پاکستان کے صوبہ خیبر پختونخوا میں محکمۂ صحت کے حکام کا کہنا ہے کہ سیاسی جماعتوں کی جانب سے بچوں کو پولیو کے قطرے پلانے کی کھل کر حمایت کرنے کی وجہ سے پولیو کے قطرے پلانے سے انکار کرنے والے والدین کی تعداد میں کمی آ رہی ہے

پشاور میں انسداد پولیو کےلیے بنائے گئے وزیراعلیٰ خیبر پختونخوا کے مانٹرنگ سیل کے انچارج ڈاکٹر امتیاز علی شاہ نے بی بی سی کو بتایا کہ دو دن پہلے مکمل کیے گئے اعداد و شمار کے مطابق انسداد پولیو مہم کے دوران پورے صوبے سے اب تک تقریباً 30 ہزار کے قریب انکاری کیسسز سامنے آئے ہیں جو کہ پہلے کے مقابلے میں انتہائی کم ہے۔

انھوں نے کہا کہ اس مہم کے دوران صوبے کے تمام اضلاع میں 53 لاکھ سے زائد بچوں کو پولیو سے بچاؤ کے قطرے پلائے گئے جبکہ اس کے مقابلے میں والدین کی طرف سے انکار کا تناسب بہت کم رہا۔

انہوں نے کہا کہ جن والدین نے بچوں کو قطرے دینے سے انکار کیا ہے ان کو ابھی مکمل طورپر چھوڑ نہیں دیا گیا ہے بلکہ ان کے ساتھ علماء کرام اور مقامی انتظامیہ کے ذریعے بات چیت کا سلسلہ جاری ہے تاکہ ان کے بچوں کو قطرے پلائے جا سکیں۔
امتیاز علی شاہ کے مطابق ان انکاری کیسسز میں وہ بچے بھی شامل ہیں جو مہم والے دن کسی وجہ سے گھر پر موجود نہیں تھے تاہم رہ جانے والے بچوں کو قطرے پلانے کےلیے پولیو ٹیمیں بدستور کام کر رہی ہیں۔


انھوں نے مزید کہا کہ ضلع مردان میں پچھلے چند سالوں کے دوران ہر مہم میں سات سے 10 ہزار کے قریب والدین قطرے پینے سے انکار کیا کرتے تھے لیکن حالیہ مہم میں چار سو کے قریب انکاری کیسز سامنے آئے ہیں۔


ر امتیاز کے مطابق سیاسی جماعتوں کی طرف سے اب بچوں کو پولیو کے قطرے پلانے کی کھول کر حمایت کی جا رہی ہے۔ جس کا اثر بھی پڑ رہا ہے اور شاید یہی وجہ ہے کہ انکاری کیسز بھی کم ہو رہے ہیں۔

انھوں نے کہا کہ مختلف اضلاع کے مقامی انتظامیہ نے بھی اس حوالے سے اہم کردار ادا کیا ہے اور ان علاقوں پر خصوصی توجہ دی گئی ہے جہاں انکاری کیسسز زیادہ رہے ہیں۔


خیال رہے کہ گذشتہ سال میں پولیو سے متاثرہ مریضوں کی تعداد دو سو سے تجاوز کر گئی تھی جو کہ پچھلے 14 سالوں میں ایک ریکارڈ تھا۔
پاکستان میں پولیو کے مریضوں کی تعداد میں اضافے کی وجہ والدین کی جانب سے قطرے پلوانے سے انکار اور پولیو کے خلاف چلائی جانے والی مہم کے عملے پر بڑھتے ہوئے حملوں کو قرار دیا جاتا ہے۔

پاکستان میں اب تک سب سے زیادہ پولیو کے کیسسز قبائلی علاقہ جات اور خیبر پختونخوا سے سامنے آئے ہیں جہاں مذکورہ وجوہات کی بنا پر ہزاروں بچے پولیوکے قطرے پینے سے محروم رہے ہیں۔

PESHAWAR: Pakistan Tehreek-e-Insaf (PTI) chief Imran Khan said on Saturday that he is going to a start a campaign to plant one billion trees in Khyber Pakhtunkhwa (K-P).
Addressing the media in Haripur, Imran said, “We want to make a prosperous Pakistan for our future generations.”
Further, Imran also said that he plans on involving the youth in this campaign as well.
“School children will also be included this campaign,” he said.
Imran spoke against the ‘timber mafia’ in K-P. He said timber mafia has cut a billion trees from the region and the K-P government “won’t spare” them this time around. He reiterated that certain politicians are also involved with the mafia.
The PTI chief said that he will go and meet the Peshawar High Court chief justice and take matters up with him. Imran said that he would seek his ‘help’.

Getting a facelift: German govt gives Rs320m to upgrade 26 schools of K-P

PESHAWAR: The German government has provided Rs320 million to upgrade 26 primary schools in Khyber-Pakhtunkhwa (K-P).
A K-P Elementary and Secondary Education department official said a large number of students were deprived of their right to education in various parts of the province. He added lack of land for schools in several union councils was a major reason many boys and girls could not get an education.
The official shared that some children travelled long distances to reach schools as there were no educational institutes in their areas. He said the government should urge wealthy land owners to give up some of their property for schools.

K-P Elementary and Secondary Education Chief Planning Officer Idrees Azam told The Express Tribune the German government has provided Rs320 million to upgrade schools. He said institutes would be selected based on the total population of school-going children in their area and the number of schools present there.
He added six new primary schools would also be constructed in different districts with the support of the German government. The officer said the German government was told about the lack of middle schools in some areas and it consequently assured such institutes would be built in various districts.
Azam said work to upgrade the schools would commence from July and three new rooms, furniture, toilets and water would be provided to each of them. He said the K-P government, through the support of donor agencies, has started various projects to boost the standard of education.

