With all due respect i would like to disagree. You will see Such a bag being carried along PM or President of those countries who have active nuclear weapons.

If this is a protective shield then y most of the head of states don't use it, Why it is only carried by nuclear weapon states? Because their is a laptop or some kind of a device inside the bag to feed nuclear codes.
