• He created un Just Quota system in Sind by which a Sindhi who passed in 3rd Divison could get admissions in Medical , Engineering or any where compared to other capable students of Rural Sind or Karachi.
• Bhutoo spread Regional hatred for the first time in History of Pakistan against other provinces and against East Pakistanis ( Bangalis) which Ayub was trying to Unite under one Unit.
• Destruction of the beurocratic system of Pakistan and inducted Jaialas there or his incompetent loyalists

Never forget - AJK elections in 1975 were totally rigged - right up to the polling day. That was the worst election of the region where physical torture, threats and bribes were used.
Bhutto ordered army to sack and arrest sitting PM of AJK (sardar qayyum, whom I dislike totally) due to minor differences but was advised against it (and disobeyed) as Kashmir was a delicate issue and not just a partisan affair of PPP .

And lateral-entry laws - that allowed Bhutto to directly recruited party workers into bureaucracy without competition - this was justified to give representation to the neglected regions but the law was widely abused; ; also he widened the door for retired military people into bureaucracy.
Dozens of new corporation also broke the system - which were often headed by cronies than the technically competent people which was the real purpose of corporations- with only a few exceptions

That said our bureaucracy is outmoded and there is a need for reorganization and to bring technological/experts into the fold and for a balanced representations from all regions.
