It clearly shows that he was tax resident of pakistan. Tax resident of pakistan can still live in uk for around one year. So for tax fraud, he earned his money as tax resident of pakistan and did not pay tax in any country. Because he was citizen of Pakistan. As Pakistani citizen he has to file tax returns. He failed to declare his UK income in Pakistani tax returns because he was already paying taxes in UK in their tax returns.
