With the aim of providing a mechanism for prompt redressal of public complaints, Khyber-Pakhtunkhwa (K-P) Police launched the Police Access Service (PAS) on Wednesday. Chief Minister Pervez Khattak formally inaugurated the service at the Central Police Office (CPO).

Citizens from across the province can now access the police through an SMS and relevant police officers will contact the complainant within 24 hours, stated a handout.
To register a complaint, citizens can send a text message to 0315-9007777. In addition, they can also call a toll-free helpline at 0800-00400, send a fax to 091-9223575 or email to [email protected]. Complaints will also be entertained on the provincial police’s website, www.kppolice.gov.pk as well as at the PAS centre at the CPO.
Speaking at the inauguration, IGP Nasir Khan Durrani said K-P police is devoted to providing equal access and respect to all citizens of the province. “The PAS is aimed at winning public trust through promptly redressing their complaints by utilising automated technology solutions for enhanced police accessibility,” said Durrani.
Under the new system, every complaint will be registered in PAS’s automated database and the complainant will be issued a complaint code through an SMS. Subsequently, the relevant subdivisional police office (SDPO) and district police officer will be informed about the registered complaint through a text message. The SDPO will be bound to contact the complainant within 24 hours, added the handout.
“The newly-established PAS is equipped with a computer-based timeline monitoring system which will ensure all complaints are redressed within the given timeframes,” it stated. The system also features an in-built analysis of complaints’ statistics, enabling the CPO and IGP to analyse the performance of field officers.

PML-N lawmaker backs police reforms

PESHAWAR: Parliamentary leader of PML-N in the Khyber Pakhtunkhwa Assembly, Sardar Aurangzeb Nalotha, has said that the bravery demonstrated by Khyber Pakhtunkhwa police in the fight against terrorism will go a long way in the annals of history.

He said that the Khyber Pakhtunkhwa police had now become a real force and both the opposition and ruling party had full trust in its professional capability, which was a good omen for peace and development of the society, says a press release.

He appreciated IGP Nasir Khan Durrani for keeping the police force away from politics, which was delivering to the people irrespective of their political affiliation. He also said the Khyber Pakhtunkhwa police force was far better than Punjab police and added that the reforms introduced in the police force would go a long way and effectively bridge the gap between the public and police.

“I salute IGP Nasir Khan Durrani who has made the police a real professional force,” said Mr Nalotha while addressing the certificate distribution ceremony in Police School of Investigation, Hayatabad, as a chief guest here on Friday. The one-week course was arranged to impart training to the police officials on ‘criminal investigation and crime scene management’. He said that the Khyber Pakhtunkhwa police fought against terrorists in a commendable manner and the whole world recognised it.

Calling the establishment of school of investigation a step in the right direction, he hoped that due to this school the investigation wing of police department would deliver up to the expectations of people. He urged the course participants to perform their duty with dedication and ensure the writ of law at all costs.

Earlier, DIG training Azad Khan said that so far 11 different courses had been completed in the school in the last five months in which 300 police officers and jawans were imparted training in DNA, mobile cell forensic and criminal investigation and crime scene management, etc.

He said that the standard of the ongoing courses was being improved and new courses introduced to equip the police with the latest training so that they could effectively tackle terrorists. Later, Mr Nalotha distributed certificates among the course participants.

[h=1]Two policemen sent home for corruption

SWABI: The district police officer has sent two police officials on forced retirement after separate inquiries proved them guilty of corruption, official sources told Dawn here on Friday.
They said that the officials included sub-inspector Gulhar Shah, and assistance sub-inspector Rafiuzaman. The sources said that Gulhar Shah had two decades of service under his belt.
The sources said that DPO Sajjad Khan had warned police officials to avoid indulging in illegal practices otherwise they would face the axe.
“We will never tolerate corrupt practices of any police official,” said the source while quoting the DPO.

