CM, MAYOR KARACHI DISCUSS DEVELOPMENT PROJECTS

Mayor Karachi Waseem Akhtar called on Sindh Chief Minister Syed Murad Ali Shah at Chief Minister house in Karachi on Wednesday.

Sindh Minister for Local Government Jam Khan Shoro was also present on the occasion.

According to the spokesman of Sindh Chief Minister house development projects of the Karachi were discussed in the meeting.

The Chief Minister said we will work together for the betterment of the city as the city belongs to all of us.

KARACHI: Sindh Chief Minister Syed Murad Ali Shah has said that service to the people of Karachi is above politics and party affiliations. "This is my city as it also belongs to other citizens and we all have to make it neat, clean and beautiful."

He said this while talking to Mayor Karachi Waseem Akhtar who called on him along with the Local government minister Jam Khan Shoro here at the Cm House. Deputy Mayor Mr Vohra also joined the meeting.

The CM said that there were a lot of issues in the city such as its roads are in dilapidated condition, gutter lines are either broken or chocked, garbage lifting service is very poor and heaps of garbage has been accumulated at different places. "I know this because I keep visiting the city off and on to inspect the quality and pace of on-going development works under Rs10 billion Karachi package."

Karachi's Mayor Waseem Akhtar said that apart from these issues there are the problems with fire tenders, snorkels and the parks are in poor condition. 'I have worked out a plan to succeed 100 days of cleanliness in which small repair and maintenance works of roads, drainage and water supply lines would be under taken if you (CM) extend a helping hand." On this the chief minister said that he is always willingly ready to support him. "There is no issue of funds, I would arrange for this city," he assured the mayor.

The chief minister directed Mr Jam Khan Shoro to sit together with the Mayor and work out a plan to rehabilitate the roads, water supply lines, improve drainage system, purchase fire tenders and develop a mechanism to lift the back log of the garbage before the private firm start lifting it from the DMCs areas and in addition to this other things which the mayor wants to start. "You just complete your activity, I would do the maximum for the people of Karachi," he said.

It was decided In the meeting that the parks which are in poor condition would be awarded under `adopt a park' program so that they could be developed for the interest for this city.

They also discussed and decided to award the maintenance contract of the snorkels to their concerned companies. "The local maintenance has created serious problems in the snorkels," informed the local government minister.

The CM committed "we all have to work together for this city, I would give you maximum resources, technical and other support without any delay," he said.

It was decided in the meeting to remove encroachments along the roads and bulldoze illegal constructions in different localities for which Sindh government would provide Anti-Encroachment Force to the Mayor.

Mechanical sweepers rot as road cleaning plan flops in Karachi

KARACHI: The major roads of the city are yet to be familiar with the cleaning work of Mechanical sweepers worth millions of rupees imported by the Karachi Metropolitan Corporation (KMC), few years ago for cleaning of streets and arteries, it is learnt.

The insiders told Daily Times that all the mechanical street sweepers have been rotting at the KMC ground, near Mewa Shah Graveyard. These mechanical sweepers are parked at the KMC's Machinery Pool Department, near the graveyard as major spare parts of the machine sweepers have gone missing.

The machines left inactive and off the roads, have been lying abandoned in the open for years and most of them are now out of order and needed an immediate repair to be operational. Years of negligence and lack of maintenance have made these machines non operational, as harsh weather conditions have also added to the damage of those machines. No measures have been taken so far to protect them against such adverse conditions.

It is pertinent to mention that the City District Government Karachi (CDGK) in 2006 had initiated the mechanized sweeping of city roads. Initially, 30 mechanical sweepers were imported, while 28 major streets were spotted for regular machine sweeping. Gradually, the number of machines as well as roads was also increased.

The project had been running successfully with a fanfare for a few years, however since 2010, the sources said, the situation had started worsening and maintenance of majority of the road sweepers was stopped.

These mechanical sweepers were imported from Turkey at the cost of Rs1.45m each and needed a tractor with drawbar to pull it up for sweeping.

At the time of its launch, it was claimed that the machine had a capacity to sweep a track of Shahra-e-Faisal up to eight kilometers within eight hours and had output strength of 60 to 80 times higher than manual sweeping.

The CDGK had announced that, in the initial stage, mechanized sweeping of about 200 kilometers of city roads would be undertaken on a daily basis. It had also claimed that importing these machine sweepers would also pave the way for the program to privatize garbage collection in the city.

