Making a u-turn after a series of controversial statements, Minister of State for Water and Power Abid Sher Ali lauded the Khyber-Pakhtunkhwa (K-P) government for controlling power theft. Ali said this on Wednesday at a joint news conference with K-P Governor Sardar Mehtab Abbasi at Governor House, Peshawar.


The state minister went on to tell reporters that the centre did not blame the K-P government for electricity theft. Earlier in January, Ali had said the provincial government was backing power thieves and had blamed several Pakistan Tehreek-e-Insaf parliamentarians, including Shah Farman, for allowing their constituents to steal power.


However, on Wednesday, Ali appreciated Chief Minister Pervez Khattak’s efforts to curb theft and increase recovery.

KP has no money it promised to gas company

PESHAWAR: The Khyber Pakhtunkhwa government has expressed its inability to pay billions of rupees to the Sui Northern Gas Pipelines Limited for legalising gas connections in the two major gas producing districts of the province over shortage of funds.


The development comes almost four months after the provincial government assured the petroleum and natural resources ministry of the Rs6 billion payment to the SNGPL for regularising illegal gas connections in Karak and Kohat.

Govt to rebuild schools destroyed by quake years ago

PESHAWAR: Waking up from its nine years long slumber, the Khyber Pakhtunkhwa government has decided to rebuild its 760 schools destroyed by the 2005 earthquake in Hazara division.


The relevant officials told Dawn on Wednesday that the schools’ reconstruction would cost Rs3.7 billion and would take three to four years to complete.


They said the government had allocated Rs300 million for the purpose in the forthcoming budget.

Action ordered against absentee teachers


LAKKI MARWAT: The district steering committee has asked the local authorities of education department to strictly monitor attendance of teachers in schools and initiate action against truant employees.

Mr Kashmir presented the data the monitoring officers had collected during schools’ visits. He also briefed the participants about the missing facilities, teachers’ attendance and presence of substitutes in place of actual employees in government schools.

Mega uplift and beautification project of Peshawar ready for launching: CM

PESHAWAR: The new financial year will see implementation on a number of mega projects in provincial metropolis under Peshawar uplift and beautification plan, Chief Minister Pervez Khattak was told this at a high level meeting called to review the Peshawar beautification plan here Thursday.

It includes start of work on corridor one of mass transit with launching of bus service costing Rs 7bn, beautification and widening of the main roads of the city on the pattern of Islamabad and Lahore and other mega projects for the development of the historical city.

Similarly, a number of related projects for the construction of roads, bridges, parks, picnic spots, supply of clean drinking water, drainage, streamlining the traffic system, plantation and rehabilitation of the cultural heritage of the city costing trillion of rupees are in pipeline under the Peshawar Urban Planning Program.

Widening of the main roads of the city with green belts on both sides, construction of parks, water parks, walking tracks, multipurpose sports stadiums and cycling tracks in the city are the other main components of the program.

The meeting reviewed threadbare the pace and quality of work on the ongoing projects under the program and its various aspects wherein a number of important decisions were made.

Pervez Khattak asked for making the plan comprehensive and ensuring quality work on it. He said all departments have to fix development targets and show results then.

He assured that funds for all mega schemes are available and hence scarcity of resources anyway must not be hurdle in this regard. He said Peshawar remained city of flowers and gardens and we had to revive its historical glory at all costs.

On this occasion the participants were briefed about the programs chalked out for the beautification and development of the capital city.

It was told that in connection with widening the highways of the city, the Jamrud Road would be widened to four lanes with mixing the service roads on each side as well right from Karkhano to phase-III Hayatabad, Rehmanbaba squire G.T Road to Nasirpur.

Likewise BoIT has started work on laying carpet road for rapid bus service from Nasirpur GT Road to Karkhano Hayatabad that will be completed in one year with estimated cost of Rs 7 billion.
About 81 rapid buses will ply every 5 minutes on this route that will reach end points in 45 minutes only while ambulances and fire-brigade vehicles will be also allowed on it.
Regarding the measures for the beautification of canals passing through the city, it was informed that foot-paths and walk ways would be constructed and benches fixed on the banks of canals to turn them into recreation spots for the locals and to this effect design has been prepared in collaboration with the irrigation department.
Similarly, food courts will be set up in various places of the city especially on canal banks while spots have been identified for the purpose. In order to improve the municipal services in the city, sanitary vehicles, machines and other equipment will be provided to 25 urban union councils of Peshawar.