Chairman Imran Khan visited Peshawer today to review the performance of KPK government in the Health sector and addressed a gathering of doctors. Imran Khan realized that Federal Government is not giving KPK its full rights and has decided to go to Supreme Court for that.

Success story: Swat saps the death out of dengue


MINGORA: Swat district witnessed a 96% reduction in dengue cases this year as compared to 2013 because of effective and timely preventative measures taken by the district administration.

According to the district health department, a total of 306 dengue cases were recorded this year with no casualties, a sharp decline from the more than 9,000 people infected in 2013 with over 30 dead. The last dengue patient of this season was discharged from Saidu Teaching Hospital’s dengue unit on November 8 after a full recovery.

A click away: K-P govt to start online education complaint cell

HABQADAR: The Khyber-Pakhtunkhwa (K-P) government plans to launch an online complaint cell for education where grievances against education facilities and officials can be registered.
“We will be bound to act upon the complaints,” Standing Committee for Education Chairperson Muhammad Arif told The Express Tribune on Sunday.
According to Arif, an online complaint cell has been set up on a trial basis in Hazara. He insisted the initiative would soon be introduced throughout the province. However, no official date has been specified for this project.
Education woes
According to the chairman, the Pakistan Tehreek-e-Insaaf (PTI) has only recruited 8,000 schools teachers so far through the National Testing Service. Nearly 19,000 positions for teachers remain vacant in the province, he said.

Of the 19,000 positions, 6,000 posts are lying vacant because the court has issued a stay order on recruitment. The remaining 13,000 posts have not been filled due to a lack of financial resources, said Arif.
“We are planning to gradually fill these posts according to our resources,” he added.
Arif said all district government administrations have been asked to inform the Provincial Disaster Management Authority (PDMA) regarding schools affected by militancy in the provinces. “We have advised PDMA to make proposals on a priority basis for the reconstruction of schools,” he added
Over 800 schools in earthquake-hit areas of the province had not been reconstructed for over 10 years. Arif said the PTI government issued funds for the purpose in 2013. However, nearly 852 schools which were reconstructed have not been provided adequate teaching staff and have been converted into personal hujras.
Moreover, the land on which they have been built was not allotted to the education department, he said.
Speaking about schools in the tribal belt, Arif said there are some which fall under the jurisdiction of the K-P government whereas most are controlled by the Federally Administered Tribal Areas.
As a result, a large number of schools which were attacked by militants have not rebuilt because they did not fall within the jurisdiction of Fata. According to Arif, a policy is being formulated to deal with this matter.

PESHAWAR: All encroachments in Galiyat have been completely demolished and the Galiyat Development Authority (GDA) will build seven model towns in the area, stated a report submitted to the Peshawar High Court (PHC).
GDA Director General (DG) Nazar Shah submitted the report to the high court on Monday through his lawyer Azhar Kundi stating all encroachments have been removed from the area on the PHC’s directives.
Speaking to the media on the high court premises, DG Shah said, “We have contacted several international construction companies and they have completed a master plan for the construction of seven model towns from Changla Gali to Nathiagali.”
According to Shah, the aim of the project was to preserve the natural beauty of the area and attract tourists. “Chief Minister Pervez Khattak has sanctioned funds for the project and work will begin soon,” stated the DG.