Projects at KMC sports complex delayed further

KARACHI: The sports projects at Kashmir Road sports complex of KMC which were nearing completion have been delayed as the contractor has passed away, ‘The News’ has learnt.

The projects are about ninety percent complete.

These projects had already been delayed due to financial crisis in the KMC but now after the death of its contractor it would be further delayed, sources said.

The KMC high-ups are right now striving to get funds for repair and development work of roads and garbage disposal, so there is little chance of sports getting importance.

The work at the KMC sports complex was expected to be finished by the end of this year.

KMC has developed a bowling alley, new squash courts, a futsal arena, badminton courts, a volleyball court, three cricket practice pitches and a football ground at the complex.

Futsal and bowling alley are popular sports among the young generation of the city.

A pavilion has been built which can accommodate more than 2000 spectators. The pavilion is in front of the football and athletics facilities.

A tartan track was included in the initial plans but later dropped due to lack of finances.

A high officials of KMC told ‘The News’ that they were striving to complete the work as soon as possible. He said the next year’s summer camp would be held in a befitting manner.

Some projects, including the swimming pool and the diving pool, have already been completed. The swimming and diving pools have been operational for many months.

LEAs arrest senior director KMC

KARACHI: The law enforcement agencies on Tuesday rounded up a senior director of Karachi Metropolitan Corporation (KMC), Javed Abdul Raheem, from near Islamia College in Guru Mandir area, ARY News reported.

Senior Director Food and Quality, KMC, who reportedly belongs to a political party, has been shifted to an undisclosed location for interrogation.

ARY News reporter Asif said Abdul Raheem used to work for the organizational committee of MQM in Karachi.


It is pertinent here to mention that a crackdown was launched against MQM after August this year for allegedly having links with Indian spy agency and running a squad of target killers in Karachi.

On the other hand, an anti-terrorism court today sent arrested MQM member of Sindh Assembly Kamran Farooqui on judicial remand in jail. The investigation officer said Kamran had confessed to his crimes. While, the MPA told media that all things will be cleared by the time.

Wasim urges political parties to work for Karachi’s uplift

KARACHI - Karachi Mayor Wasim Akhtar said on Monday that all citizens must join hands for the progress and betterment of the city, and the political parties needed to play a positive role in this regard.

He expressed these views after talks with the head of Pakistan Democratic Party (PDP) Basharat Mirza at his residence.

The mayor was accompanied by Parliamentary Leader in the City Council Aslam Afridi, DMC East Chairman Moeed Anwer whereas PDP Karachi President Arshad Mirza was also present on the occasion.

On arrival, Wasim was welcomed by Basharat Mirza and other local office-bearers of PDP.

He said that the purpose of his visit to various political parties’ offices was to bring these on one page over the issues of Karachi.

He said that people had elected him and his colleagues for solving their problems. “We have started work in the city, and we want to take on board all other parties so that we all could work for the progress and betterment of the city,” Wasim added.

Meanwhile, Karachi mayor has said that fumigation work has started in Malir as part of the 100-day cleanliness campaign in the city.

“We request the provincial government to take effective measures for the prevention of epidemics and improve the condition of Saudabad Government Hospital,” he added.

He said this during a visit to the Saudabad Government Hospital on Monday evening along with DMC Korangi Chairman Nayyar Raza, Director Municipal Services Masood Alam, Director Medical Services Dr. Muhammad Ali and others.

Wasim went to different wards of the hospital and met with the patients suffering from mysterious disease.

The DMS of hospital briefed him about the situation.

The mayor expressed concern over the spread of mysterious disease in some areas of district Malir and urged health and medical officials to ensure its prevention.

He said it was his desire to put in maximum efforts with available resources.

Karachi mayor to sort out differences with Sindh government through talks

The Karachi Metropolitan Corporation's Mayor Waseem Akhtar has urged the Sindh government to devolve the powers to the local councils so that they can work smoothly. "Muttahida Qaumi Movement-Pakistan will continue to struggle for the autonomy of the local government," he said speaking at a press conference at Hyderabad Municipal Corporation's Jinnah Hall, here on Wednesday.

He said though he and his party wanted the empowered local bodies, they will not resort to the politics of confrontation or agitation against the provincial government. Karachi Mayor said that the prevailing circumstances in the country and the military's fight against terrorists were the reasons that they desisted from political agitation.

He said the allocation of funds and impeding the local bodies from garbage disposal, water supply and drainage, were the main areas of disagreement between him and Sindh government.

