Pervez Khattak ( Pashto: [FONT=&amp]پروېز خټک[/FONT]‎; born 1 January 1950) is a senior Pakistanipolitician, parliamentarian and is serving as the Chief Minister of Khyber Pakhtunkhwa. He also served as the Irrigation Minister of Khyber Pakhtunkhwa and twice Minster of Industries & Labour in the past. Mr. Pervaiz Khattack relinquished his elected post as the Secretary General of Pakistan Tehreek-e-Insaf on 25 September to Jahangir Tareen .


On 13 May 2013, Chairman PTI, Imran Khan nominated Pervez as the Chief Minister of Khyber Pakhtunkhwa, the top post in the province where Imran Khan's Pakistan Tehreek-e-Insaf (PTI) is the single largest party with 45 out of 99 seats, the party gained another 10 seats through allocation which increased its total seats to 55. Khattak was elected CM with 84 votes, more than his nearest rival from JUI-F Maulana Luftur Rehman who secured 37 votes. He will head a coalition government with PTI as the leading party while Jamaat-e-Islami and Qaumi Watan Party will also be part of the government.[SUP]

KPK was not a Governable state when PTI took charge after 2013 elections. Most seasoned politicians Sheikh Rashid and senior columnist Hasan Nisar advised Imran Khan not to accept the Government due to extreme worst law and order situation. Both claimed that it's a trap from PML-N . Both claimed that they know Imran Khan for long.

On the contrary, entire world knows that Khan loves challenges and accomplishing " Mission Impossible" .

Due to the Khan sb injury, KPK wasted couple of months but Imran Khan promised that Pakistan will witness change and improvement every month.

KP assembly makes record legislation

Mushtaq Ahmad Ghani, Advisor to Chief Minister KP on Information, said the PTI-led provincial government had made record legislations as around 100 laws were enacted by KP assembly.

خیبر پختونخوا کی ٣ سالہ حکومت کا جائزہ

تحریک انصاف کی کامیابیاں
​

تحریک انصاف کے انٹرنیٹ جہادی سپپورٹرز تو خیبر پختونخوا حکومت کی خوبیوں کو بڑھا چڑھا کے پیش کرتے ہیں جو بہت ضروری ہے . جہاں اتنی منفی خبریں ہوں وہاں اچھی خبر ہوا کا ایک تازہ جھونکا ثابت ہوتا ہے . مگر ہمیشہ وہ گروہ یا قومیں ترقی کرتی ہیں جو کھڑے ہو کر ایک دفعہ اپنی کارگردگی کا ناقدانہ جائزہ لیتی ہیں . آئین ایک کوسش ہم بھی کر لیتے یہں . حکومت ملنے سے پہلے کا پس منظر کیا تھا ، پہلے اسکا جائزہ لیتے ہیں

جب سے افغان جنگ شروع ہوئی تھی ، اس وقت سے یہ بدقسمت صوبہ اور صوبے کے عوام جنگ کے اثرات اور افغان مہاجرین کو برداست کرتے رہیں ہیں . جنگ ختم ہونے کے بعد دہشت گردی نے ، بھتہ خوری اور اغوا نے باقی کسر پوری کر دی . محل وقوع کی وجہ سے یہ صوبہ ہمیشہ خطرات میں گھرا تھا اور رھے گا . مرکز کے دائمی ناموافق روئے کی وجہ سے صوبے میں لسانی سیاست زوروں پر تھی . اندازہ کریں کے ایک لسانی جماعت ٦٥ سالوں سے صوبے کے نام میں تبدیلی کا مطالبہ کر رہی تھی جو بلاخر زرداری نے پوری کی . تبدیلی نام کے بعد نہ زمیں ہلی نہ آسمان گرا مگر اے این پی کی سیاست جو صوبے کے نام پر چل رہی تھی ، اسکا خاتمہ ضرور ہو گیا . پچھلی حکومت نے لوٹ مار کا بازار گرم رکھا تھا اور انتظامیہ پوری طرح سے مفلوج کر دی گئی تھی . امن امان اور جان مال کی کوئی گارنٹی نہیں تھی . پھر ٢٠١٣ کے عدالتی الیکشن ہوتے ہیں اور لسانی بنیادوں پر تمام پارٹیوں کو انکے صوبوں کا قبضہ دے دیا جاتا ہے اور مرکز پر ایک نہ اھل حکومت اور کرپشن میں بھر پور مہارت رکھنی والی پارٹی کو پاکستان کے لوگوں پر مسلط کر دیا جاتا ہے . پلاننگ کرنے والوں نے پلاننگ یہ کی کے صوبہ تحریک انصاف کے حوالے کر دو تاکے انکی سیاست وہیں دفن ہو جاتے . وہی چال دشمنوں پر الٹ پر گئی اور تحریک انصاف کے بہترین دماغوں نے مندرجہ ذیل انقلابی تبدیلیاں لا کر دشمنوں کی بازی الٹ دی .