The supply of clean drinking water to Peshwarites will be ensured while public toilets will be constructed at various places of the city. Race track would also be built in Hayatabad for youth. Similarly, ladies clubs with gym, indoor games, covered swimming pool, movie theatre hall and sitting spots would also be set up for women folk.

With the view to streamline the traffic system of the city, separate Transport Engineering and Planning Unit will be set up. In addition Bus Terminal, General Bus Stand, Charsadda Bus stand and Kohat Bus Stand would be upgraded to provide modern facilities of transport to the masses.

The authorities assured the Chief Minister that all the process of feasibilities as well as timely and quality completion of these mega projects would be ensured with a missionary zeal.

Khyber Pakhtunkhwa: NAB arrests four officials in land acquisition scam

National Accountability Bureau (NAB) Khyber Pakhtunkhwa Wednesday arrested Salahuddin, Director Planning and Muhammad Yaqoob, Assistant Director Planning of Provincial Housing Authority (PHA) Khyber Pakhtunkhwa allegedly involved in the high profile case of acquisition of land at Mouza Darwaza Nathia Gali District Abbottabad.

In year 2012, Provincial Housing Authority (PHA) Peshawar acquired land for the-project namely 'housing scheme for Government servants and general public' at Mouza Darwaza Nathia Gali district Abbottabad at an exorbitant rate, causing huge loss to the public exchequer to the tune of about Rs 40 Crores.

Initially the approved site of the scheme was near main Ayubia Nathia Gali Road, but PHA Officials with mala fide intentions and ulterior motives changed the site and acquired land away from the approved site at an extremely high rate. The land which was worth Rs 0.7 million to Rs 0.8 million per Kanal was purchased for Rs 2.4 to Rs 2.5 million/ Kanal through planting front men with the connivance of the then top bureaucrats of PHA including Sharifullah and Zakiullah.

It is worth mentioning here that earlier in the case NAB Khyber Pakhtunkhwa had already arrested three accused persons namely, Javed Ahmad, Former Director General PHA, Naveed Qadir, Land Acquisition Collector, PHA and Muhammad Asif, Front man, Zakiullah Former Secretary Housing, Presently working as Member Provincial Inspection Team and Sharifullah, Former Director Finance PHA presently working as Additional Accountant General Pakistan Revenue (AGPR) from Peshawar.

During inquiry and in the light of interrogation it was unearthed that accused Salahuddin, being Director Planning PHA, facilitated the other accused in the embezzlement of Rs 400.00 Millions by misusing his official power to get illegal gain/kick back. Similarly Muhammad Yaqoob, (Assistant Director Planning PHA) also assisted and abetted other accused persons and paved the way for misappropriation thus inflected a huge loss to public exchequer and received his illegal share/kick back.

Deaths from vaccine: Health minister suspends 17 officials for negligence

As many as 17 senior and junior officials of the provincial health department were suspended on Friday after the committee investigating child fatalities reportedly due to the measles vaccine submitted its report.


Addressing a news conference at the Civil Secretariat on Friday, Minister for Health Shahram Khan Tarakai said Tariq, an Expanded Programme on Immunisation (EPI) technician, Majid, a supervisor, and Zarif, a helper, had been suspended after the enquiry report held them responsible for the deaths of four children in the provincial capital during the measles vaccination campaign.


Thus, nine senior hospital officials were also suspended including Lady Reading Hospital (LRH) Medical Officer (MO) Dr Sher Aslam, Khyber Teaching Hospital (KTH) MO Dr Mudassir Shehzad, Hayatabad Medical Complex (HMC) Junior Registrar Dr Ahmad Saeed, LRH Associate Professor Dr Afzal Khattak, LRH senior registrars Dr Faridullah Shah, Dr Rahida Kaeem, Dr Mohsin Hayat and Dr Ameer Muhammad, as well as HMC Associate Professor Dr Younis Paracha.