"As a first option, the MQM-Pakistan will try to convince the provincial government through negotiations to meet their demands," he said, adding that they may take the issue to the Supreme Court on whose order the local government elections were conducted last year. When asked how much time his party would give to the Sindh government for sorting out the controversial issues he avoided giving a deadline.

Karachi Mayor asserted that devolution of powers to the local government would lead to strengthened democratic institutions in the country. He demanded special packages from the prime minister and Sindh chief minister for Karachi and Hyderabad.

"I know Prime Minister Mian Nawaz Sharif is worried about Karachi and he wants to see development in Karachi alongside other parts of the country and particularly he wants success of CPEC project," he said citing that former President Asif Zardari laid the foundation of the CPEC project while Nawaz Sharif was vigorously carrying it forward.

The Mayor is back in Baldia. He has already launched his 100 Days Programme starting from the cleanliness. Karachi offers him a great opportunity for the ‘broom photos’, the way urban Punjab does that for ‘Barish photos’ in monsoon to its leaders. But what else is left for the Mayor in the office. Almost everything is with the provincial or the federal government – Karachi Water and Sewerage Board, Sindh Solid Waste Management Board, Karachi Urban Transport Corporation and Karachi Infrastructure Development Company etc. And he has already started talking about his ‘limited authority and unlimited passion’.



With such statements, the Mayor takes us to the power equation of the city and the provincial government and then to a realpolitik question: when PPP government in the center was devolving powers from the federation to provinces, they knew they had massive gains in store for them in the times to come given their position in Sindh and the Sindhi syndrome of emotional politics. But what was Mayor’s party thinking when they were failing to strike a better deal to empower Karachi – or for that matter Hyderabad – in the new local government system in the province. Nothing much is left for their Mayor now. All he can do for the city is to show his ‘unlimited passion’.



Nothing much is left for Karachi in the city when the community has abandoned it. The apathy is such that even the resourceful, rich and the professional middle classes with global ethos are fine with living in the most expansive slums in the world. Otherwise, they are generally the ones who challenge, guide and motivate city governments and shape up the urban agenda. Even they are unable to sit together to arrange things for themselves if their beloved political parties are constantly failing on that account. Compare this with the communities in Sialkot (city infrastructure), Hunza (education) and Rabwah (community policing) just to name a few and see the direction of the community in Karachi. They are just working against themselves – even destroying their opportunities and resources instead of building them. For example, letting your massive waste water go untreated into the sea will diminish the prospects of desalination in the future to enhance capacity of municipal water.



Same is the case with other cities of Sindh. With the salient feature of poor urban governance coupled with arrogance on being the only electoral choice of the people, the ruling party doesn’t see that only about half of the urban population in Sindh (excluding Karachi) have access to low quality piped water running for 2-4 hours a day. There is only 40% coverage to garbage collection and little attention is paid to its proper disposal. There is no sewage treatment system in second tier cities. Around 60% of urban population use open sewers often blocked and making ponds of waste water. These are some of the figures on basic amenities that are quoted very often. They are going up as the time passes and Sindh ages with PPP. The same can easily be said about other cities in Pakistan but what is striking here is the constant decline in people’s contact with public offices and government functionaries to take up matters with them for redressal. Civil servants who go from Punjab or KP to serve in Sindh are appalled to see this. As the public trust wanes, the ritual in stupor continues – the rite of voting for the ruling party.

But the decay is deeper. And this has strong connections to the storm ahead. Sindh is fast losing its Maulai culture. While we fear that militant outfits are still active in southern Punjab, their vanguards are very well established in Sindh with ever increasing missions moving from town to town and ‘converting’ the believers of unity in diversity. The questions as to who was the beneficiary of the old culture (the peers and feudals) and on its repercussions have their place but the strong spirit of harmony and coexistence that this land carried throughout its history would become only a great story to tell in the centuries ahead if the current shifts are not taken seriously.



What kind of policies, resources and community alliances are required to address this and where to start with are essential questions. All we know is the fact that the gaps in trust between the government and the public are the entry points of the non-state actors. The areas where the governments fail are the key issues these groups take up to their advantage. And all we know is the fact that the ruling party in Sindh is giving them ample space to flourish and to change this land for good.

KMC plans to light up Karachi with mercury energy savers

KARACHI: Karachi Metropolitan Corporation (KMC) has chalked out a plan to illuminate city's 32 main roads, nine underpasses, 28 flyovers and 25 bridges with newly designed mercury energy saver bulbs.