تحریک انصاف کی سیاسی زندگی میں حکومت کرنے کا یہ پہلا تجربہ ہے . یاد رھے کے کرپشن کے لبادے میں ملبوس ایک منحوس سیاسی لیڈر کہا کرتا تھا کے انکی پارٹی تجربہ کار لوٹیروں پر مشتمل پارٹی ہے جنھیں بریفنگ کی ضرورت نہیں . پھر اسی منافقین وقت اور جھوٹوں کے سردار نے خوشامندوں کی جھرمٹ میں کہا کے حالت کو سمجھنے میں ہی ٣ سال گزر گئے اور پتا ہی نہیں چلا . پتا نہیں لوگ اس سنگدل مذاق پر کیسے خوش ہو کر تالیاں بجاتے ہیں ؟

تحریک انصاف پاکستان نے پاکستان میں ایک منفرد ریکارڈ یہ بنایا کے اپنے منشور میں لکھے ھوے بہت سے وعدوں کی تکمیل کر دی جو آجتک کسی پارٹی نے ایسا کرنے کا سوچا ہی نہیں تو تکمیل تو " پانامہ ھنوز دور است " کی بات ہے. تحریک انصاف نے اداروں کی بحالی کے لئے بھر پور کوشسش کی . پاکستان میں سیاست داں اپنا قلعہ قائم کرنے کے لئے بھرتیوں کا فارمولا اپناتے ہیں . تحریک انصاف نے ایسے سسٹم پر کام شروع کر دیا کے عام عوام کو اپنے حلقے کے ممبر اسمبلی کے چکر ہی نہ لگانے پڑیں . یہ ناممکن کام صرف تحریک انصاف کے لیڈر عمران خان کے ویژن سے ہی ممکن تھا

تحریک انصاف کا سب سے بڑا کارنامہ صوبے کو لسانی سیاست سے علیحدہ کرکے قومی دھارے میں شامل کرنا تھا. صوبے میں کرپشن اور بدانتظامی کے سامنے بند باندھ دیا جو کسی اور صوبے میں ایسا ممکن نہیں ہو سکا

تحریک انصاف کی حکومت کا دوسرا بڑا کارنامہ کرپشن پر کنٹرول ہے ،پاکستان کی انٹرنیشنل کرپشن رنکنگ بہتر کرنے میں مدد کی

تحریک انصاف کی حکومت کے منسٹرز نے اپنی جان کی پرواہ کے بغیر پروٹوکول فری صوبے کی داغ بیل ڈالی

تحریک انصاف کی حکومت نے پولیس کے محکمے کو سیاسی مداخلت سے بلکل آزاد کردیا اور ادارے کے سربراہ کو فری ہینڈ دے دیا

تحریک انصاف کی حکومت نے تعلیم کے لئے بجٹ میں ٣٠ فیصد حصہ رکھا جو ١٠٠ ارب روپے بنتے ہیں

تحریک انصاف کی حکومت نے ایک زبردست اور کامیاب پولیو مہم چلائی . ان پولیو ورکرز کو سلام جنہوں نے اپنی جانوں کی قربانی دی

تحریک انصاف کی حکومت نے باقی تمام صوبوں کے مقابلے میں بھر پور قانون سازی کی جو شائد پاکستان کی تاریخ میں ریکارڈ ہو

تحریک انصاف کی حکومت نے عوام کو پٹواریوں سے نجات دلوائی .جو کام ہزاروں چکر اور لاکھوں رشوت کے بعد بھی نہیں ہوتا تھا

تحریک انصاف کی حکومت نے پہلی مرتبہ اطلاعت کی رسائی کا قانون بنا کر پاکستان کا نام بینلقوامی طور پر روشن کیا

تحرک انصاف کی حکومت نے سرکاری بھرتیوں پر عوامی سیاستدانوں کا کنٹرول ختم کرے ایک آزاد نظام قائم کیا

تحریک انصاف کی حکومت نے پہلی بار کاغذوں میں شجر کاری کی بجائے حقیقت میں اس مہم کو ایک نئی بلندی پر لے گئے

