Some Flour mills were given contracts to supply flour at lower rate to outlets, where subsidized Atta will be sold. The contracts were given to people belonging to PML (N). Flour Mill Owners supplied flour to selected outlets, on paper. The owner of Flour Mill gave some money to shop owners. In return they were given the receipts of sale which were fake and transaction only occurred on paper. Flour mill owners made millions of Rupees by submitting the fake sale receipts to the government and claiming subsidy from government of Punjab. Approx. 5 billion rupees were lost by Punjab. It was easy money as there were no operational cost for the mills and they continued hoarding / smuggling. I was told this one of the people in Punjab's civil administration !!!
