The U.S. is out of Afghanistan without a victory that they had badly wanted. The Taliban are poised be back with full force. Post withdrawal plans have been in the works now for quite some time. Ashraf Ghani has been put in place but the United States knows very well that he will not be able to withstand on his own, no way at all.
Filling the vacuum in Afghanistan to replace the United States has been the most critical question. Americas choice has always been to get India involved to replace it. However after spending hundreds of hours of planning and brainstorming with the Indians the United States came to the conclusion that
A) India is not willing to put their military boots on the ground.
B) India will not be their good boys and will not play the American game, instead they have their own dirty game more directed at Pakistan to covertly destabilize and disintegrate Pakistan, thus creating a bigger regional upheaval.
C) This is unacceptable to the U.S. and especially China, which is Americas largest financial and economic partner in the world.
Eventually the decision has been made and the choice is Pakistan and its military. Yes, the Pakistani military needs dollars and the government needs America. A symbiotic relationship has been played many times before and proven to be successful.
In this context the general (Raheel Sharif) goes to the U.S. He had prepared and done his homework, as he is fully aware of the strategy. Lengthy discussions took place in Washington with the defense planners and the foreign policy establishment. The plan is finalized; Musharraf II is created and effectively chosen.