تحریک انصاف واحد جماعت ہے جس نے کورٹ کے آرڈر کے بغیر بلدیاتی انتخاب کرواے اور اس میں بہتری کے لئے کوششاں ہیں

تحریک انصاف کی حکومت پاکستان میں واحد حکومت ہے جو ہسپتال کی فرسودہ نظام سے چھٹکارا دلانے کی کوشش کر رہی ہے

تحریک انصاف کی حکومت نے چھوٹے پن بجلی کے سینکڑوں منصوبے شروع کے اور ٣ لاکھ لوگوں کو سستی ترین بجلی بلاناغہ لوگوں کو فراہم کی

میگا پروجیکٹ قوائد اور ضوابط کے تحت شروع کرواے جو دوسرے صوبوں کی نسبت ، انتہائی مناسب ریٹس پر مکمل ھوے



یہ تمام بنیادی کام اور اداروں کی بحالی صوبے کے عوام کے لئے ایک خواب تھا . ایک ایس خواب جو عمران خان نے دیکھا تھا اور اپنی پارٹی کے لوگوں کی مدد سے اسکی تکمیل کروائی . صوبہ جو مرکز کے نہ مناسب روئے کی وجہ سے لسانی سیاست کرنے والوں کے پاس یرغمال بنا ہوا تھا ، عمران خان کے ساتھیوں نے نہ ممکن کو ممکن بنا کر اسکو قومی دھارے میں ڈالا . لسانی قومیت کی مالا جپنے والوں سے چھوڑا کر پاکستان کا فخر بنا دیا . پاکستان اور پاکستانی عمران خان کا جتنا بھی شکر گزار ہوں .....بہت کم ہے . شکر گزار ہونا تو دور کی بات ہے ، آجتک بیچارے پر ذاتی حملے ہی ختم نہیں ہو رھے . یہ ذاتی حملے کروانے والے روایتی سیاسی پارٹیوں اور سیاسدانوں کے لئے خطرے کی گھنٹی بجا دی جسکی وجہ سے وہ تمام مافیا اپنے اپنے نظریات کو بالائے طاق رکھ کر ایک چھتری کے نیچے اپنے اپنے مفادات کے تحفظ کے لئے جمع ہو گیا ھے . جبکے تحریک انصاف نے لوگوں میں شعور دلوا کر انکو سیاست کے کارزار میں لا کھڑا کیا ہے


مگر کیا خیبر پختونخوا کے پہلی نسل کے سیاست دان اپنی اپنی طرز سیاست اور نظریے سے تحریک انصاف کو کوئی فائدہ پونھچایا یا الٹا گلے پڑ گئے . کیا وہ عمران خان کے ساتھ ہیں یا کسی اور کے ساتھ ؟
اوپر دے گئے تمام عملی اقدامات میں انکا کتنا ہاتھ ہے ؟
یہ ہیں وہ دلچسپ سوالات جو ہمیں اگلے الیکشن سے پہلے ڈھونڈنے ہیں .
کیا اپ تیار ہیں ؟

خیبر پختونخوا حکومت اور مرکز کا رویہ
​

ہم سب پاکستانی الطاف حسین ، مولانا ڈیزل ، بلوچستان ، طالبان جیسے لوگوں اور سیاسی پارٹیوں کی مقبولیت پر سر ضرور دھنتے رہتے ہیں کے آخر عوام انکے پیچھے کیسے چلتی ہے . جو بات ابتک میں سمجھ سکا ہوں وہ یہ کے جب اپکا حق اگر کوئی چھین لیتا ھے ، انکو تعلیم سے دور رکھا جاتا ہے ، انکو ترقی کے مواقوں سے دور رکھیں گے تب لوگ سر بھی کٹوا دیتے ہیں مگر وطن دشمن طاقتوں کے الاکاروں کے پیچھے کھڑے ہونے سے ڈرتے نہیں . اپ انکوں بندوق ، اغوا ، تشدد جیسے طریقوں سے بھی قابو نہیں پا سکتے . ٦٨ سال کے بعد بھی ہم لوگ یہ بنیادی معمہ سمجھ نہیں سکے تو حل کا کیا سوچنا . اسلئے پاکستان کے تمام صوبوں میں بےچینی پائی جاتی ہے اب مرکز کا خیبر پختونخوا کے حوالے سے رویہ ملھذا کریں . تحریک انصاف پاکستان کی سیاست میں ایک نئی بہو کی حثیت سے داخل ہوئی ہے مگر سیاست کی ساسوں نے ہمیشہ وہی رویہ رکھا جو نئی بہو کے ساتھ رکھا جاتا ہے ........ آٹا گوندھنے وقت ہلتی کیوں ہے ؟

