - from 32 to 36 billion rupees with excise and stamp duty the major contributors to the rise. Khyber Pakhtunkhwa collections rose by a whopping 3.9 billion rupees - from 1.8 billion rupees to 5.7 billion rupees and Balochistan witnessed a rise of 370 million rupees - from 483 million rupees to 853 million rupees. In percentage terms Punjab increased collections by 25 percent, Sindh by 12.5 percent, KPK by 216 percent and Balochistan by 76.6 percent. Hence in percentage terms KPK performed a lot better than Sindh and Punjab with Balochistan performing the second best in terms of increasing the provincial revenue generation in percentage terms.

KP faces Rs22bn budget shortfall
PESHAWAR: As the annual budget for the next fiscal year is round the corner, Khyber Pakhtunkhwa finance minister Sirajul Haq on Wednesday said the province was facing serious shortfall of Rs22 billion due to the ‘one-sided’ variation in the total divisible pool of resources.
Siraj says situation will worsen if centre doesn’t pay arrears.
“Delay in the payment of arrears including on account of NFC and net hydel profit can adversely affect the pace of development in the province. The lukewarm response of the centre has disappointed us,” he said, adding that the coalition government utilised all legal options and democratic forums to protect the rights of the province.
“At one stage it was fixed at Rs2,345 billion, Rs2,270 billion and at last at Rs2,229 billion,” he said.
Mr Haq said under NFC, the share of the provinces in total divisible pool was 57.5 per cent and population basis the share of Khyber KP faces Rs22bn budget shortfall Pakhtunkhwa was 14.62 per cent.
He said under the head of the war on terrorism, its share in the total divisible receipts was one per cent, which was 1.8 per cent of the total share of the province and that was still outstanding.
The minister said the total share of Khyber Pakhtunkhwa in the federal divisible pool was 8.97 per cent of the receipts.
