If you look at the history. A particualr set of people started a campaign to empower women. bring them out of the home. send them to assembly line. Give them Freedom (western ideology).
Question is for what?
Answer is to "Break" the Family Values. Instead of hitting people where they retaliate, just unbalance the central point, which slowly gradually, breaks everything. Which will result in chaos and create a breed of workers,salves etc.
Now, Dupatta or No Dupatta is not the main question. If you look closely in Media/Entertainment/Books, an empowered women is usually portrayed as a Professional Girl, with Expensive Hair Style & Dress, Towering her Male counterparts with Strict/Ruthless Authroity. This gives a false feeling to every girl out there into beliving that she can be the one. This depiction, changes everything. We portray what we see, so the girls nowdays, are portraying what they see fit.
But in the end. Everything boils down to looking after family, and family structure is crumbling down everywhere.
Margaret Thatcher once said , "If you want to spread a word, Tell it to a Man, If you want a job done, give it to a women" , She was right about it. Man is more generous, when it comes to scrutinize, but a women, simply slashes everything in her path (As she needs to prove her worth , everytime, all the time).
DO the calcuation , Women is more worthwhile for an MNC or Our Worldly Leaders. hence westernization.