یہ کیسا پاکستان ہے جو لاہور سے شروع ہو کر لاہور پر ختم ہو جاتا ہے ؟

پاک چین کوریڈور کے بارے میں کہتے ہیں کے وہ پاکستان کا مقدر بدل دے گا . یہ کیسا پروجیکٹ ہے جس میں صرف پنجاب کے سیاستدانوں کو ہی پتا ہے کے یہ پروجیکٹ کیا ہے ، کیسے ہو گا اور اسکا فائدہ پاکستان کو کیسے ملے گا . کم از کم خیبر پختونخوا کے تمام سیاسی پارٹیاں اپنے صوبے کے حق کے لئے لڑ رہیں ہیں مگر نقار خانے میں طوطی کی آواز اور میڈیا بھی انکی آواز پر کان نہیں دھرتا .............. کیا اپ یہ سوچ رہیں کے میں متعصب ہوں ؟
حضور کیا خیبر پختونخوا ، سندھ اور بلوچستان پاکستان میں نہیں ہیں ؟

تو پھر متعصب کون ہے ؟

خیبرپختونخوا کے لوگ سن ٨٠ سے مال اور جان کی قربانیاں دے ہیں ، صوبے کے نام میں تبدیلی پر لوگوں نے ٦٥ سال دھکے کھائے . آجکے پاکستان میں وزیراعظم اور اسکا بھائی دونوں اکیلے چین جاتے ہیں اور پنجاب کے لئے پروجیکٹ اور قرضے منظور کروا لیتے ہیں جبکے کراچی ، پشاور کوئٹہ والے مونہ دیکھتے رہتے ہیں .
تو پھر متعصب کون ہے ؟

یہ کیسا نظام حکومت ہے کے پنجاب میں پروجیکٹ بغیر کسی قانون اور قاعدے کے ایک سال کے اندر مکمل ہو جاتے ہیں ، نہ قوٹشن اور نہ آڈٹ ، سٹے ارڈر کو کوڑے داں میں پھینک دیا جاتا ہے مگر دوسرے صوبوں کی حکومت کو سرخ فیتے میں الجھا دیا جاتا ہے ، عدلیہ حکومت کے سے سامنے سیسہ پلائی دیوار بن کے کھڑی ہوتی ہے مگر گھنٹوں میں ملزموں کو تحفظ فراہم کرتی ہے . صوبے کے فنڈز روک لئے جاتے ہیں ، ریلوے کا منسٹر صوبے کی انتظامیہ کی تعریف تو کرتا ہے جب وہ ریلوے کی زمین قبضہ کا چھڑاتے ہیں مگر ایک عدد ان و سی جاری کرنے میں موت پڑتی ہو . . اٹھارویں ترمیم کے تحت صوبے کافی خودمختار ہو گئے ہیں ، مگر مرکز پھر بھی بڑے بڑے پروجیکٹ کے لئے سورن گارنٹی نہیں دیتا .

خیبر پختونخوا صوبہ قدرتی وسائل سے مالا مال ہے مگر پاکستان توانائی کے بحران سے گزر رہا ہے . خیبر پختونخوا ملک کو تیل کی کل پیداوار کا ٥٨ فیصد فراہم کرتا ہے اور مزید اس میں اضافہ کرنا چاہتا ہے مگر مرکزی حکومت اپنی ایک بوٹی کے لئے پورا پاکستان ذبح کرنے پر تلے ہیں . تیل اور گیس برآمد کرنے پر قیمتی زرمبادلہ خرچ کیا جا رہا ہے مگر صوبے کے ساتھ فلسطین جیسا سلوک روا رکھا ہے

دہشت گردی کی جنگ پاکستان لڑے مگر سارا بوجھ صرف ایک صوبہ اٹھائے . خیبر پختونخوا واحد صوبہ ہے جو پاکستان آرمی کا بھر پور ساتھ دے رہا ہے اور مقامی مہاجرین کا بوجھ اٹھا رہا ہے مگر مجال ھے کے مرکز والوں نے کبھی صوبے کے زخموں پر مرہم رکھا ہو ، دہشت گردی سے ہونے والی جگہوں پر کبھی پونھچھے ہوں اور صوبے کو معمول سے زیادہ فنڈز دئے ہوں . پاکستان کی حکومت اربوں روپے خرچ کر کے گاھے بگاھے پاکستان کے ہر صوبے میں آپریشن کرتی ہے مگر مقامی لوگوں کو انکا حق نہیں دیتی حق دینا تو دور کی بات ، انکی جان ہی لے لیتی ہے . پھر میڈیا پر ہرزہ سرائی کی جاتی ہے کے