The Chief Engineer, KMC, Shafi Chachar said that on the directives of Waseem Akhtar, Mayor Karachi, Rs 70m would be spent on the procurement of mercury bulbs and on their fitting expenditures.

In the first phase, work of installing new and replacing old bulbs will be carried out on Shahrah-e-Faisal. In the second phase, the work will be undertaken on Tariq Road, Tipu Sultan Road, Shaheed-e-Millat Road and Sharah-e-Quaideen and in the final phase, underpasses, flyovers and bridges would put on the new lights.

The plan of installing new bulbs has been designed with the view of ensuring security to the commuters during their travel in the darkness and it will take over three months to complete the task, he added.

The KMC had not carried out any such work during the last four months due to lack of funds and absence of proper administration, he mentioned.

Raza Abbas Rizvi, the Senior Director, Municipal Services Tax, KMC said that "Due to financial crunch in the KMC, it has been decided that power consumption charges of streetlights and roads would be adjusted with the KMC's payable dues and taxes by the Karachi Electric (KE).

He said KE owed around Rs 2.50 billion to KMC on the head of octroi and other taxes, besides occupying KMC's land for the purpose of installing 93,000 electric poles and Poll Mounting Transformers in city.

According to different survey reports submitted to Commissioner Karachi by various non-governmental organizations and members of civil society, around Rs 450 million to Rs 500 million are being spent annually on lighting up the city's main roads, streets, lanes, flyovers and bridges.

According to the report, some of the major bridges and highways that wear darkness due to non-availability of proper lighting are Malir Bridge, Link National Highway to Super Highway Bridge, I C Bridge, Tower Bridge, Mari Pur Bridge, Sher Shah Bridge, Love Line Bridge, Lasbela Bridge, Hati Bridge,Essa Nagri, Gulshan Bridge, Old Sabzi Mandi, Yaseenabad Bridge, Imtaiz SuperMart Gulshan Bridge and others.

Similarly, underpasses without lights include Nazimabad, Liaqutabad, Garibabad, Shorab Goth, Sharah Quaideen, Clifton, University Road and others.

Flyovers without lights include Hino Chock KPT, Jam Sadiq, Quaidabad, Dawood Chowrangi, Hasan Square, Stadium Road, Karsaz and the like.

Mayor vows to restore lost status of Hyderabad

The Mayor Hyderabad Syed Tayyab Hussain vowed to restore the lost status of Hyderabad by providing all civic amenities to the citizens of historic Hyderabad. The Mayor expressed these remarks while speaking as chief guest here on Monday at a ceremony of the distribution of necessary cleaning materials at Union Council level. Syed Tayyab Hussain said that he already made a firm commitment with the citizens to ensure the provision of health and clean atmosphere to the citizens of Hyderabad City and Latifabad despite limited resources of the corporation.

He maintained that all achievements in respect of improving the civic facilities would be made with dedicated and devoted efforts. He asked the officers concerned to discharge their responsibilities with honesty and accomplish all assigned tasks in bringing the lost glory of historic Hyderabad.

MC chairman points out embezzlement in MC funds

MIRPURKHAS - Municipal Committee Chairman Farooq Jameel Durrani alleged on Sunday that huge funds of Municipal Committee were misappropriated in the past.

“A day before I took oath as MC chairman, Rs8 million were drawn from the accounts of MC, whose record is not available in his office,” he said, and added, “Cash Clerk Mir Maqbool, and other staff, including the administrator, were involved in the embezzlement, as evident by the absence of clerk who has been missing for the last several months along with official records of MC.”

Giving answers to the questions of local journalists here at his office on Sunday, he said that unfortunately last month in November, “We received OZT installment, half of which had been deducted by Sindh Finance Department, which is injustice with the citizens of Mirpurkhas as only we are authorised to pay salaries and pensions to the employees.

He lamented that despite the fact that stories of embezzlement of funds were published in newspapers, particularly during the tenure of incumbent deputy commissioner of Mirpurkhas, no authority is ready to conduct the inquiry in this regard.

Talking about the missing cash clerk, MC chairman said legal process had already been set in motion to sack him, and in the beginning show cause notices had been issued to him.

He expressed the hope that very soon a case would be registered against him.

“We are making all-out efforts to provide civic facilities to the citizens, but the main hurdle is the shortage of funds,” he informed.

