Has Imran Khan brought about any ‘tabdeeli’ in K-P?

The2013 general electionswere perhaps the most important elections in the history of this country. They brought forward a positive change in political outlook. They were able to mobilise the masses to leave their houses and become an active part of the political process by voting. And they were a lethal blow to the venal aristocratic oligarchy; they brought a party to power that did not stand on aristocracy or family politics – the Pakistan Tehreek-e-Insaf (PTI).


However, cynics now mock the PTI for not living up to the hype it created to bring out a complete metamorphosis or ‘tsunami’ in the system that runs Pakistan. The party blames this lack of change on the widespread corruption prevalent in government institutions. PTI has won a significant amount of seats, with a whole province of their own as well as a few important seats in Karachi – which they won against the ironclad rule of the Muttahida Qaumi Movement (MQM). These feats are definitely noteworthy.

Before becoming prime minister, Modi progressed and developed Gujarat to such an extent that its people and the rest of India refused to be led by anyone else but him. He managed to make a name for himself and prove his merit. The PTI has a similar opportunity in Khyber Pakhtunkhwa (K-P).

It should be kept in mind, however, that while Modi was given a thriving Gujarat to show his skills as a leader, Imran Khan and PTI is left to work with a volatile K-P that is distraught by civil war. In order to truly understand PTI’s performance in K-P, we need to observe what the party has done so far for its voters.
The people
The first year of governance by the newly elected party shows progress. According to the March 2014 survey by Gallup, public satisfaction in K-P was highest with 57%. As opposed to public satisfaction in Punjab (27%) and Sindh (26%), one can see definite growth in the PTI led province.
Administration
The K-P government has completely depoliticised its police force and there is no interference in the system by any minister, chief minister or even by Imran Khan himself. There is absolutely zero tolerance policy against corruption. Till date 129 police officials have been terminated and seven demoted on complaints regarding corruption and misuse of power. Earlier, the appointments were made through political interference but now a merit based NTS test is being introduced for recruitment purposes.
The government has also introduced an online FIR system, the first of its kind in Pakistan, through which a person can launch an FIR against anyone without any hazard and the police is bound to respond after verification. So far, 1030 FIRs have been registered through the online system. Nasir Durrani, IG police, is keen to establish model police stations all over K-P. Three police stations in Peshawar have already been converted into model police stations as reported on TV channels.
K-P was once considered to be the most corrupt province, according to Transparency International. Imran had promised before the elections that, if given the chance, he will wipe out corruption and so far, he seems to be on track. He has already removed two of K-P’s ministers on complaints by the public, which is admirable.
The provincial government has also changed the patwari’ system. Fareeha Idrees, a TV anchor, has admitted in live show that she installed two secret cameras to see if a patwari (village accountant) will take any bribe but surprisingly no one took it due to fear of strict action.
Legislations

Twenty five new bills have been passed by the K-P assembly till date. The
Right to Information Bill has been updated by the PTI which is a huge step towards forcing transparency in governance system. It gives the people of K-P the right to access all the information online. Right to Services Act is another of its kind through which citizens have the right to ask questions about any public matter and government will be bound to answer that question in a prescribed time. The citizen can also file a complaint against officials who do not comply with the prescribed time-period.

Health

Medicine and treatment is now free in all government hospitals of K-P and the government has also launched a campaign called “
Sehat Ka Insaf” that aims to fight against polio. So far, 1.3 million children have been immunised as part of this campaign. The World Health Organisation (WHO) delegation, which met Imran, congratulated him on a successful anti-polio drive because a recent report showed that no case of polio have been seen in K-P after the campaign – that in itself is a big achievement for the party.

Education

PTI has shown its plans to bring a fundamental change in education as well. The government has recruited
8000 teachers and recruitment of further 6000 teachers is still in process – all of whom will also be appointed by the NTS. Plans of a mammoth project of an education city are under way where the people can choose from a variety of professions and fields. Independent monitoring systems have been introduced to ensure attendance of both teachers and students. It will monitor around 28000 schools in the province. The project was launched on April 16, 2014. For me, this is much more important than bus networks and motorways that the federal government seem to be so passionate about.