تحریک انصاف نے خیبر پختونخوا میں کیا کر لیا ؟

ویسے سچ پوچھیں تو یہ سوال اتنا غلط بھی نہیں . اب ہم تحریک انصاف کی حکومت پر ایک تنقیدی جائزہ لیتے ہیں. کیا واقعی میں حکومت نے کچھ کیا بھی ہے کے نہیں ؟

تقریبن ١٠٠ فیصد لوگ یہ کہتے ہیں کے تحریک انصاف والوں کو اپنے کاموں کی تشیر کرنی نہیں اتی . بندہ پوچھے اگر کوئی کام ہوا ہو تو وہ تشیر کریں نہ؟

اب انڈیا میں تاج محل بنا ، اسکی کتنی تشیر حکومت کرتی ہو گی ؟

پہلے میں بھی یہی سوچتا تھا کے واقعی سارا قصور میڈیا مینجمنٹ کا ہے . مگر جب آنکھوں سے پتی ہٹائی تو پتا چلا کے ایسا کچھ بھی نہیں . میں پہلی قسط میں تحریک انصاف کے کارناموں پر روشنی ڈالی تھی . مگر وہ تو صرف انتظامی معاملات ہیں ، معاشی معملات پر یہ صوبہ کہاں کھڑا ہے ؟

عمران خان صاحب نے بنو کے جلسے میں عوام سے ٣ سوال کیے اور عوام نے نہ میں جواب دیا .عمران خان صاحب نےصورتحال سے پریشان ہو کر سوالات کرنا ہی چھوڑ دے . میں اس فورم پر وزیراعلیٰ کی قابلیت اور کارگردگی پر مستقل سوالات کر رہا ہوں . لوگ مجھ سے متنفر ہو گئے مگر میں نے سوال کرنا نہیں چھوڑا . اگر پولیس کا نظام ٹھیک ہوا ہے تو وہ اسکا تمام کریڈٹ ناصر خان درانی صاحب کو جاتا ہے جنہوں نے جنرل حامد خان بننے سے انکار کیا . کسی نے ٹرانسپورٹ کا ایک مکمل حل دیا تھا جو شائد ٨ کوریڈور پر مشتمل تھا . حکومت ریلوے سے اجازت نامہ کا انتظار کرتی رہی مگر کہیں اور سے سٹارٹ لینا مناسب نہیں سمجھا . ہسپتال اور یونیورسٹی کا نظام بھی یہ لوگ ٹھیک نہ کر سکے


پوری دنیا میں ترقی کا میعار گروتھ ریٹ سے طے کیا جاتا ہے . حکومت اپنی آمدن میں بھی اضافہ نہیں کر سکی . گروتھ ریٹ تو دور کی بات ، جتنا پیسا حکومت کے پاس بجٹ میں ہوتا ہے ، یہ لوگ وہ ہی نہیں خرچ کر پاتے . فنڈز لیپس ہو رہیں ہیں .خیبر پختونخوا میں تشدد کے واقعات کی وجہ سے بڑی تعداد میں صنعتیں بند ہوگئی تھیں اور اب بھی کم سے کم 478 صنعتیں بند ہیں۔ منصوبہ بندی کے صوبائی محکمے کے مطابق بند صنعتوں کی تعداد 1100 تک ہے جس سے ہزاروں مزدور بے روزگار ہوئے ہیں۔عمران خان صاحب کا دعوا تھا کے وہ ہر ٣ مہینے بعد وزیروں کی کارگردگی کا جائزہ لیں گے . مگر وزیر انسے تگڑے نکلے . کونسا محکمہ کیسی پرفارمنس دے رہا ہے ،کسی کو بھی نہیں پتا . تعلیم کے شعبے میں ٣ سالوں میں تعلیم کا بجٹ ٣٠٠ ارب بنتا ہے ، کتنا لگا اور کتنا لپس کر گیا . کسی کو نہیں پتا . تحریک انصاف کا بنیادی نعرہ کرپشن کا خاتمہ تھا . ڈر کے مارے بہت سے پروجیکٹ ہی حکومت شروع نہ کر سکی . پرویز خٹک کی مہربانی سے احتساب کے نظام کا ہی بیڑا غرق کر دیا گیا جس کی بنیاد پر یہ پارٹی کھڑی کی گئی