Right to learn: After salaries, little left for development work in education

Of the total budget allocated for elementary and secondary education in Khyber-Pakhtunkhwa (K-P) for fiscal year 2013-14, a whopping 99% was spent on salaries and expenses of employees while a measly 1% went towards development work.


A survey conducted by Center for Government and Public Accountability (CGPA) revealed that half of the population in 13 districts of the province’s 25 districts was illiterate. These districts include Swabi, Upper Dir, Kohistan, Torghar, DI Khan, Tank, Buner, Shangla, Battagram, Bannu, Hangu, Charsadda and Lakki Marwat.


The survey report, which was released at a local hotel on Wednesday, stated the highest literary rate across the province is in Abbottabad with 86% of the men and 62% of women said to be literate. Torghar ranked the lowest with only 39% men and 7% women said to be literate. In the provincial capital, 74% men and 43% women are literate.


The report states a total 27,975 state-run schools provide education to children across the province. These include 23,073 primary schools and 4,902 secondary schools, with only 8,110 primary and 1,810 secondary schools for girls.


The condition of these schools also requires urgent attention. According to the survey, 55% of girls primary schools and 48% of boys primary schools operate out of two rooms or less. Moreover, 42% of girls primary schools and 39% of boys primary schools have two teachers or less.

Sportsman’s spirit: Afridi, Tameer-e-School Programme enter partnership to stump illiteracy

Pakistan’s favourite cricketer Shahid Afridi has termed illiteracy the country’s biggest problem and announced his complete support to promote education in Khyber-Pakhtunkhwa (K-P) by putting his share in the Tameer-e-School Programme.


The Tameer-e-School Programme entails funding by private donors, both domestic and foreign, to help renovate public schools across the province and provide them with adequate facilities.


In an exclusive interview with The Express Tribune on Thursday, Afridi termed the programme a positive initiative of the Pakistan Tehreek-e-Insaf (PTI) to overcome illiteracy in the province, adding he was always available to contribute to positive initiatives in every sector across the country.


“Education is a must. Children without education can be shaped however one wants, but once you educate children, they will be able to differentiate between good and bad,” Afridi said, adding he has also been working on healthcare projects in the tribal areas and hoped the education project would be extended to the tribal belt too.

The official said the cost of the 100 acre land on the motorway was estimated at Rs20 million and was approved by the former Awami National Party (ANP) led government. He, however, claimed the land was unfit for cultivation.


Afsar Khan, who is now the commissioner of Malakand division, said the land, purchased for a research institute at the cost of Rs30 million, was identified after they had exhausted options in Buner, Swat, Dir and other parts of the province. “We were unable to find suitable land even in Charsadda and thus purchased the [said] land,” he said, adding former provincial minister of Pakistan Peoples Party, Zahir Shah, told him to purchase the land for the said amount and not miss the allocation.

Work on Peshawar Rapid Mass Transit System accelerated

Peshawar Metro has proposed an elevated route spanning 18.4 km from Chamkani to Hayatabad with 12 stations.[175] All platforms will be 70 metres (230 ft) long.

The work on Peshawar Rapid Mass Transit System has been accelerated by initiating feasibility process after completion of its pre-feasibility phase. Road corridor No 2 via Chamkani, GT road, Sonehri Masjid road, Sir Syed Road and Jamrud road has been chosen of the overall 6 corridors proposed for the entire mega project.

About four lakh daily and 21 thousand commuters hourly use this route passing from heart of the city and connecting two longest and busiest ends.

Rs 12b is estimated cost of this corridor to be completed in one year while the entire project including all 6 corridors would be completed in 3 years.

It included 26km Chamkani to Hayatabad rail corridor No 1, road corridor No 6 along same rail track, corridor No 3 from Warsak road to Kohat road via Saddar, AK Afridi road and Kohat road, corridor No 4 from Charsadda road to Bara road terminal near ring road via Saddar, corridor No 5 consisting inner city circular road and ring road. Asian Development Bank (ADB) has assured $1m as grant for its feasibility and soft loan of $7m in case of progress on it.

