I am a hard core pti supporter but the fact is they need to improve. IK need to appoint proper professoonals like he has in SK and namal and kp ministers will hv to put their fat ego aside and allow professionals and experts to work because the ministers themselves are good for nothing including PK.

PESHAWAR: Ravaged by time and apathy, the historic clock tower of Peshawar, commonly referred to as Ghanta Ghar, no longer tells the hour.

The Cunningham clock tower was erected at the turn of the 20th Century smack in the middle of the walled city during the diamond jubilee celebrations of Queen Victoria and named after AFD Cunningham, who was the commissioner of Peshawar district at the time.
Today, the tower and its surroundings reek of fish for which dozens of roadside sellers have set up stalls illegally. Incidentally, the water that keeps the fish fresh is eroding the very foundation of the clock tower which has already been subject to neglect for more than a hundred years.
Unfortunately, the outside only mirrors the state of the tower from the inside. There are cobwebs around broken windows; the clock on the tower no longer works, the needle no longer ticks.
“AFD Cunningham should not be confused with [British politician] George Cunningham,” says conservationist Dr Ali Jan. “Many writers have inadvertently linked the clock tower to George Cunningham, who was born many decades later.”
Jan said Ghanta Ghar was the brainchild of James Strachan, an architect and engineer who served as the municipal engineer at the time and designed many buildings in British India, including in Peshawar and Karachi among others.
In 2003, Haroon Bilour, who was then serving as the town nazim, ordered repair work at the tower and had it whitewashed. Eventually, though, its upkeep was forgotten, and the tower turned into just another monument in one of the oldest cities of the region.
Jan said the tower’s brick colour has been painted over many times in different hues. This, he added, has tarnished its archeological value. “Our history is associated with it and efforts on war footing are required to preserve it,” stressed Jan.
Of food and war
It was Balmukand family which donated a large sum for the tower’s construction. The Balmukands migrated to India after Partition and today operate one of the country’s largest food companies by the name of Clock Tower, said Jan.
Perhaps the most important inscription on Ghanta Ghar is about the participation of Peshawar’s people in World War I. “From this city 200 men went to the great war in 1914 -1919, of these 7 gave up their lives,” reads the inscription etched on the tower.
Tug of war
Due to its historic importance, the building’s control should rest with the K-P Directorate of Archaeology and Museums which has the required expertise to preserve such sites. However, the directorate says it has no authority over Ghanta Ghar.
“We do not have any control over the building though it is a historic site and should be preserved by archeologists,” Archaeology and Museums Director Dr Abdul Samad told The Express Tribune. “Unfortunately, there are only six sites over which the directorate has authority. These do not include the clock tower.”
A veteran archeologist, Dr Samad said water is extremely detrimental to such an old building and can completely erode its structure. He added only archeological experts can restore the site now as only they have the expertise and instruments to do so. “Despite the struggle, we could not get control of all the historic sites from the municipal administration.”
The municipal administration presently yields control over the building. It has issued several notices and consequent deadlines to illegal vendors, but little heed has been paid to these warnings. “We have declared all those fish mandies illegal as no prior NOC was obtained from the city administration for setting up the fish market,” said municipal administrator Zafar Ali Shah, adding they have also allocated funds for the repair of the clock.
Shah, however, was unaware at the time he spoke to The Express Tribune how complicated the anti-encroachment drive would become after Friday, when an excavator crushed at least three people to death.
The incident occurred when shopkeepers protesting against the campaign began pelting the vehicle with stones. The driver of the municipal corporation’s excavator hastily stepped on the reverse-gear — unmindful of the fact that some people were standing behind the heavy-duty vehicle.
The tragedy has angered shopkeepers who are likely to step up their resistance in wake of the deaths. The eventual casualty of this tussle, though, will be the clock tower. Will the crumbling building be salvaged by a savior? Only time will tell.

Days after the length of his motorcade was criticised for resembling those of VIPs – a vice which he has oft spoken against, Pakistan Tehreek-e-Insaf chairman Imran Khan on Saturday wrote a letter to the Khyber-Pakhtunkhwa government admonishing them over the move.
While visiting the Army Public School in Peshawar on Wednesday, as many as 21 cars were present in Imran’s motorcade. Having publicly criticised leaders of other parties for moving around in long motorcades, the PTI chief faced heavy criticism from many quarters.
According to the letter, the PTI chief notes that such entourage is against the party ideology and wastes taxpayers money, hence the practice must end.
He, however, adds that the additional vehicles carried PTI MPAs and Ministers who were there voluntarily.
In this regard, he suggested three basic principles.
Foremost among these principles was a restriction on K-P ministers and MPAs from even receiving Imran at the airport. “Instead, they should remain in their offices and continue with their work. If I need to meet any of them, or be breifed by them, the place to meet would be the location of the meeting for that purpose.”
Secondly, Imran advised that if he is attending any official event, only the relevant officials, minister or MPAs should be present at the venue.
Lastly, he directed the chief minsiter to not receive the party chief at the airport.
The PTI chief explained that they need to rid themselves of VIP culture and that they cannot indulge in traditional hypocrisy of the elite.
Facing criticism for his motorcade, Imran had claimed that his motorcade was only six vehicles long and was unaware of any other vehicles joining his entourage.