عمران خان چاپلوسوں میں گھرے رہتے ہیں . جب بھرے مجمع میں ٣ سوال پوچھے. جواب پر پورا پاکستان حیران ہو گیا . میں لکھتا رہ گیا کے صوبے کا کپتان صرف اپنی کرسی کا سوچتا ہے ، وہ صوبے کو نہیں چلا سکتا . جنرل حامد کے استعفیٰ کے بعد بھی عمران خان اپنے کپتان کے پیچھے کھڑے رہے . نتیجہ پورے پاکستان کے سامنے ہے . خان صاحب ، آپکو اپنے کپتان کی ذمداری لینی پڑے گی . خان صاحب آپکو پرفارمنس نہ دینے والوں کو ٹیم میں رکھنے کی بھی ذمداری لینی پڑے گی . کام تب ہی چلے گا ، پارٹی تب ہی چلے گی .

تحریک انصاف کے تھنک ٹینک نے جو پلیٹ فارم بنا کر دیا تھا . سیاسی لیڈر انکا کوئی فائدہ نہیں اٹھا سکے. تحریک انصاف کے سپپورٹرز یہ جان لیں کے انتظامی معاملات تو اپنی جگہ ٹھیک ہیں مگر حکومت کے پاس سرمایہ کاری لانے اور لوگوں کو روزگار فراہم کرنے کا خٹک حکومت کے پاس کوئی پروگرام نہیں . پرویز خٹک نے عمران خان کو شرمندہ کیا اور ہمیں مایوس . حکومت نے بہت کچھ کیا . مشکلات کے باوجود اور اچھا کر سکتے تھے مگر پارٹی میں احساب کے نہ ہونے سے کچھ بھی نہیں ہو سکا

سوال یہ پیدا ہوتا ہے کے اتنے بھرے مجمع میں پارٹی کا لیڈر جب شرمندہ ہوتا ہے تو اسکی ذمداری کس پر عائد ہوتی ہے اور کون صوبے کو ایک نیا لیڈر دے گا ؟

سوال یہ پیدا ہوتا ہے کیا ہرکام ہی عمران خان نے کرنا ہے . کیا پاکستان کے کھوچل سیاستدانوں میں اتنی اہلیت نہیں کے اپنی ذات سے نکل کر عوام کے لئے کچھ کریں ؟

KP Police turning into a role model after achieving notable successes -

ISLAMABAD: Khyber Pakhtunkhwa police is poised to become a model law enforcement agency as it is undergoing a radical transformation by battling challenges on all fronts ranging from its capacity of fighting terrorism to fixing endemic corruption within and most importantly its de-politicisation.

In his five-month at the helm, IG KP Nasir Durrani has taken important policy decisions fully supported by PTI government to revamp the police of this front-line province against terrorism that shares approximately 1,600 kilometre-long border with tribal area. As many as 751 personnel and officers of KP police have been killed and 1,696 injured since 2007.

Now infused with new spirit, KP police has traced 129 cases of terrorism in which 144 terrorists were arrested and 25 were killed in encounters with police in six-month duration.

The police have also repulsed 57 militant attacks in last four months and killed the attackers in many cases.

There has not been a single complaint of illegal detention or staged encounters against the Police force in last five-month.

Women to get police help through SMS in KPK

PESHAWAR, July 23: The women in Khyber Pakhtunkhwa will be facilitated to lodge a complaint with police by sending just an SMS from their cellular phones instead of visiting a police station, according to officials.

An SMS would be enough to set the government machinery in motion to reach out to the women in distress. The service would start soon and the cellular phone numbers of central police office would be publicised for womenfolk to file a complaint or inform police about any high-handedness.

“The concept behind this initiative is that if a citizen doesn’t have access to help, the state is responsible to provide security and help by reaching out to such citizens in trouble”, said Azam Khan, the secretary of home department,

Right to information: KP becomes first province to enact updated RTI


The Khyber-Pakhtunkhwa (K-P) government’s Right to Information (RTI) Ordinance 2013 holds transparency and access to data as vital to the functioning of a democracy.

It is aimed at improving governance, reducing corruption, and holding government and statutory organisations, run on state or foreign funding, accountable to its citizens.
At the moment, however, the Right to Information Ordinance is being treated as a classified document.
The RTI document, available with The Express Tribune states as “the provincial assembly is not in session and the governor of K-P is satisfied that circumstances exist which render it necessary to take immediate action; it is pleased to promulgate the ordinance called The K-P Right to Information Ordinance, 2013.”

