24 universities not recognised by HEC



ISLAMABAD, Nov 14: As many as 24 public sector and private universities all over the country are not recognised by the Higher Education Commission (HEC), Dawn has learnt.


As a result, the efforts and hard work of students goes in vain as HEC refuses to attest their degrees. Without the attestation, students are unable to get government jobs or even admission in foreign universities.


According to official documents available with Dawn, four private universities of the federal capital do not have a No Objection Certificate (NOC) issued by the HEC as these lack infrastructure and other facilities.


The universities are My University, The Dar-ul-Madina International University, South Asian Strategic Institute University and Capital University Islamabad.


Similarly, the HEC has not recognised seven public universities in the Punjab.


The Ghazi University (D.G. Khan), Women University Multan, Information Technology University (Lahore), Mohammad Nawaz Sharif University of Agriculture (Multan) and Baba Gurunanak University Nankana Sahib are not recognised.


In addition, the Government Sadiq College for Women Bahawalpur and Govt College University Sialkot are also working without an NOC, but their cases are pending in HEC.


Furthermore, in Sindh, six private and two public universities have not been issued NOCs by the HEC.


According to the documents, the private universities in Sindh are: Pakistan Institute of Management Karachi; Nazeer Hussain University Karachi; Hyderabad Institute of Arts Science and Technology; Qalandar Shahbaz University of Modern Sciences Karachi; Karachi Institute of Technology and Engineering and Shaheed Benazir Bhutto City University Karachi (SBBCUK).


However, SBBCUK’s application for an NOC is under process in HEC.


The two public sector universities of Sindh mentioned by the HEC are Shaheed Benazir Bhutto University of Veterinary and Animal Sciences (Sakrand) and Jinnah Sindh Medical University Karachi.


Similarly, the HEC has mentioned two public sector universities of Khyber Pakhtunkhwa – Khushal Khan Khattak University (Karak) and University of Swabi – which have not been issued an NOC.


In addition, two public sector universities of Balochistan have not been recognised.


These are University of Turbat and University of Loralai, but both universities’ applications for NOCs are in process.


Documents also show that the University College of Administration Sciences Kotli (AJK) is also working without NOC but its application is in process.


According to the documents, HEC has been coordinating with provincial higher education departments to guide the unrecognised universities to submit a feasibility report.


This report should be in light of the ‘Criteria Guidelines for the Establishment of new universities’ duly approved by the federal cabinet for the issuance of an NOC.


Furthermore, universities have also been contacted by the HEC to fulfill all the requirements for the issuance of NOC because degrees of such universities would not be recognised otherwise, the documents maintain.


An officer of HEC, requesting anonymity, said the national and provincial assemblies had passed bills for public sector and private universities, but the universities had not bothered to obtain an NOC.


“Students suffer because their universities are not recognised. They contact the HEC seeking recognition of their degrees but they are disappointed when they come to know that their degrees cannot be attested,” he said.


The officer added that the commission alerted parents about such universities through advertisements in leading newspapers on a quarterly basis. He said parents and students were warned not to enroll in universities not recognised by the HEC.


“The commission, in its 28th meeting (held on April 9, 2013), had shown serious reservations in granting recognition to universities that had not obtained an NOC,” he said.


A senior officer of HEC said the commission had been trying its best to ensure quality education all over the country.


“The newly appointed HEC chairperson, Syed Imtiaz Hussain Gilani, while addressing employees said that there will be no compromise on the quality of education in the country,” he said.


Director General Attestation and Accreditation HEC Raza Chohan, while talking to Dawn, said registration of universities was a time consuming process but the commission had been pushing universities to complete the process so that these could be recognised.


“Some universities have applied for NOCs while others have been instructed to submit feasibility reports. There is a simple method and as soon as a university is recognised, its name is included in the list (of recognised universities) available on the HEC website,” he said.


“At the moment, 155 universities are recognised while 24 are being pushed for registration,” he said.

KARACHI: A former in-charge of the Karachi Tanzeemi Committee of the Muttahida Qaumi Movement (MQM), Hammad Siddiqui, is apparently a ghost employee at a Karachi Metropolitan Corporation (KMC) hospital.


Siddiqui, who has been out of the country since May 2013 when his party membership was terminated, was withdrawing Rs40,600 as a 19-grade officer and director at the Rafiqi Shaheed Hospital near Light House.


KMC health director Dr Salma Kauser told The Express Tribune that they received reports on ghost employees at the hospital that included Siddiquis details. Siddiqui was a ghost employee and we have informed the authorities. Out of the 165 employees at the facility, 42 are ghost employees, she said.

An MQM spokesperson said that, since Siddiqui was terminated from the party, he was responsible for his own actions. When he was in Karachi and part of the party, he used to go to work regularly, said the spokesperson.

your tiny bubble is bursted when the story mentions that he became the gjost employee when he went to dubai after his party membership was terminated, which means that when he was in the party he was not a ghost employee :)

I was expecting such response from you as you often demonstrate lack of reason and understanding of realities on the ground.

As the article mentions there are other ghost employees as well - but doesn't name them.

You lack sense of ground realities because you fail to understand that no one will mention names of people on parchi unless they want to risk their own jobs. This guy was named because he left the MQM party. Who in their right mind would raise accusation against current MQM workers, given party's record of murdering people?

In addition, I can name names at my own institution with similar scenarios but referenced an article so it doesn't leave doubt.