LG polls: K-P government, poll body mired in new controversy

ISLAMABAD: After settling the biometrics issue, the government in Khyber-Pakhtunkhwa (K-P) and election authorities have delved into a new controversy – whether to hold the local government (LG) polls on one day or in phases.

The provincial chapter of the Election Commission of Pakistan (ECP) has opposed the idea of the K-P government of holding the LG polls in one go, citing security issues.
Sources privy to the development told The Express Tribune that during a meeting at the ECP headquarters on December 30 last year, the then provincial election commissioner Sonu Khan Baloch, opined that providing enough security to the voters would be a real challenge on the polling day if the elections were held in the whole province the same day.
Sonu Khan, who retired on December 31, suggested that it would be better if the province goes for polls in two to three phases. He backed up his point with an analysis of the security situation and availability of the security personnel for election duties.
According to his analysis, the total strength of the provincial law enforcement agencies was fewer than 100,000 while in an extensive exercise of the LG polls, over 50,000 polling booths would have to be set up across the province.
In case of general elections where electorates vote for the candidates of national and provincial assemblies, every voter is issued only two ballot papers – one each for NA and PA.
However, in the LG polls in K-P every voter will be issued seven ballot papers for every category of seats. During the 2013 general elections a total of 150,000 polling booths were set up across country, however, in LG polls ECP plans to set up over 50,000 polling booths at 13,000 polling stations.
This, according to the ECP official, was important to facilitate a voter since every voter would need more time to cast vote in different categories and stamp seven ballot papers.

Under the standard security protocol at least five security personnel should be appointed at a polling station – at least one outside every polling booth and two to three policemen at the main gate. At the polling stations declared sensitive, the number of the security personal has to be increased.
The representative of the K-P government told the meeting that the provincial government wants polls throughout the province on the same day, preferably in May this year.
According to them, in case of holding polls in phases, the results can be manipulated. The reports of winning of a party’s candidates in first phase could affect minds of the voters in other areas where polls would be scheduled for the next phases.
The new controversy between the two once again raises questions if the polls would be held on time.
Earlier, the ECP and K-P government have already spent months to overcome their acrimony on use of biometric machines for verifying a voter’s identity. The K-P government wanted to use biometrics voting at a few constituencies as a pilot project.
The ECP was of the view that use of these machines would delay holding polls besides many other technical difficulties.
In the end, the ECP gave K-P two options, either use biometrics voting system throughout the province or do not use them at all. The K-P government finally capitulated and went for the second option.

K-P govt allocates Rs800,000 for skiing

KARACHI: In hopes of promoting skiing in Khyber-Paktunkhwa (K-P), the provincial government has given Rs800,000 to the Ski Federation of Pakistan (SFP).
Despite having the natural resources and a very accessible slope at Malam Jabba, K-P has not been able to develop the facilities required.
K-P Ski Association President Matiullah Khan confirmed that the funds will help the skiers in the long run and hopefully bring new talent to the sport.

“We’ve finally received Rs800,000 after SFP President Sohail Gul convinced the K-P governor that we have talent in the province,” Matiullah told The Express Tribune. “K-P has the slopes too, but skiing is a very expensive sport. Even when we visited the schools, it took us time to convince the younger athletes to take up skiing because it isn’t as popular here.
“But we do hope that with the government’s support in K-P, we will be able to improve the performance of our skiers in national championships as well.”
Matiullah said that K-P’s priority will be to train the athletes. He said that at the moment they have eight to 10 quality skiers who can win titles for the province and present the country abroad.
“It is a positive step, and it is mainly because the SFP president and the patron-in-chief really want to develop skiing in the country,” said SFP spokesperson Obaidur Rehman Abbasi while confirming the release of the funds.
Meanwhile, in order to train the athletes, SFP sent teenagers Jumma Mir and Mumtaz Muhammad along with coach Muhammad Qamar to Korea to take part in the dream programme yesterday.

Not] Out with the old: Transporters reject ban on decades-old vehicles

PESHAWAR: Transporters have rejected the Khyber-Pakhtunkhwa government’s decision to impose a ban on the use of old vehicles for public transport in the provincial capital.

While talking to The Express Tribune, Public Transport Owners Association (PTOA) President Khan Zaman Afridi said even though the Afghan government also placed a similar ban and confiscated such vehicles being used by public transporters; it also provided new vehicles. “The Afghan government issued vehicles on an interest-free lease,” said Afridi.
Belgian vehicles
When asked, K-P Special Assistant to Chief Minister (CM) for Transport Malik Shah Muhammad Khan Wazir said the government has signed an MoU with a private transport company from Belgium.
“The Belgian vehicles will soon be on the roads and all vehicles registered before 1995 will be banned from plying the roads of Peshawar,” he said. Wazir assured that the department will address the concerns of public transporters, however, directives have already been issued to clear the district of old vehicles.
Muttahida Transport Union (MTU) Secretary General Mustafa Khan said Chief Minister Pervez Khattak should have taken transport associations into confidence before penning down the deal with the Belgian company. Local Transport Union (LTU) President Yar Muhammad Afridi urged the government to review the decision and facilitate public transporters.
The Taxi Drivers and Workers Union members met Wazir and requested Bacha Khan International Airport and government hospital provide entry permits for taxis and rickshaws. Transport director Manzoor Ahmad was also present on the occasion.