He demanded the Sindh chief minister, finance secretary and other authorities to provide to the Municipal Committee the amount withheld in November and ensure regular supply of OZT installments to the MC without any deduction to ensure proper sanitary condition in the city.

Heavy budget approved for repair of govt buildings

MIRPURKHAS - A high-level meeting of Divisional Oversight Committee, Mirpurkhas has approved the repair and maintenance of buildings, housing government departments in districts Mirpurkhas, Umerkot and Tharparkar.

It is recalled here that in these districts the government offices, including those of revenue, are housed in old buildings, which are in a dilapidated condition and there is an acute need for their repair and maintenance.

The committee’s meeting, held here on Thursday, was presided over by its Chairman and Mirpurkhas Commissioner Shafiq Ahmed Mahesar, and was attended by government officers of different departments from these three districts.

According to details, the meeting okayed total Rs38915000 million for the repair of government buildings in district Umerkot.

Similarly for district Tharparkar, the meeting sanctioned schemes worth Rs36661000.

The committee chairman strictly directed the officers to ensure completion of these schemes on their stipulated time, and also ensure quality of work.

He also asked deputy commissioners of these districts to visit sites of these schemes in order to keep an eye on the work standards.

KARACHI - Newly elected local bodies remain toothless as major local departments and funds captured by the Sindh government, The Nation learnt.

World’s eighth largest city became a garbage yard in last couple of years while major departments including City Master Plan, Karachi Development Authority, Karachi Water and Sewerage Board, Karachi Building Control Authority and Solid Waste Management working under the supervision of the local bodies since last local bodies government.

Tire Sindh government which ruled the city for last eight years, failed to resolve the basic issues of the city but captured the command of all such departments directly related to the welfare and infrastructure of the city and citizens.

Alter six years lull elected local government representatives could only get Karachi Metropolitan Corporation (KMC) to resolve the issues. KMC have already been facing financial crunch since last many years.

A senior representative of local bodies while talking to The Nation said that we got the designations alone after such a long exercise of elections. He said that during the delay of last six years Sindh government managed to take the control of lucrative departments but deliver nothing which resulting the city generates more than 70 per cent revenue of the country have ruined.

He pointed out that PPP leadership and their legislatures were hailed for entire Singh have no idea about the problems and issues of the city. He said that 70 per cent of the legislatures were not even visited district central and other adjoining areas of the city in their whole life than how they could realize the issues of the people where they rules.

As Sindh government took the control of Master Plan Department, KDA and Karachi Building Control Authority highly lucrative departments land mafias appeared in the city ruined the infrastructure, started China Cutting.

Another department which recently restored from defunct status after long years, known as Karachi Development Authority failed to fulfil its responsibility as its schemes like MBA Scheme-36 Known as Gulistan-e-Johar; Schem-44 known as Surjani Town, MBA Schenre-33 Gulshan-e-Maymar and Gulistan-e-Johar were change into dilapidated areas.

Locals of the areas have complained that all major and minor roads were destroyed due to lack of repairing works and lack of attention by the concern authorities. In these area public parks seems like garbage sites due to the absence of garbage lifting system.

Karachi Water and Sewerage Board (KW&SB) also run in worst condition since the tenure of Mustafa Kamal. The organisation has failed to collect its monthly bills from the bulk and industrialist consumers causing facing a financial crisis. The organisation has unable to repair the dilapidated sewerage line and water supply lines.

KW&SB has not a handsome budget to repair its pumping machines that cause water board facing hurdle to provide water supply in various localities located at the altitude level of the city. Following the lack of maintenance work of sewerage system in city streets of various localities drowned in sewage water.

Acting Mayor of the city Dr Arshad Vohra when contacted told The Nation that we don’t want to take the control of all such department captured by Sindh government in last couple of years but demanded to take local bodies representatives into confidence or on board to resolve the issues.

He said that we don’t want any sort of confrontation but want to resolve citizen issues, He said that the city will rather destroyed if Sindh government ignores the local bodies in decision making ahead of tire issues of the metropolis.

Dr Vohra further said that its essential to remove the garbage from the street of the city and Sindh government department Solid Waste Management Board (SWMH) is responsible to take off the waste from the city. Dr Vohra demanded to taken city government on board at least in the meeting and decisions of SWMB.

In reply to question Minister Local Government Sindh Jam Khan Shoro told The Nation that we have much better coordination with Deputy Mayor and even with district chairmen. He said that Sindh government would facilitate them all level by any means. He said that KMC is an independent department must work properly while Sindh government would help them out if they need.