Khyber Pakhtunkhwa Chief Minister Pervez Khattak while asking the authorities for expediting work on Peshawar Rapid Mass Transit System has expressed the confidence that this vital mega project in history of the province will considerably mitigate hours long traffic jam problems and will enable people to reach other ends of the city within minutes then after. Similarly he said it will also improve the environmental, aesthetic and touristy beauty of the metropolis so that even the visiting foreign investors and tourists would return their homelands with pleasant memories about this city.

He was chairing high level meeting on Rapid Mass Transit System for Peshawar at CM Sectt that was attended by Minister LG Inayatullah, Advisor to CM for Investment/Economic Affairs Rafaqatullah Babar, Chief Secretary Amjad Ali Khan, ACS Khalid Pervez, administrative secretaries of all concerned departments while Executive Director Urban Policy Unit P&D Zubair Qureshi participated as expert who highlighted salient features of survey and progress made so far in this regard. It was also decided in the meeting that corridor No 2 would be completed in five different phases while priority would be given to that portions where major hurdles persist in smooth flow of traffic and later portions of flyovers would be completed. CM also directed for setting up of autonomous transport authority for metro bus service to ply later so that deficiencies could be removed in earliest. Work on feasibility of rail corridor No 1 has already been started by Mohsin Aziz Chairman Board of Investment & Trade (BoIT) in collaboration of two rail companies Railway Advocacy & Consultancy Service (PRACS) and Mottmacdonald. This report would be submitted to chief minister by next month while corridor No 6 along the same railway track would be also completed by BoIT. Bacha Khan International Airport management has approved passage of railway track and road from its runway near Tehkal for which limited portion of runway would be shrinked. It was also decided that though the railway track lands belonged to provincial govt however formal NOC would be sought from PR authorities for corridor No 1 and 6.

Chief Minister said a number of other important schemes were also being completed in Peshawar. Renovation of 17 km road from GT road to Jamrud road and Flyover at the Charsadda road intersection are being completed at cost of Rs 1700 millions and Rs 591.222 million respectively. After completion it will help a great deal to address the ever increasing hazards of traffic jams in the city.

To Curb Electricity Theft in KP

'Metrecure, Electrocure' UET Peshawar, Pesco launch two joint research modules

The Centre for Intelligent Systems and Networks Research (CISNR), University of Engineering and Technology (UET) Peshawar and Pesco have introduced two joint research modules that synchronise electricity consumed to billed amount and have a metre-less regime, in which consumer bills are generated centrally to eliminate metre reading.

According to a press release issued here by UET Peshawar on Thursday, Pesco and CISNR, UET Peshawar, launched the Metre cure project in Hayatabad subdivision to curb billing anomalies and Electro cure on Rahatabad feeder to curb electricity theft. A meeting of the Pesco Board of Directors was convened the other day, which was chaired by Chairman Malik Asad.

The two solutions by the titles of "Metrecure and Electrocure" were proposed in the previous meeting and then subsequently deployed on a pilot scale. Project Directors Dr Gul Muhammad Khan and Dr Sahibzada Ali Mahmud from CISNR, UET Peshawar presented the results of the pilot region to the Pesco BoDs. The committee members expressed their satisfaction with the progress and performance of the two solutions and gave approval for implementation immediately.

In that context, a feeder was assigned at Rahatabad to CISNR, UET Peshawar for implementation of the Electrocure solution to detect and curb instances of electricity theft. To improve the billing efficiency and eliminate instances of over billing and under billing, the Hayatabad subdivision was selected for the implementation of Metrecure.

Chairman Board of Directors, Pesco, Malik Asad reiterated his commitment to make Pesco a profitable company and gave valuable suggestions in integrating certain features to increase the efficacy of the two solutions and make them more potent in solving the major issues of Pesco.

K-P unveils Rs404.805b budget

Khyber Pakhtunkhwa (K-P) Senior Minister for Finance Sirajul Haq on Saturday unveiled a Rs404.805 billion budget for the fiscal year 2014-15.


Sirajul Haq told the house that the budget size was 18% higher as compared to that of the previous year. The government expenditure estimates also show a total outlay of allocations at Rs404.80 billon.


Estimates for the revenue receipts show that province is set to get Rs227.121 billion from its share in federal taxes. It is also poised to get Rs27.290 billion in lieu of 1% of the federal divisible pool for the war on terror.


The K-P will get Rs29.263 billion in direct transfer from the federal government.
