Energy solution: In ambitious move, new plant to turn solid waste into electricity

PESHAWAR:
The first-ever power plant which uses solid waste to generate electricity has been introduced in the provincial capital.


The project is a joint venture of Directorate of Science and Technology (DoST) and CECOS University. It was inaugurated during a ceremony in Hayatabad on Wednesday where a practical demonstration of the plant’s operations was conducted.

Speaking to The Express Tribune, Associate Professor Dr Riaz Muhammad said the initiative aims to resolve the energy crisis by using solid waste to generate 15 kilowatts of electricity.
The total cost of the plant is Rs4.3 million, of which Rs3.2 million was provided by DoST.
“We will require Rs70 million to collect solid waste in Peshawar to generate electricity,” Muhammad said. “If we recycle 1,000 to 1,200 tonnes of solid waste, we will be able to generate 15,000 to 20,000 KW of electricity.”

According to the associate professor, using solid waste to generate electricity will ensure the environment is clean. “We will charge Rs30 per unit to domestic consumers and Rs15 per unit to the commercial sector,” he added.


Muhammad said the project will enhance the city’s power production capabilities.

Science and Technology Secretary Farah Hamid Khan lauded the initiative for both seeking to control the energy crisis and recycling waste in the city. “The provincial government will also extend such projects to other areas to generate electricity for the entire province,” she said.
Khan added electricity would be provided to consumers at cheaper rates once the power plant begins its operations.

World Tuberculosis Day: TB programme at risk as financier to pack-up soon

PESHAWAR: The tuberculosis (TB) control programme, undertaken by the Khyber-Pakhtunkhwa health department, is at risk as the chief financer of the campaign is likely to bow out in five months.
Department officials fear the number of TB patients in the province will rise following the departure of German government-owned development bank Kreditanstalt fr Wiederaufbau (KfW). While talking to The Express Tribune, a health official said as of 2014, the total TB count in K-P stood at 45,369 people, including 520 multidrug resistant (MDR) patients. He said the donor agency launched the programme in 2004, providing Rs6 million per annum for five years; the amount was raised to Rs8 million 2010 onwards.
The official said another international organisation, The Global Fund, is assisting the Pakistani governmental organisation Association for Community Development (ACD) but the departure of KfW will have serious consequences, especially for MDR patients.
“There is a difference between direct and indirect funding,” said a TB control programme official, adding the agreement with KfW ended in November 2014 but an extension was made for another 9 months.
The official said there are ample TB drugs available for the current year but an acute shortage is expected once KfW packs up in August. He said in the past the ACD has treated 800 MDR patients at different centres, including Lady Reading Hospital, Peshawar, Ayub Teaching Hospital, Abbottabad and Mufti Mehmood Memorial Teaching Hospital, DI Khan.
A total of 22 diagnostic and 810 treatment centres are currently catering to TB patients in K-P, with 27 and 76 in the provincial capital respectively. Around 0.3 million people are diagnosed with TB in Pakistan every year and experts claim if directly observed therapy (DOT) for patients is conducted on a routine basis, the disease can be eradicated from the country by 2050.

Rewritten: Revised textbooks distributed to schools

PESHAWAR: The Khyber-Pakhtunkhwa (K-P) Text Book Board has prepared and distributed revised textbooks for the upcoming academic year after coalition partners PTI and JI agreed to syllabus changes after months of intense deliberations.
Things of ‘objection’
JI had raised certain objections over the curriculum approved in 2006. The religious party argued “Islamic chapters” had been removed. It also asked that “objectionable” material be removed and 18 Quranic verses be added to the grade nine chemistry textbook. The party had also recommended that first graders use the greeting Assalam-o-Alaikuminstead of Good Morning at schools.
In addition, the JI had expressed reservations over images in grade four science textbooks, saying girls were shown in the material without their heads covered. The party also demanded that chapters on Raja Dahir and Ranjit Singh be excluded from the grade eight Pakistan Studies syllabus.
Fiddling with curriculum
K-P Textbook Board official Mutahir Khan shared around 5% of JI’s suggestions were accepted and implemented by the K-P Directorate of Curricula and Teacher Education (DCTE). The rest of their objections were addressed through mutual consultation, he said.
After several meetings between the K-P government, JI and DCTE officials, the changes were finalised, added Khan.
Now the books have been prepared and distributed among schools across K-P.
On the cover
About the new changes, Khan said the cover pages of books included verses of Surat Al Hujurat and anti-corruption slogans, replacing the ‘we want peace’ message. The said chapter of the Quran speaks about acceptable conduct for Muslims.
He added a chapter on Allama Iqbal replaced one on Helen Keller in the grade ten English book. A chapter related to the services of late JI Ameer Qazi Hussain Ahmed and late Hayat Khan Sherpao were included in the class nine Pakistan Studies book. DCTE Director Bashir Hussain Shah said the provincial government had discussed in detail all of JI’s suggestions and were in agreement. He added the revised books would be taught in the new academic year which kicks off from the beginning of April.

