وزارت خزانہ کے ترجمان مزمل اسلم نے کہا ہے کہ وقت سے پہلے خریداری پر سستی ایل این جی ملنے کی دلیل دینے والے حضرات غلط ثابت ہوئے ہیں۔

تفصیلات کے مطابق نجی ٹی وی چینل جیو نیوز کے اینکر پرسن شاہزیب خانزادہ اکثر و بیشتر ملک میں گیس کی قلت اور مہنگی گیس کی فراہمی کے حوالے سے پروگرامز میں یہ ثابت کرنے کی کوشش کرتے ہیں کہ اگر حکومت سردیوں کے آنے سے پہلے ایل این جی کی خریداری کیلئے معاہدے کرتی تو نہ صرف ملک میں گیس کی قلت کو قابو کیا جاسکتا تھا بلکہ قیمتوں میں کمی کو بھی روکا جاسکتا تھا۔

وزارت خزانہ کے ترجمان مزمل اسلم نے شاہزیب خانزادہ کا نام لیے بغیر اپنے ایک بیان میں اس مفروضے کا غلط ثابت کیا ہے اور کہا ہے کہ 2017 میں ن لیگ کی حکومت نے جتنے بھی طویل المدتی ایل این جی کے معاہدے کیے تھے وہ سب مسلسل ڈیفالٹ کررہے ہیں، اس کی وجہ ہے موجودہ قیمت اور معاہدے کے وقت کی قیمت۔

انہوں نے مزید کہا کہ اس بات سے ثابت ہوتا ہے کہ جو میڈیا والے حضرات یہ کہتے تھے کہ پہلے خرید لیتے تو سستی ملتی یہ دلیل بیکار ہوگئی ہے، الحمداللہ ملک میں اس وقت بھی 80 فیصد ایل این جی دستیاب ہے اور مزید تعاون سے آئندہ60 دن بھی گزر جائیں گے۔

وفاقی وزیر توانائی حماد اظہر نے مزمل اسلم کے اس بیان کی توثیق کرتے ہوئے کہا کہ یہ سچ ہے پاکستان میں ہر موسم سرما میں گیس کی کمی ہمارے قدرتی گیس کے ذخائر میں کمی کی وجہ سے ہوتی ہے۔

انہوں نے مزید کہا کہ مقامی گیس کی کمی کو پورا کرنے امپورٹڈ ایل این جی بہت مہنگی ہے، کسی بھی وجہ سے رواں سال جو کمپنیاں اپنے کارگوز میں ڈیفالٹ ہوئیں ان سب سے پاکستانی معاہدے 2017 میں ن لیگ کی حکومت نے کیے تھے۔

PTI contracts with Qatar for LNG are cheaper than those made by MLN with Qatar.
The problem now is that all contracts other than Qatar as the supplier, regardless of who signed these contracts, MLN or PTI, are defaulting on their contracts.
According to these contracts, if the supplier defaults on a contract and refuses to deliver LNG as agreed, will have to pay a penalty of about 150,000 USD. Because the spot price is very high, the suppliers are choosing to default and pay 150,000 to the Pakistan government and then sell their LNG somewhere else at a very high price.
In this situation, the government has no other solution than to purchase LNG at a spot price which is 30 USD MMBtu.
Now what they are saying is (1) Supplier is defaulting MLN signed contracts as well as those which are signed by the PTI government. (2) Shahzeb Khanzada has been making noises that why did the government not purchase LNG when prices were low. To this Muzzammil Aslam says that even if the government had signed some more contracts when the prices were low, the suppliers would have defaulted now to make more money else where by selling on spot prices.

Your information is incorrect. Long-term LNG contracts are never made in USD but as a percentage of oil price at a given time. Only spot purchases are made in dollars.

Now, MLN signed a 500 MMCFD contract in 2016 at a rate of 13.37% of the Brent oil price.
Then in Feb. 2021, the PTI government signed an additional 10 year contract with Qatar for 200 MMFCD, and this time the rate is 10.20% of the Brent oil price.

So PTI purchased it cheaper. Look at this Dawn article to understand it.

We do not purchase LNG only from Qatar. We have many other smaller contracts too. These smaller contracts are signed by both MLN and PTI. These suppliers, 3 of them have defaulted now and want to pay the penalty.