He added the demolition of encroachments has solved traffic problems in Galiyat.
“We initiated a grand operation against builders who had constructed their buildings in violation of building rules,” said Shah.
Only two-storey buildings are allowed in the area but there were many houses and buildings which had been constructed in violation of the law. He added, “They had severely damaged the natural beauty of Galiyat.”
Court intervention
Taking notice of the increasing number of housing schemes in Galiyat, in November last year former chief justice Dost Muhammad Khan banned the allotment of plots to any housing society without the permission of the court. The former CJ also directed the chief minister to form a high-level committee to prepare a master plan for the area.
On June 3, NAB deputy prosecutor general informed the court that 42 buildings were in violation of regulations. In September, the GDA clarified its position on each of the 42 buildings and highlighted 21 other violations. However, since then little has been done by the government about the master plan.
Keeping in view the sensitivity of the matter, in October the court appointed a commission comprising Hazara Commissioner Arbab Muhammad Arif, World Wildlife Fund’s Muhammad Ibrahim, K-P Environmental Protection Agency Director Muhammad Bashir, GDA DG Nazar Shah and other officials.
The commission was tasked with submitting its report on the status of the ‘Master Plan of Galiyat’ including its purpose, date of preparation, any modification at a later stage and details of its violation if any.
The commission would also report on the status of the ‘Building Regulations’. The commission is also supposed to identify shortcomings in the master plan and building plan, suggest amendments for conservation as steps that should be taken to reverse the environmental damage in the area.
The court also sought a report on whether the master plan and building regulations were formed after taking into consideration the sensitivity of Galiyat’s environment and were in line with the requirements of environmental laws.

K-P govt repaid loans worth Rs5bn after coming to power, says CM

ESHAWAR: Criticising Prime Minister Nawaz Sharif for taking loans in his bid to improve country’s economy, Khyber-Pakhtunkhwa (K-P) Chief Minister Pervez Khattak on Tuesday said the nation should stand on its feet.
Addressing the media in Peshawar, Khattak outlined the importance of running the country without taking loans.
“It is very easy for me to take loans for K-P just like the prime minister, but why should I make my province dependent on foreign aid?” Khattak asked.
The chief minister went on to explain that when he took up his post in KP, the province was in debt amounting to Rs130 billion of which Rs5 billion was repaid by his government.
Khattak said he would not borrow money to run his province and that his government will use available resources.
“If we keeping running the country on loans, we will not be able to become a progressive nation,” he explained.
The CM added those who wish to give loans to K-P will have to do so on his government’s terms, keeping in mind what is best for the province and the people.
“I want to bring transparency to the people and make things easy for them,” Khattak said.

Khattak asks centre to release funds for Balakot rehabilitation

PESHAWAR: Chief Minister Pervez Khattak has asked the federal government to release funds for early rehabilitation of education, health and social infrastructure in the 2005 quake-hit Balakot tehsil of Mansehra.
Speaking at a meeting here on Monday, he regretted that the federal government had failed to release the funds for the purpose.
Provincial minister Mohammad Atif Khan, Earthquake Reconstruction and Rehabilitation Authority (Erra) deputy chairman Maj-Gen Mohammad Azeem Asif, additional chief secretary Khalid Pervez, commissioner Hazara, DC Mansehra and officials of the Provincial Earthquake Reconstruction and Rehabilitation Authority (PERRA) were in attendance.
Mr Khattak said that people of Balakot would start agitating against the provincial and central governments that would lead to law and order situation if they were not properly compensated.
He complained that the foreign aids and loans were for the overall recovery plan in the tehsil, while the federal government had not done its part in the rehabilitation process, leaving the task to the provincial government, which was unable to do so due to financial constraints.
“We are running short of time and cannot ignore the agonies and hardships of the quake survivors. I am at loss to say as to why the rehabilitation process has been delayed. By now, the overall recovery plan should have been completed and the people’s agonies should have been mitigated,” he added.
Mr Khattak directed PERRA to plan reconstruction of education and health institutions on emergency basis. He ordered the concerned authorities to remove obstacles in the new Balakot city project.
The chief minister also directed early completion of the high court building in Abbottabad.
The chief minister assailed the federal government for ‘deliberately withholding’ release of funds to Khyber Pakhtunkhwa under PSDP. “The reflection on PSDP is okay but when it comes to releasing the resources, the ground reality tells totally a different story. The federal government should not re-appropriate the resources under PSDP which are consistently directed to other provinces and in the process the province and its people suffer.”
Erra authorities assured the chief minister of conveying his concerns to the federal government in that regard.