Law-enforcers: K-P police force gets 400 more constables

MANSEHRA: A batch of 400 new policemen passed out from Police Training School Mansehra on Monday after completing a six-month-long training, and will soon be joining the police force in seven districts.
Addressing the graduates at the passing out ceremony, Principal SP Tariq Mehmood said 400 new recruits were sent to the academy six months ago and they were trained in legal aspects, moralities, computer operations, anti-terrorism, judo and karate, swimming and drills.
According to Mehmood, the graduating constables would go on to join the force in their native districts of Peshawar, Chitral, DI Khan, Bannu, Lakki Marwat and Nowshera.
In his address, DPO Ejaz Khan said the province’s police was passing though a critical phase in its history, and is valiantly facing terrorists and giving sacrifices for the homeland. He added in spite of the many challenges, the force’s morale remains high.
The DPO urged the constables to exercise their legal power rationally and remain honest in their duty to protect the life, property and honour of citizens.
After administering oath to the newly-inducted cops, the DPO reviewed the passing out parade which presented him a salute.
Khan also distributed certificates among policemen who performed well in the training.

Establishing rights: Govt presents bills to end child, bonded labour

PESHAWAR: In a move that could play a role in abolishing some of society’s great menaces, the provincial government presented the K-P Prohibition of Employment of Children Bill 2015 and K-P Bonded Labour System (Abolition) Bill 2015 before the assembly.

Special Assistant to the Chief Minister for Law Arif Yousaf placed the bills before the house.
Ending child labour
The Prohibition of Employment of Children Bill aims to bar the employment of adolescents in certain occupations and end employment of children. Under the law, the government shall, by notification, constitute a committee of a chairman and seven other members to overlook such matters.
Section 3 of the bill states no child shall be employed or permitted to work in any establishment. Children, not below the age of 12, may engage in light work, alongside family members, for a maximum of two hours per day for the purpose of acquiring skills in a private undertaking or in a school established or recognised by the government for such purpose.
Sub-section 2 lays down that no adolescent (between the ages of 14 to 18) can be employed or permitted to perform hazardous work.
The bill provides that no adolescent shall be required or permitted to work in excess of the number of hours prescribed. It added that work periods will be fixed at no more than three hours a day with at least an hour’s interval. If passed into law, the much-needed legislation would ensure that an adolescent cannot work between 7pm and 8am. Also, an adolescent shall not be allowed to work overtime.
Registering the force
The bill states those occupying an establishment with children working in it must send the name, location and address of the establishment to the local inspector within 30 days of the commencement of this act. The bill further provides that the establishment manager’s name, postal address and nature of work undertaken at the establishment must also be provided to said official. Finally, the bill states the names of the employed adolescent’s parents, his or her date of birth and address have to be sent to the relevant authority.
Penalisation
Section 15 says whoever employs any child in contravention of these laws shall be punishable by a prison term extending up to six months or a fine of up to Rs50,000.
If it is proven that the child was engaged in hazardous work, the fine may increase to Rs100,000, and will be no less than Rs10,000. The jail term may then be extended to three years. The bill states that any citizen, police officer or inspector may file a complaint against an offence under this act and its rules in any court of competent jurisdiction.
Ending bonded labour
The K-P Bonded Labour System (Abolition) Bill 2015 aims at ending bonded labour in the province. Sub-section 1 of Section 3 says the bonded labour system shall stand abolished and every bonded labourer will be free from the moment the act commences. During question hour, the government informed the house that the K-P Oil and Gas Company Limited (KPOGCL) chief executive was drawing a monthly salary of Rs2 million. The session was adjourned till Friday afternoon.