Tameer-e-School project, another campaign, was started by the PTI government to raise funds for K-P schools that are in truly deplorable conditions and details of missing facilities in the schools are given online. Donors can choose to fund a particular school and have the right to check if their funds are being used at the right place.
After declaring an ‘education emergency’ in the province, an enrolment campaign was launched by Imran called ‘Parho aur Zindagi Badlo (study and change lives). Approximately 0.3 million children have been enrolled in schools, as part of this project, to help secure a brighter future for the people of K-P. To encourage female education, the provincial government has decided to pay a monthly stipend of Rs200 to every school-going girl, to encourage parents to educate their daughters. This will help increase the female literacy rate in the province. A uniform education system has been introduced in academic sessions, which started this year in April, while books are being published and distributed for all grade one students and soon for the rest of the grades as well.
The PTI is working for its people; there should be little doubt about that. The biggest challenge the K-P government faces is that of security. Imran should use his think tanks to work towards making K-P a safer province. If he continues with the level of progress made in the province, he has the potential to become Pakistan’s Modi and win everyone’s heart.
But this can only happen if he plays his cards right and so far, he has all the right cards in his hand.

پاکستان تحریک انصاف کے آزادی مارچ اور دھرنے میں شرکت کی وجہ سے خیبر پختونخوا حکومت کے وزیرِاعلی اور وزرا کے دفاتر خالی پڑے ہیں جس سے بظاہر حکومت کا کام ٹھپ ہو کر رہ گیا ہے۔
وزرا کا کہنا ہے کہ وہ اپنے دفاتر سے رابطے میں ہیں اور دھرنے وہ لوگوں کی بہتری کے لیے دے رہے ہیں۔






صوبائی سیکریٹریٹ میں وزرا کے دفاتر میں تین ہفتوں سے ہو کا عالم ہے۔ لوگ ان وزرا کے دفاتر کے چکر کاٹ رہے ہیں لیکن ان سے رابطے نہیں ہو رہے۔
ان دفاتر میں موجود سرکاری افسران نے نام ظاہر نہ کرنے کی شرط پر بتایا کہ وزرا کے دفاتر میں سینکٹروں فائلیں التوا میں پڑی ہیں اور دور دور سے آنے والے افراد اپنے نجی کاموں کے لیے دفاتر کے چکر لگاتے ہیں لیکن ان کے کام نہیں ہو رہے ہیں۔
ادھر صوبائی اسمبلی میں موجود حزب اختلاف کے اراکین نے بھی وزرا کی دفاتر سے عدم دستیابی پر سخت تنقید کی ہے۔

اسلام آباد میں پارلیمان کے مشترکہ اجلاس سے خطاب میں قومی وطن پارٹی کے سربراہ آفتاب احمد خان شیر پاؤ نے بھی اپنی تقریر میں ان مسائل کا ذکر کیا۔
پشاور میں اسی دوران دو مرتبہ شدید طوفان اور بارشوں سے ہونے والے نقصانات پر بھی حزب اختلاف کے اراکین نے وزیرِ اعلی اور صوبائی وزرا پر تنقید کرتے ہوئے کہا تھا کہ پشاور میں لوگ مر رہے ہیں اور وزیراعلیٰ آزادی مارچ میں شریک ہیں۔
صوبائی وزیرِ تعلیم محمد عاطف خان نے بی بی سی کو بتایا کہ وزیرِاعلیٰ اور تمام وزرا اسلام آباد میں بھی بیٹھ کر اپنے دفاتر کے کام کر رہے ہیں اور کوئی کام التوا میں نہیں ہے۔
ان سے جب پوچھا کہ دفتری کام تو آپ ادھر بیٹھ کر کر رہے ہیں لیکن ان اراکین اور وزرا کے اپنے حلقوں کے افراد اور دیگر علاقوں سے آنے والے افراد کے کام تو نہیں ہو رہے تو اس پر ان کا کہنا تھا کہ وہ یہ دھرنے اپنے لیے نہں بلکہ لوگوں کے مسائل کے حل کے لیے دے رہے ہیں۔
عاطف خان نے کہا کہ’یہاں سارا نظام ہی غلط ہے، حکمران مینڈیٹ چوری کر کے آئے ہیں جس وجہ سے یہاں آوے کا آوا ہی بگڑا ہوا ہے۔‘
انھوں نے مزید کہا کہ صوبائی وزرا کی عدم موجودگی سے لوگوں کو جو مشکلات پیش آئی ہیں وہ اس پر ان سے معذرت کرتے ہیں لیکن ہر ضلع اور صوبے کی سطح پر افسران موجود ہیں جبکہ ان کے حلقوں میں مقامی رہنما ہیں جو لوگوں کے مسائل حل کرنے کی کوششیں کر رہے ہیں۔
ان لوگوں کی شکایات اور حزب اختلاف کی تنقید کے بعد وزیرِ اعلیٰ خیبر پختونخوا پرویز خٹک نے وزرا سے کہا تھا کہ وہ دن کے وقت پشاور میں اپنے دفاتر میں حاضری ضرور دیں اور پھر شام سے پہلے



