Just googled the number of outstanding cases in KPK courts(26194+146211 only in HC and DC, does not include civil, sessions courts). Some 800 cases solved out of that volume is indeed a revolution.

The existing legal system does have room for that kind of settlement. It's just that the state attorneys are not doing their job properly, otherwise out-of-court settlements are actually facilitated by the prosecutor, the world over. But that won't make 'news'.

My friend, you need to listen him carefully, he clearly said that only data included in that report, covering PTI Govt period was on Quality, and that as well from some schools, it was till Sep 2013 and others it was till Nov 2013. This doesn't include enrolment/drop-out etc data covering PTI Govt, and here we are only talking about enrolment.

That includes 6 months of PTI govt. If you have another comprehensive neutral source of educational statistics that covers a more recent period, I'd believe that. Till then, this is what I'd believe since its consistent with the data sources you mentioned that indicate improved enrollment.

Specifically, if you have to prove *success* by rating better enrollment only, you'll HAVE to prove the students are not dropping out faster and not just temporarily entering over some incentive to leave quickly.

sabr bhai g, these figures only cover 2-3 months, and over 50% cases were solved, so once DRCs are set up at thesil level, and more and more know about it(as its new thing and majority doesn't know about it), you will see this percentage will go up as more ppl will go to DRCs, in a result HC/DC cases will reduce considerably.

out of court settlements are done everywhere, but there are also special forums everywhere to settle minor disputes between individuals without involving wakeel/court, like in UK you can even email that forum to settle a dispute.

1: It is a "website" where you lodge "complains" which are not FIRs until signed by a Police Officer. So technically, a Police Officer can sit on a "complain" for as long as he wants. Corruption, bribery, pressure of the opposite party, everything can still work. The only difference it made is it's online rather than having to visit a Police Station. More of like ordering pizza online rather than having to go to restaurant. There is nothing more to it right now.

2: Even this 'website' can be made to look less ridiculous. I would start with paying a 100Rs fee through SMS to take care of frivolous complains. I'd add capcha to stop spam. I'd add a drop-down menu to make people choose between crimes to report rather than leaving an open field. No offense but PITB is doing a much better job than this crap, though still not so meaningful.

For end user, its a website, but at the back end there must be a system, a database to store those complaints, officials to process them etc.

Corruption, bribery, pressure of the opposite party, everything can still work.

The benefits include, transparency, accountability, hassle-free process etc. If a police officer does that, he can be held accountable as the complainant will have its record, and then such actions will help to reduce the number of such officers.

You are right only Online FIR will not fix police, but its one bit of a process to achieve the goal.

I told you the reality of your so-called "reform system" online FIRs and DRCs, they aren't worth sh**. The RTI act was first brought by Federation, you ever heard of it doing miracles there?? So yeah, I can't vouch for bogus gimmicks.

Shehbaz Shareef does tons of such Model Thana, Land Record registration, Dolphin Force etc type of gimmicks as PTI is doing in KPK. PPP announces sweet water projects in Sindh, trumpets declined crime rate in Karachi as victory, and so on. Just like N and PPP supporters do it in Punjab and Sindh, you guys are connecting these random and wayward actions to delude yourself about some coming 'revolution'.

ANY govt. that ever comes to power does some random things here and there that might be positive for, let's say, 100 people. That HAS NOT and will not change Pakistan.

If you wanted *actual* reform, here is what you need to do. Pick only law-and-order and economy for KPK. Identify key problems and implement their solutions. Stop reporting stuff like "CSS students were able to view their exams this year due to RTI" as success. It's bogus and won't stand. Dont bullsh**.