Two more cases take polio tally for 2015 to nine

PESHAWAR: Two more polio cases surfaced on Wednesday, one each from Khyber-Pakhtunkhwa (K-P) and the Federally Administered Tribal Areas (Fata). Meanwhile, over 30,000 children were not accessed in the past two days during ongoing vaccination campaigns.

Missing so many children could have set alarms ringing, yet some officials are of the view the issue will be addressed soon and all children under the age of five will be vaccinated post drive. A door-to-door national immunisation campaign is being held across the province, targeting some 5.3 million children. Since Monday, both the national immunisation drive and Sehat ka Ittehad have been taking place simultaneously. The joint K-P and federal government initiative Sehat ka Ittehad is meant to target 12 districts in K-P, and three agencies and two frontier regions in Fata with the help of the armed forces—mass inoculation against nine preventable diseases including polio.
Sehat ka Ittehad was carried out for two days in Peshawar district; in other districts polio workers continued to administer vaccines to children on Wednesday as well. Kohat was missed on Monday due to rain, shared one official.
SOPs for accessing children
Officials from the health department told The Express Tribune the number of children who were missed was likely to cross 40,000 on the third day (Wednesday). Less than worried, their optimism stems from the fact that as per standard operating procedure, children who were missed, due to any number of reasons including inclement weather, will be followed up on in a subsequent campaign, quite possibly on Thursday (today).
“The 30,000 figure was confirmed at the end of day two but since the campaign is underway, the number is likely to change,” said the official.

In violation of rules’: Committee to investigate irrigation dept spending

PESHAWAR:
The Public Accounts Committee (PAC) of the Khyber-Pakhtunkhwa Assembly has formed a subcommittee to investigate the spending of Rs18.3 million by various offices of irrigation department’s Warsak Canal division in violation of rules.

The PAC met on Wednesday with MPA Shaukat Yousafzai in the chair to discuss audit paras in the irrigation department from 2011-2012. An audit para is any irregularity found by auditing authorities in the utilisation of funds allocated to government departments and units.
The committee expressed annoyance over the spending of Rs18.3 million on renovations in various offices of the department in violation of set rules and formed a subcommittee headed by PML-N lawmaker Arbab Akbar Hayat to investigate the matter.
According to a statement issued from the Assembly Secretariat, the PAC also directed relevant officials to expedite the recovery of irrigation charges and to chalk out a practical framework for it in light of the committee’s earlier directives.
The committee also sought the immediate recovery of Rs4.4 million from shops constructed in the limits of Warsak Canal division.
Another committee was also formed under Mufti Syed Janan to investigate tampering with tender contracts of two projects in Warsak Canal division which caused collectively losses of over Rs1.48 million to the provincial exchequer.

Computerised registration cards for vehicles to roll out soon

PESHAWAR: The provincial excise and taxation (E&T) department is planning to launch a chip-based smart card motor vehicle registration system which will help ease the burden on drivers forced to carry bundles of registration papers with them.

Following in the footsteps of Islamabad, the E&T department will introduce computerised registration cards which will have all the data of the vehicle and its owner. The initiative will initially be launched for newly-purchased vehicles but will soon be extended to all cars.
According to insiders, the department has already approached Islamabad’s E&T department, seeking help in acquiring the database system used in the federal capital to issue chip-based registration cards.
A team of K-P excise officials will visit Islamabad’s excise department to study the operations and feasibility of the system for K-P. “We will hold meetings with K-P officials next week to discuss our database system with them,” said an official of E&T Islamabad, requesting anonymity.
According to the provincial excise secretary, Dr Raheel Ahmed, the chip-based registration system will be launched in the province in the next three months and new registration numbers will be issued under it. “Our officers are visiting Sindh and Punjab to study their vehicle registration systems as well. Following this, the new computerised system will be launched and tenders will be floated for bids,” Ahmed said.
He added the new system will help in enhancing security measures already being taken in the province and vehicle records and information will be easily accessible to security agencies and authorities with whom E&T department shares the information.
The secretary added the department will continue to produce registration books and files of vehicles along with offering the additional computerised smart card facility. To ensure the card cannot be tampered with, it will have a chip carrying encrypted details of the owner and vehicle and other security features, said Ahmad.

Flying high: ‘BoK on course to become Pakistan’s leading bank’

ESHAWAR: Khyber-Pakhtunkhwa (K-P) Minister for Finance Muzaffar Syed on Thursday said the public has invested its trust in the Bank of Khyber (BoK) and the bank will soon become the country’s leading financial institution.
While inaugurating BoK’s 116th branch on Ring Road, Syed said over 50 branches of the bank provide financial services based on Islamic principles so far and that soon the entire institution will revert to wholly Islamic financial models.

“The Constitution is penned in light of Islamic teachings, yet there are numerous sectors of our society that do not comply with them,” he said, adding an interest-based capital market violates the fundamentals of faith.

The minister said the provincial government is committed to bringing normalcy to the region and is simultaneously striving at various fronts.

Also speaking on the occasion, Finance Secretary Syed Bacha Bukhari said the BoK’s objective is to expedite financial empowerment in K-P and will soon launch Islamic microfinance schemes that will benefit the people of the province.


BoK managing director said 14 branches will be set up in 2015 and the bank will fully adopt Islamic models within the next three to four years.
