Govt has the votes. Govt just wanted to soften it by giving opposition enough time to come to terms with it. Fact is, opposition will never accept it, because standard voting system is easy to rig...

You are confusing legislation with constitutional amendment.
Govt needs a simple majority to pass a law. They need 2/3rds to amend the constitution.
