اب تو ایک عرصے سے سن رہے ہیں کہ مشرق میں ایک بلاک بن رہا ہے، جو مغرب کو ٹکرے گا۔۔ اس بلاک کا ایک اہم حصہ چین روس پاکستان ایران افغانستان ترکی وغیرہ ہونگے۔۔ اور ساتھ میں وسطی ایشائی ممالک ۔

اگر واقعی میں ایسا ہونے جارہا ہے، تو مغرب ان کے توڑ کے لیئے کچھ تو کرے گا۔ مگر۔۔ مسٗلہ یہاں یہ پیدا ہوجاتا ہے کہ ان ممالک میں کن پر ہاتھ ڈالے۔۔ کیونکہ روس و چین تو دانت توڑ دینگے۔۔ ایران انہیں منہ نہیں لگاتا وسطی ایشائی ممالک روس کی چھتری تلے اب بھی خود کو محفوظ سمجھتے ہیں۔ ترکی بھی اب انکا باپ بنتا جارہا ہے۔۔ رہ جاتے ہیں، افغانستان اور پاکستان۔۔ تو افغانستان نے تو حال ہی میں انہیں آوارہ کُتوں کی طرح مار بھگایا۔۔۔

اب۔۔ اب اصل میں رہ جاتا ہے پاکستان۔۔ اس خطے میں یہ واحد ملک ہے جس کا بازو اب بھی مروڑا جاسکتا ہے۔۔ وجہ یہ نہیں کہ یہ کوئی کمزور ملک ہے۔۔ وجہ ہے یہاں غداروں کی فوج ٹھکوں میں مل جاتی ہے۔جو پیسے کے لیئے کچھ بھی دے سکتے ہیں۔جن میں اکثریت نام کی ہے تو مسلمان۔ مگر حقدار جہنم کی آخری تہہ کی ہے۔ انکی منافقانہ کرتوتوں کی وجہ سے۔۔۔ بحر حال جنت جہنم کا فیصلہ تو انکا خالق ہی کرے گا۔

پاکستان سافٹ ٹارگٹ ہونے کے ساتھ ساتھ اس بلاک کا انتہائی اہم رکن بھی ہوگا۔۔ اس کی جغرافیہ کی وجہ سے۔۔ تو اسے باقیوں سے کاٹنا، اور اپنا غلام بنائے رکھنا اس لیئے بھی ضروری ہوجاتا ہے۔ تاکہ روس و چین ہاتھ ملتے رہیں۔۔ دوسری طرف روس و چین کو بھی ایک ایسے شخص کی ضرورت تھی، جو مغرب سے ٹکرانے کا حوصلہ رکھتا ہو۔۔ وہ شخص انہیں عمران خان کی صورت میں مل تو گیا مگر، ۔۔ اسکی اور اسکے ملک کی حفاظت کے لیئے یہ کیا کرتے ہیں یہ سوال اپنی جگہ موجود رہے گا۔۔۔ کیونکہ حالیہ قصے سے یہ تو ثابت ہوگیا کہ پاکستان بیچارہ جتنا بھی نیوکلیئر پاور بن جائے، اس بٹن کو پیچھے کانپتے ہاتھ ہی ہیں۔

جنرل مشرف کا حوالہ اکثر ملتا رہتا ہے کہ وہ لیٹ گیا تھاایک کال پر۔۔ مگر یہ آج کےکانپتے ہاتھ، جنرل مشرف سے بھی زیادہ کمزور معلوم ہوتے ہیں۔۔ اس وقت سے زیادہ طاقت ور ہونے کے باوجود۔۔کیونکہ۔ جنرل مشرف بیچارے کو امریکہ کے علاوہ پوری نیٹو کا سامنا تھاوہ ایک فون کال پر لیٹ گیا تھا۔۔ مگر اس باری تو فون کی بھی ضرورت نہیں پڑی تھی، خط پر ہی سارے لیٹ گئے۔۔ یعنی انکی حالت مشرف سے بھی پتلی ہے، وہ بھی اس دور میں جب امریکہ کی بدمعاشی کا سورج غروب ہونے کو ہے۔۔جبکہ مشرف بے چارے کو پوری نیٹو و امریکہ کا سامنا اس وقت تھا جب یہ سارے غنڈے اپنی عروج پر تھے۔۔۔۔۔ یہاں نوٹ فرما لیں، میں مشرف کا کسی طور حمایتی یا فین نہیں۔۔۔ وہ بھی ان کٹپُتلیوں میں سے ایک کٹپُتلی ہی تھی۔۔ جو اقتدار میں آئی۔۔ اور اسے طول دینے کو انتہائی غلط کام کیئے ۔۔ مگر جب آقا امریکہ کا حکم آیا کہ اب تو اتر جا۔۔ تو بھیگی بلی کی طرح اُتر گیا۔۔

۔۔تو۔ دنیا کی بہترین افواج اور دنیا کی نمبر ایک ایجنسی کے دعوے کرنے والوں کی ہوا ایک خط کی مار تھی۔۔ ؟۔۔۔
کل امریکہ ہمارے جرنیلوں کو کہے کہ انقریب انڈیا کی طرف سے ایک حملہ ہوگا تم پر۔۔ مگر تم نے اسے ہونے دینا ہے، اور اگر تم نے اس حملے کو ناکام بنایا تو اس کے نتائج تمہارے لیئے سنگین ہونگے ؟ ۔۔ اس وقت بھی یہ بے چارے نیوٹرل بن کر بیٹھے رہیں گے۔

کسی نے کیا خوب کہا ہے کہ شیروں کی فوج بھی گیدڑ بن جاتی ہے اگر انکا لیڈر گیدڑ ہو۔۔ اور گیدڑوں کی فوج شیر اگر انکا لیڈر شیر ہو ۔۔ اب تو مجھے یقین ہونے لگا ہے کہ ستائس فروری کو گاومتریوں کے جہازوں کو جو ہماری ایئر فورس نے گرانے کی ہمت پکڑی تھی۔۔ وہ شاید اس لیئے کہ اس وقت انکے پیچھے ایک بہادر لیڈر کھڑا تھا۔۔ ورنہ نناوے کارگل کا قصہ تو سب کو یاد ہوگا۔۔ جب نواز نورا لیڈر تھا۔۔ اور اسکی کانپتی ٹانگوں کی وجہ سے ہم جیتا علاقہ بھی ہار بیٹھے تھے۔

Memo is a recollection of the events, conversation and observation during an event of any importance . Letter is a direct communique between Government officials and recorded as such official statement from one Government to another .
So, the memo can include the observation of the person who is writing it and could be consist of any such minutes of a meeting , and can be read and understood as it was written in tune and nature. But it is definitely not a direct letter threatening PM of a country ...
Now, this is a practice of these powerful countries which always convey their displeasure of certain policy shift using such meetings.
But It is can not be assume as such threat of security concern.
IK is using it as a political tool , at the very last days of his Government.
It won't save him and his government but may help him formulated his future course.