Under the ordinance, subject to restrictions imposed, ‘information’ means any data related to the constitution, structure and official activities of a public body. This means its transactions, budget, expenditures, purchases, contracts, licenses, appointments, and salaries, among other things.

KPK’s drive for justice

PESHAWAR: Sweat poured down Judge Fazal Wadood’s back as he sat perched behind a desk inside the custom-built green bus court.


The latest weapon in Pakistan’s battle against a creaking judicial system, the $98,000 mobile court allows Judge Wadood to preside over cases and disputes that have dragged on for years because of the slow grinding process involved in regular courts.


The situation has helped build frustration among the people and increased calls for Islamic sharia law at the government’s expense.

The bus has been set up by the high court in the northwestern Khyber Pakhtunkhwa (KPK) province.




Part of a $15 million project, with 25 per cent financed by the government in northwest of Pakistan and the rest by international donors, the mobile court aims to strengthen both the present judicial system and state institutions.

Smart Cards for Pensioners of KPK Government

National Database and Registration Authority (NADRA) would facilitate pensioners by issuing them biometrics Smart Cards and they would be able to withdraw their pension from any biometrics enabled platform used by banks, post offices and any other alternate channels. In a briefing given to Chief Minister, Khyber Pakhtunkhwa (KPK), Chairman of NADRA, Tariq Malik said the proposed system comprises three main elements starting from the collection of pensioner’s data to eliminate duplication and ghost pensioners, issuance of Smart Identity Cards and then the deployment of Pension Disbursement system to be utilized by all disbursing partner entities. In this regard the Chief Minister assured complete support from KPK government in its application and implementation.

Impressed by the transparency and technology as maintained in this program, the CM gave his nod to NADRA to extend this programme to KPK.

Khan on Wednesday declared polio workers as soldiers of Islam and said those attacking them were not doing any justice to humanity, Islam or Pakistanis.

Pakistan is one of three countries in the world where polio remains endemic and efforts to stamp it out have been badly affected by attacks on health workers inoculating children.

"Mr Khan received a threat from Ansarul Mujahideen over his remarks over anti-polio campaign," Shireen Mazari, a senior member of Khan's Pakistan Tehreek-e-Insaaf (PTI) party told AFP.

Ansarul Mujahideen is a little-known militant group linked to the Tehreek-e-Taliban Pakistan, the umbrella Taliban faction in Pakistan.

Northwestern Pakistan, particularly the lawless tribal regions along the Afghan border, is a hotspot for the highly infectious crippling disease.

Last year the Pakistani Taliban banned polio vaccinations in the tribal region of Waziristan, alleging the campaign was a cover for espionage.

Eradication efforts have also suffered due to long-standing rumours that the vaccine was part of a Western plot to sterlise Muslims.

PTI leads the government in the northwestern province of Khyber Pakhtunkhwa and on Wednesday, Khan pledged to spearhead a fresh anti-polio drive, kicking it off by administering drops to children at a hospital himself.

"Those attacking polio workers and policemen deputed to protect them, are not doing any justice to humanity, Islam and people of Khyber Pakhtunkhwa and Pakistan," Khan said on Wednesday.

"Polio workers are mujahid (soldiers of Islam) and we stand by them."

Up to 2.3 million children in nine districts will be targeted in the immunisation drive, local officials have said, after 62 polio cases were reported from tribal areas and Khyber Pakhtunkhwa this year.

Imran khan said that every child should get a standard and equal education. 30 lacs students of KPK don’t go to the schools. A campaign should be held for their admissions.

PESHAWAR - The Khyber Pakhtunkhwa government approved a wide ranging education reforms package aimed to provide each and every child quality education at par with any developed country or standard private sector education institutions in the country.
This approval was given during a briefing of the Working Group on Education Sector Reforms.


The chairman PTI on this occasion stressed the need for bringing each and every child of the province to school regretting that despite all claims and promises we still have over three million children out of our schools coupled with high rate of dropouts. Therefore, he said, "we must launch a comprehensive and effective campaign to admit these children into schools whichever way possible."

