The problem is that everybody underestimates water. (bigsmile)

In case of these balloon, another factor is that balloons are free suspended. movement of balloons also takes out some momentum. second factor is the speed of the bullet. High speed bullet cannot even pass through one balloon where as slow bullet may go through 6 or 7 balloons.