اسلام آباد دھرنے میں پہنچیں۔

Peshawar’s residents ask PTI to pay closer attention to home

PESHAWAR: Khyber-Pakhtunkhwa’s ruling party Pakistan Tehreek-e-Insaf (PTI) may be battling law enforcers and the central government to bring about a revolution, but people of the province are asking their government to pay more attention to the domestic front.
“Economic activity has come to a complete standstill since the sit-ins began and poor people are suffering,” Gohar Zaman, a vendor said on Sunday. He urged PTI to sort out its differences with the Pakistan Muslim League-Nawaz (PML-N) led central government as further agitation could prove hazardous for Pakistan.
“Inflation is skyrocketing and people are fed up with the increasing prices of daily commodities,” added Zaman. “We did not vote the PTI in so they can stage dharnas.”
He emphasised that the core issues faced by the people of K-P had been ignored by successive governments and they had voted the PTI in to resolve them.
It was the right of people to protest, but not at the cost of poor people, said Naveed Khan, a student. He stressed those living in K-P would have supported the demonstration in the federal capital if it was for their rights.
Reflecting on last night’s incident in Islamabad, Naveed urged measures be taken to prevent further loss of lives of people gathered there. He said no party in the world should attack its own Parliament and break the law of the land.
Siddique Khan, a trader, believed authorities never took the inevitable showdown with PTI seriously.
He said all parties should know how to protect national institutions and assets. Siddique said if a party was attacking and destroying these monuments, not much should be expected from it in future. “PTI’s attention should turn to the people of its province as their votes depend on the party’s performance in the province.”
Apart from the protests in Islamabad, there were small demonstrations in K-P which led to the closure of roads in the city. While some supported the PTI and others PML-N, the protests achieved one thing in common: They hampered the movement of people.
Truck drivers, whose main route was to Islamabad, had to park their vehicles at the beginning of the sit-in as there was little activity.
“We have nothing to do now. All transport activity to Islamabad is closed,” complained Shakir who had been transporting bricks to the capital for decades.
He said the truck drivers were neither a part of the political situation nor did they have an affiliation. “We simply want to work in peace. Every aspect of our lives has been affected. We can’t even buy vegetables and there are no employment opportunities.”
Speaking about the violence in Islamabad, government servant Jahanzeb Khan stressed that authorities should abstain from attacking protestors.

Boosting business: Malam Jabba to boast new tourist resort

PESHAWAR: Tourism Corporation Khyber Pakhtunkhwa (TCKP) has signed a memorandum of understanding (MoU) with Samson Group of Companies (SGC) for the development of a new tourist resort, ski/chairlift and hotel project in Malam Jabba, in Swat.

CM Pervez Khattak, his adviser on tourism Amjad Afridi, secretary tourism Muhammad Azam Khan, TCKP MD Mushtaq Ahmad Khan and other officials were present at the occasion at Khyber-Pakhtunkhwa house, Islamabad.

Under the MoU, SGC will work for the promotion of tourism on the terms and conditions agreed upon by TCKP and the K-P Board of Investment and Trade, under the leadership of the K-P government.
The TCKP said a 33-year lease, extendable for another 20 years, has been awarded to SGC after it emerged as the highest bidder in the auction.
The lease is Rs12 million per annum which will increase at the rate of 10% each year, during the initial 33 years. A maximum of 25% increase shall be charged upon further extension. However, the first two years of the construction phase will be without increment.
Under the MoU a 4 or 5 star hotel comprising 60 rooms—with 20-30 rooms offering 3 star facilities—with a health club and conference halls will be constructed. A ski resort and a dual-purpose chairlift for skiers and general tourists will also be installed. Land will be provided by the K-P government.
Speaking to the media, the TCKP MD said, “Huge losses to revenue were suffered when the previous ski resort was destroyed by militants.”

Pervez Khattak meets army chief, donates Rs100m for flood victims

Khyber-Pakhtunkhwa (K-P) Chief Minister Pervez Khattak has donated Rs100 million for flood victims, Express News reported, quoting an ISPR press release.
The development took place during a meeting between the chief minister and Chief of Army Staff (COAS) General Raheel Sharif on Tuesday.The two discussed the military operation in North Waziristan, internally displaced persons (IDPs) and the devastating floods in the country.
According to unconfirmed reports, 357 have fallen prey to the ravages of the flood across Punjab and Azad Jammu and Kashmir so far while at least 206 people have been confirmed dead.
At least 920 militants have been killed so far in Operation Zarb-e-Azb, which started on June 15.
Army chief visits Qadirabad Headworks
Army chief General Raheel Sharif has reached Qadirabad Headworks to overlook army’s relief efforts and rescue operations for flood victims in the area, DG ISPR Asim Bajwa tweeted.