The recommendations of the Group included viable and practicable proposals for provision of quality education in public sector education institutions, performance-based recognition, peaceful working conditions and environments for the teachers, teachers training, medium of instructions, quality text books and effective curricula, the establishment of an independent education commission, an independent and transparent monitoring system where no proxies can be used as modern technology like tablets and smart phones will be utilized. KPK enrolment drive gets record response


PESHAWAR - The enrollment campaign of Elementary and Secondary Education (E&SE) Department has received an unprecedented response in Khyber Pakhtukhwa as 142,140 children have so far been enrolled with 85,517 boys and 56,623 girls.
Pakistan Tehrik-e-Insaf Chairman Imran Khan kicked off the campaign on September 10.
"Within less than a couple of weeks, the E&SE Department has succeeded in enrolling such a huge number of students," E&SE Secretary Joudat Ayaz said. The campaign, he added, would continue at least for next four weeks, which would help brining maximum number of children to the schools.
Data gleaned from the Education Management Information System (EMIS) of the E&SE Department shows Peshawar district with the figure of 21,821 is on the top followed by Swat and Mardan where 15,338 and 14,341 students were enrolled, respectively. So far as the girls' enrollment is concerned, Mardan district with 11,742 new girl students is closely chasing Peshawar, which has hitherto registered 12,630 girls.
Kohistan and Tor Ghar districts went to the bottom where 513 and 1,011 new students could be enrolled, respectively. The data further reveals that in Lower Dir 7,522 students were enrolled while in Abbottabad 6,880, Charsadda 6,486, Mansehra 6,479, Kohat 6,178, Bannu 5,702, Haripur 5,250, Shangla 5,195, Malakand 4,904, Nowshera 4,662, Lakki Marwat 4,517, Dera Ismail Khan 4,216, Swabi 4,194, Dir Upper 2,983, Buner 2,758, Karak 2,752, Hangu 2,640, Chitral 2,410, Battagram 1,851 and Tank 1,537 were admitted.

Sport complex to promote healthy activities in kpk

In order to keep the youth engaged in healthy activities and away from criminal ones, the government plans to construct a sports complex for tribesmen in Khyber Agency.
According to an official at the FATA Sports Directorate, the Federally Administered Tribal Areas (Fata) Sports Stadium will be constructed over 500 kanals of land in Shah Kas, Jamrud tehsil.
The official added the decision was approved on May 25 by Khyber-Pakhtunkhwa (K-P) Governor Shaukatullah Khan and a letter regarding this was sent to the political agent’s office, requesting him to designate the land for this purpose. The expense will be covered under the Annual Development Programme (ADP), of which one percent of funds willinitially be allocated.
Fata Sports Director Faisal Jamil said the stadium will have a cricket ground, football ground, multi-purpose hall with volleyball, basketball, squash, tennis and badminton courts, hockey ground, swimming pool, gym, table tennis and martial arts facilities along with a hostel for boys, mosque, cafeteria and media centre. Jamil added there will also be a shooting and fencing range.

He claimed all national and local sports authorities were on board and the K-P governor was keen on providing tribal youth the opportunity to excel in sports.
Jamil, however, admitted they lack training facilities. He lauded the role of the FATA Olympic Association which, he said, had achieved much in a limited timeframe.
Khyber Agency Cricket Association President Taimur Afridi also welcomed the announcement of the sports complex and thanked the governor for his efforts. Afridi said the sports complex was a much-awaited project, but no one worked towards materialising the goal in the past.

Robot Surgery machines to be installed in Peshawar hospitals

Peshawar, July 28 2013 (PPI-OT): The Khyber Pakhtunkhwa Minister for Health and Spokesman of the provincial government, Shaukat Ali Yousafzai has said that the PTI led provincial government would install Robot Surgery machines in the tertiary hospitals of Peshawar to introduce new trends in the field of surgery in Khyber Pakhtunkhwa, adding that necessary training for the surgeons would be arranged for the purpose.

Likewise, extension in Burn/Plastic Surgical Unit and up-gradation of dialyses units, echocardiograph room and nephrology units were made. KTH is the only hospital having the Isoflurine in the operation theatre.

The Health Minister maintained that we were voted to power for change adding that if we could bring 40 % change in Khyber Pakhtunkhwa, it would be a great success and the way for change in the entire country. He said that we want a system free of any type of interference and influence and he from this stage announced that illegal orders of mine should also be ignored.

Yousafzai asserted that he himself was not satisfied with the performance of the state-run-hospitals and he was receiving complaints of non-availability of doctors in the night shift. He warned that the doctors should do away this practice and devote themselves for their sacred profession and help the poor strata of the society.

He declared that the government would ensure 24 hours services in all the hospitals of the province. He assured the health-related people that the government would revisit the service structure of doctors, paramedics and nursing staff for efficient services delivery.

The minister said, due to the corrupt system, good and well reputed people were reluctant to come forward but it were our utmost efforts to bring these people to the decisions making forums and get advantage of their experiences and abilities. He said that the government would ensure best healthcare facilities to the poor patients in the hospitals with minimum expenses as like the past governments, we would not make the hospitals a source of income.