Funds released for facilities in Karak schools

KARAK: The Khyber Pakhtunkhwa government has released Rs180 million for providing missing facilities to primary schools for boys in the district.

“The amount would be utilised through the parent teacher councils. The head teachers of the all primary schools have been asked to withdraw the amount from the banks,” Nisar Ahmad Khattak, the sub-divisional education officer, told Dawn.


He said that the funds would be utilised for construction of boundary walls, group lavatories and additional classrooms and provision of water to the schools. He said that in remote area where electricity was not available, solar system would be installed in the schools.

Mr Khattak said that the funds would be utilised with the mutual consultations of the teachers and parent teacher councils. He said that district administration was already updated about the funds and the matter was discussed in the meeting of steering committee, headed by the deputy commissioner.

The official said that deputy commissioner assured the education department that full cooperation would be ensured with the department to utilise the funds transparently. He hoped that basic problems in the schools would be resolved to a great extent and it would produce far lasting effects on the quality of education.


Mr Khattak said that utilisation of funds through PTC was proven successful as the communication and works department was constructing a room at a cost of Rs1.6 million while PTC constructed the same room by spending Rs800,000.

The official said that conditional grant was not provided to all schools of the district. He expressed the hope that funds would be provided to the remaining schools in the second phase.

CLASSES: Prof Mirza Jan, the chairman of communication and media studies department of Khushal Khan Khattak University, has said that M Phil classes would be started in the department in near future.


He was addressing the welcome party organised by the senior students of the department for the newcomers here on Wednesday. He said that computer laboratory for the students of the department would be completed soon.


Prof Mirza Jan appreciated the performance of the students, saying that he was proud of them. He said that the problems of the students would be resolved on priority basis.

PDWP approves Rs40bn projects

PESHAWAR: The Provincial Development Working Party (PDWP) on Wednesday approved several projects with an estimated cost of over Rs40 billion, and deferred five schemes due to inadequate designs.
The approval came at a meeting chaired by Khyber Pakhtunkhwa additional chief secretary Dr Hammad Owais Agha, according to a handout.
The meeting decided to set up Zulfiqar Ali Bhutto Medical College in Peshawar, Khyber Institute of Neuro Sciences and Clinical Research in Mardan and upgrade rural health centre in Oghi to category-D hospital.
It accorded approval to four projects in elementary and secondary education, which included provision of sports equipment to middle schools, construction of 200 higher secondary schools, provision of facilities in education institutions for improving security and physical learning environment, and construction of five cluster hostels for females on need basis.
The PDWP meeting approved establishing an endowment fund for public sector universities. It approved constructing play lands in parks.
Three projects in water sector were also approved, which included setting up a planning and monitoring cell in irrigation department, restoration of damaged channels and remodeling of Warsak Canal.

Peshawar gets first online grocery shop

PESHAWAR: The first online grocery shop opened in the provincial capital on Wednesday.

Khyber Pakhtunkhwa Chamber of Commerce and Industry president Fawad Ishaq inaugurated the outlet of Durshal Delivery in Hayatabad Township during a special ceremony, which was organised by the Women Business Development Centre, Peshawar.



Senator Sitara Ayaz, IM Sciences Peshawar director Dr Mohsin Khan, political activist Rabia Basri, provincial Smeda chief Javed Iqbal Khattak, WBDC project manager Nabeela Farman, noted woman entrepreneur Nelofar Sami and representatives of educational institutions attended the event.


Durshal Delivery launched by Abida Jilani, a widow, will take orders of groceries valuing not less than Rs5,000 by the telephone, SMS or email.



The orders will be delivered on payment of the Rs100 transport charges.

The idea of the unique service’s launch has been taken from a Discovery Channel programme.

وزیراعظم نے ٢ سال میں پہلی دفعہ خیبر پختونخوا اے اور ہمیشہ کی طرح بونگیاں مار کر چلے گئے
جس کے اپنے کارکن پارٹی سے راضی نہ ہوں تو وہ اپن گڑھ کیسے واپس لیں گے ؟
اپنا گڑھ ہی واپس نہیں ملے گا تو خیبر پختونخوا نیا کیسے بنے گا ؟
بنانا تو دور کی بات جو بن گیا ہے اسکا بیڑا غرق بھی کر دیں گے
