Actually, the fricative matter for US came along when IK tried to take control of the Afghanistan policy into his hands. This necessarily had to do a lot with Gen Faiz Hameed and Gen Nadeem Anjum. So the locus is rightly identified. He, who has greater control over the US interests in the region, deals with the US. Period.

IK rightly said that ZAB's Govt as well as his were punished due to their Foreign Policy.

Gen Nadeem Anjum has, in his hat, a feather of carrying out a heavy strike on Afghans when he was deployed at Southern Command, during the times of the Population Census. He, for the matter went inside Afghanistan and destroyed almost 10 of their checkposts along the border in Baluchistan.

Gen Faiz Hameed, on the other hand, has a different approach towards Afghanistan as he was the one handling the trilateral talks between the Taliban, Pakistan and US. His personality has been acknowledged as respectable by the Afghans.

Yes, we at least need to go even deeper than this.

There is a main flaw with ISI's formation. According to the TORs, the agency is reporting to the PM directly. However, it is, implicitly always headed by a serving Lt. General of Pak Army. Therefore, the COAS always expect his junior as his under-command (u/c) to be subservient to him. This is another reason why ISI had always been a bone of contention between the Army and the Civilian PM. Even in 1999, Gen Zaheer Butt who was heading ISI became closer to the OM and started working against Musharraf. The night when Nawaz Sharif was ousted, Gen Zaheer ud Din Butt was also arrested as he was accompanying NS at PM House and NS also made him (Gen Zaheer) the COAS.

Therefore, this conflict of command and interests is embedded in the soul of ISI (Bechari)

I may not agree with Gen Faiz Hameed's Profile as you described. None of the existing Generals are really known or respected inside Afghanistan. The trilateral talks were not exactly trilateral. It was just a bilateral in reality. Qatar was more in than Pakistan. Even though we were not sure that we will be invited to the final agreement ceremony.
In fact our concerns are still the same and unattended. Instead of putting in the main deal, we are now begging Taliban to stop TTP from using Afghan soil against us.
What the hell is happening to our border controls and fencing is also known to all.
And no ISI is not reporting to civilians at all. It is in fact a state within state. I think it sometimes operates on its own.
